OKX is part of OKG, a group that brings the value of Blockchain to users around the world, through our leading products OKX, OKX Wallet, OKLink and more.
About the Team
You will join our global Web3 growth and ecosystem team and support the global growth and ecosystem development of broader Web3 initiatives.
This is a global role working closely with cross-functional teams across multiple markets and regions to identify opportunities.
Responsibilities will be carried out in accordance with applicable laws, regulations, and company policies.
Role Overview
This is a global Web3 growth and ecosystem role, based in Hong Kong and operating across markets. We are looking for a globally minded operations professional who is deeply involved in the on-chain ecosystem, understands diverse on-chain user communities, and can independently plan and execute campaigns across regions.
You will work around X Layer and OKX Wallet to connect ecosystem projects, communities, and users worldwide; bring high-quality applications to real users; and turn campaign participation into sustained on-chain usage and ecosystem growth.
This focuses respectively on public blockchain ecosystem partnerships and operations and global Wallet user growth and campaign operations. Both require strong ecosystem knowledge, cross-market user insight, and end-to-end campaign execution capabilities.
What You’ll Be Doing
Ecosystem Research and Opportunity Identification
: Continuously track leading public blockchains and sectors such as DeFi, on-chain trading, and consumer applications across global markets. Identify projects with product value, an established user base, and growth potential, and develop actionable partnership and operational plans.
Ecosystem Partnerships and Development
: Build and maintain relationships with project teams, communities, and ecosystem partners across regions. Drive globally scalable co-marketing campaigns, application promotion, and user education, while continuously tracking post-launch activity and growth.
Global User Insights and Operations
: Engage deeply with on-chain user communities across markets to understand the motivations, decision-making habits, and barriers faced by different user segments. Establish user segmentation and feedback mechanisms, and optimise the conversion journey from first-time experience to ongoing usage.
Campaign Planning and Execution
: Independently lead global and regional ecosystem co-marketing campaigns, on-chain quests, trading campaigns, community incentive programs, AMAs, and online/offline events. Own target-setting, campaign mechanics, budget planning, resource coordination, launch execution, and post-campaign analysis.
Growth and Data Analysis:
Define metrics around qualified new users, first on-chain interactions, activity, retention, and partner-project growth. Evaluate performance using on-chain and product data, and continuously optimize participation requirements, incentive mechanisms, and operational investment.
Cross-Functional Collaboration: Partner with global Product, Engineering, Design, Marketing, Data, and regional teams to turn user feedback into product and operational improvements, ensuring a seamless connection between campaigns and the product experience.
What We Look For In You
Experience in Web3 ecosystem operations, user growth, community operations, or campaign operations. Able to provide complete case studies of projects personally led, with verifiable results.
Long-term, hands-on participation in the on-chain ecosystem. Proficient in using wallets, DEXs, cross-chain bridges, and mainstream DApps; understands core concepts such as token approvals, gas fees, slippage, and liquidity; and can independently conduct product-experience and user-journey analysis.
Familiarity with on-chain users and their communities. Understands behavioral differences among trading-focused, DeFi-focused, and task-driven users, and can distinguish short-term, incentive-driven participation from needs that support sustained usage.
Understanding of public blockchain ecosystem-building dynamics, including project onboarding, application distribution, user acquisition, liquidity, and communities. Able to design partnership proposals that create value for both project teams and users.
Proven experience independently planning and executing campaigns. Able to clearly articulate campaign objectives, target audience, mechanics, budget, execution process, and final outcomes, and propose improvements based on post-campaign reviews.
Strong data mindset, with the ability to analyze operational conversion funnels, user retention, and campaign costs. Accountable for genuine user growth and business outcomes.
Strong communication, project-management, and execution skills; able to drive projects in a fast-paced, globally distributed, cross-functional environment. Professional English communication and copywriting skills are required to work effectively with international projects, communities, and internal stakeholders. Additional language capabilities and experience operating across multiple markets are advantageous.
Preferred Global Experience
Deep involvement in on-chain ecosystems such as RWA and Meme, with an understanding of user personas, community culture, asset issuance, and trading mechanics across different sectors. Relevant project operations or growth experience is preferred.
Ongoing attention to and hands-on experience with emerging protocols such as Tapeout. Able to analyze product mechanics, user participation journeys, and growth opportunities, and translate these into concrete partnership or campaign proposals.
Experience in Meme community operations, trend-based campaign planning, or on-chain trading campaigns. Able to manage communication timing and drive community participation and user conversion.
Experience in user education, ecosystem partnerships, or campaign planning for RWA projects. Able to translate complex product mechanisms into clear, easy-to-understand content and participation flows.
An active global network of on-chain users, project teams, trading communities, or content creators, with the ability to independently drive cross-market partnerships and produce verifiable growth results.
Demonstrated success in converting early momentum around emerging sectors or protocols into Wallet usage, on-chain interactions, and sustained retention.

ABOUT BASETEN
Baseten powers mission-critical inference for the world's most dynamic AI companies, like Cursor, Notion, OpenEvidence, Abridge, Clay, Gamma, and Writer. By uniting applied AI research, flexible infrastructure, and seamless developer tooling, we enable companies operating at the frontier of AI to bring cutting-edge models into production. We're growing quickly and recently raised our $1.5B Series F https://www.baseten.co/blog/announcing-our-series-f/, led by Altimeter Capital, Conviction Partners, and Spark Capital. Join us and help build the platform engineers turn to ship AI products.
THE ROLE
Container runtimes were designed for general-purpose software workloads. AI inference is not a general-purpose workload.
