LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Global Health Security (GHS) Advisor will support the Moroccan Ministry of Health and Social Protection Department of Epidemiology and Disease Control (DELM) in carrying out life-saving health assistance in full alignment with the U.S. Presidential Executive Order (EO) directives. Responsibilities
With input from the Moroccan Ministry of Health and Social Protection, GHS envisions two Senior GHS advisors will support the Ministry under this program. The profile of each advisor is as follows:

Chartbeat Inc. is the parent company of Chartbeat, Tubular Labs, FatTail, and Lineup Systems. Together, we’re shaping the future of media strategy and revenue. Trusted by the world's top media brands, Chartbeat, Inc. combines analytics that power smarter audience strategies with revenue solutions that simplify ad operations and accelerate monetization.
Our mission is to help customers grow valuable media brands with their content. Join our diverse group of focused, hardworking professionals who are passionate about doing work that’s challenging and fun — and who strive to maintain a healthy work/life balance.
About the Role
Lineup and FatTail are the leading Order Management Systems (OMS) for media companies, and this role will own product vision and strategy across both. It's a high-touch, customer-facing product leadership role: you'll build close, lasting relationships with the customers and prospects who rely on our platforms, and turn what you learn from those relationships into a roadmap that drives real growth.
We're looking for a VP of Product with a genuine commercial mindset — someone who is energized by being in front of customers and prospects, not just building for them at a distance. You will be the primary product voice representing our vision and roadmap to the market: presenting directly to prospects and clients, building trust with the people who buy and use our products, and channeling what you hear back into product decisions that grow the business. You will also lead and grow a team of product managers, building the strength and depth of the product organization as it scales.
You'll have a key voice in shaping the direction of Chartbeat's broader, unified platform vision — helping define how we integrate Chartbeat and Tubular's content and audience analytics with Lineup and FatTail's order management systems to deliver innovative solutions that help media companies grow their business.
Key Responsibilities
10+ years in product management, including 5+ years in a senior product leadership role (VP, SVP, or equivalent) in B2B SaaS focused on the Media or Ad Tech industry.
Direct Ad Tech experience is required, ideally with an OMS or adjacent systems (e.g., Google Ad Manager, ad servers, DMPs/CDPs, or similar sell-side ad tech).
A track record of delivering innovative, differentiated products, including AI-driven features or workflows — you know how to identify where AI creates real customer value versus where it's a distraction.
A track record of commercial involvement, including presenting roadmap and vision directly to prospects and customers, and being trusted as a credible voice in high-stakes customer conversations.
Experience in enterprise or upper-mid-market B2B settings, ideally within media, publishing, or adjacent verticals, where building close customer relationships is central to the business.
People leadership experience, having built, managed, and grown teams of product managers.
Day-to-Day Responsibilities
Strategy & Roadmap Ownership
Define and evolve a long-term OMS strategy and roadmap establishing a clear vision across our two OMS products that strengthens competitive differentiation, drives customer growth and retention, and deepens platform adoption.
Prioritize ruthlessly across customer commitments, competitive differentiation, and platform/data unification to ensure we’re making the right investments to move the business forward.
Collaborate with product leaders across the business to define and deliver a unified platform vision that strengthens all four brands together.
Customer & Market Engagement
Serve as a primary product voice with prospects and clients — presenting vision and roadmap directly, and building close, lasting relationships with the people who buy and use our products.
Partner with Sales and Customer Success to improve win rates, adoption, and renewals — bringing product perspective into customer conversations and helping remove product-related obstacles
Grow a strong network across media and publishing that expands our credibility and reach in the industry.
Turn customer and market insight into clear, credible product decisions, balancing near-term needs with long-term platform investment.
Team Leadership & Talent Development
Lead and grow a team of product managers and leaders, setting a high bar for product craft, commercial fluency, and customer engagement.
Partner with the executive leadership on org design, hiring, and development plans to strengthen the product team as it grows.
Coach PMs into strong functional leaders who own outcomes across product strategy, roadmap creation and execution, client-facing communication, vision storytelling, and commercial support.
Cross-Functional & Platform Collaboration
Work closely with engineering, design, marketing, and commercial teams to translate strategy into delivered and adopted products.
Champion platform thinking that unlocks cross-sell and deepens customer value across Chartbeat, Tubular, Lineup, and FatTail.
Represent OMS product strategy to the executive team and, where relevant, the Board — shaping investment decisions with clear business impact.
Compensation & Benefits
Salary range: $225,000-$275,000
Comprehensive Health, Dental, and Vision Insurance

ABOUT YOU
You are a technical product manager who owns what a model optimises for, not just the roadmap around it. You have real depth in recommendation and ranking systems, and you will own the recommendation engine behind the Xsolla Advertising Products: the ranking that decides which offers millions of players see, and in what order.
You hold the bar high for how decisions get made. You can read a readout and say plainly what it does and does not support. You connect model performance to revenue without overclaiming, and you bring a low-ego, people-first approach to work that spans ML, analytics, ads operations, and commercial teams.
If you are excited about using ML to build building the next generation of advertising, rewards and loyalty programs for mobile apps and games we want to hear from you.

Responsibilities:
Own the recommendation engine as a product: ranking, relevance, and the model roadmap. Ranking quality is the product.
Set the objective the ranker optimises for, the constraints it works inside, and the guardrails and kill conditions that bound it. The target is eCPM today; what comes next is your call.
Own the metric definitions the whole team measures against, and settle the definitional questions that change the answer: gross against publisher-side RPU, app-load against impression-user denominators, mean of daily values against window totals.
Collaborate with on ML frameworks, experiment design, hold-outs, including pre-registered decision rules, power calculations, sample-ratio-mismatch checks, A/A validation, multiplicity correction, and named rollback triggers.
Collaborate with DS on readouts to evaluate model performace and readouts to business stakeholders readout: what the model did, what it cost, and what happens next.
Contribute the ranking perspective to the wider ads roadmap, including the seams where pricing, identity, and event telemetry meet ranking.
Qualifications & Skills:
6+ years in product management, with 3+ years owning a recommendation, ranking, personalization, or relevance system in production.
Deep understanding of experiment design and inference, including minimum detectable effect, statistical power, sample ratio mismatch, A/A testing, multiple-comparison correction, and pre-registration. You can tell when a readout will not support the claim being made from it, and you say so.
Working knowledge of the modelling itself: classification and regression, probability calibration, predicted conversion rate, expected-value objectives, and how the choice of objective changes model behavior.
Hands-on experience with ML and data platforms such as Snowflake, BigQuery, Spark, Airflow, dbt, MLFlow, Vertex AI, and feature stores.
Proven record of moving model changes into production traffic through a controlled experiment process, rather than shipping on a dashboard reading.
Knowledge of performance advertising economics and ad tech ecosystems, including eCPM, RPU, bid multipliers, campaign hierarchies, and attribution models.
SQL you write yourself, and enough comfort reading application code to verify a claim instead of taking it on trust.
Excellent written communication and stakeholder management across technical and non-technical audiences. Specs, decision records, and readouts are the output of this role, and other teams act on them without you in the room.
Bachelor's or Master's in Computer Science, Engineering, Statistics, Economics, or a related field.
Offerwall, rewarded advertising, loyalty and rewards programs and/or mobile app monetization experience is a plus.
Experience with a two-stage ranking system, where an external service supplies the base order and local logic adjusts it, is a plus.
Pricing, yield management, or marketplace experience alongside ranking is a plus.