Running large models at production scale exposes cracks in every layer of the container stack: runtimes unaware of GPU memory constraints, images that take minutes to pull when a model needs to scale to thousands of replicas, and isolation mechanisms that weren’t designed for the multi-tenant serving environments that production AI requires. The tools the industry has relied on for a decade weren’t built for this, and patching around those limitations at higher layers only goes so far.
Baseten owns the entire pipeline, from the moment a developer pushes a model to the moment a request gets a response. That vertical ownership means we can fix these problems at the root. The Runtime Fabric team is doing exactly that: purpose-building the container runtime and storage layers for AI inference workloads, led by some of the world’s top containerd maintainers.
As Engineering Manager for Storage Products on the Runtime Fabric team, you will lead the engineers who build and run the storage products behind that stack: the Baseten Delivery Network (BDN), which sits in the cold start path of every model on the platform, the snapshotters and filesystems that expose model weights and container images to a running container, and the storage that model deployment and training need next. The team is advancing the next generation of caching for inference workloads, from the origin tier to the GPU host. You will own reliability for the area as a measured outcome, report to the head of Runtime Fabric, and stay close to the code through design and code review. If you’ve managed systems engineers and have hands-on experience with caching, content-addressable storage, or distributed filesystems, we’d love to talk.
EXAMPLE INITIATIVES
- How the Baseten Delivery Network (BDN) makes cold starts fast https://www.baseten.co/blog/how-the-baseten-delivery-network-bdn-makes-cold-starts-fast/
- Extending BDN from model weights to container image layers, training checkpoints, and deployment artifacts
- Lazy-loading snapshotters and block-level delivery (EROFS, FUSE, ublk) so a container can start before the full image or model has arrived
RESPONSIBILITIES
Team Leadership and Culture
- Hire and grow a team of 5 to 10 systems engineers with storage, caching, and Linux expertise
- Run the team’s planning and delivery: scope work against the Runtime Fabric roadmap, set priorities, and ship on a predictable cadence
- Provide regular coaching, feedback, and career development support to your direct reports
- Own on-call health for the team’s services, including escalation paths and follow-through on incidents
Technical Direction
- Guide the architecture and evolution of the Baseten Delivery Network: the tiered caching and weight delivery product that makes cold starts 2-3x faster and eliminates thundering herd failures during burst scaling events
- Shape storage products tailored to Baseten’s workloads: extend BDN from model weights to container images, training checkpoints, and deployment artifacts, and define the interfaces that model deployment, training, and customers use to reach them
- Oversee the on-host side of delivery: lazy-loading snapshotters, EROFS and overlayfs layouts, and block-level delivery (FUSE, ublk) for multi-gigabyte files
- Own reliability of the delivery path as a measured outcome: end-to-end instrumentation from snapshotter initialization to first inference request, targets for cold start and cache behavior, tolerance for failing upstream registries and object stores, and safe rollout of changes to a path every customer depends on
- Make the delivery path work across heterogeneous clusters and cloud providers, each with its own object store and network
- Review designs and code across the area, and take on hands-on work where it unblocks the team
- Champion the team’s contributions back to containerd and the snapshotter ecosystem alongside the maintainers on the Runtime Fabric team
Cross-Functional Partnership
- Act as the point of contact for storage across Baseten, ensuring model deployment, training, and platform teams have the integration support they need
- Optimize requirements for the underlying storage platforms with the infrastructure team: object storage, local NVMe and block storage, and network bandwidth per cluster, so that capacity and provider decisions account for what the delivery path needs
- Manage the team’s dependencies in both directions: sequence work that model deployment, training, and infrastructure teams block on, and negotiate interfaces and timelines with the teams and upstream projects the storage path depends on
- Work with the head of Runtime Fabric and product stakeholders to prioritize storage investments based on customer impact and infrastructure reliability
- Communicate team progress, technical trade-offs, and incidents clearly to the team and to leadership
REQUIREMENTS
- Experience managing a team of engineers in a systems, infrastructure, or storage context, including hiring and performance management
- Hands-on background in distributed storage systems, content-addressable storage, or large-scale caching infrastructure
- Strong systems programming background in Go, Rust, and/or C/C++, with the ability to engage credibly in code reviews and architectural discussions
- Working knowledge of the Linux storage stack: filesystems, the page cache, block devices, and mounts
- Understanding of how container images are structured, stored, and delivered at scale
- Strong written and verbal communication skills, with the ability to influence without authority across teams
NICE TO HAVE
- Contributions to containerd/containerd, snapshotter projects (stargz, soci, nydus, overlaybd), distribution/distribution, or closely related open-source projects
- Familiarity with lazy-loading snapshotters or peer-to-peer image distribution
- Experience with EROFS, FUSE, ublk, or io_uring
- Experience building or operating CDN, object storage, or large-scale caching infrastructure
- Experience running storage services on Kubernetes
BENEFITS
- Competitive compensation, including meaningful equity
- (U.S. only) 100% coverage of medical, dental, and vision insurance for employee and dependents
- Flexible PTO policy including company wide Winter Break (our offices are closed from Christmas Eve to New Year's Day!)
- Paid parental leave
- Fertility and family-building stipend through Carrot
- (U.S. only) Company-facilitated 401(k)
- Exposure to a variety of ML startups, offering unparalleled learning and networking opportunities.
Apply now to embark on a rewarding journey in shaping the future of AI! If you are a motivated individual with a passion for machine learning and a desire to be part of a collaborative and forward-thinking team, we would love to hear from you.
At Baseten, we are committed to fostering a diverse and inclusive workplace. We provide equal employment opportunities to all employees and applicants without regard to race, color, religion, gender, sexual orientation, gender identity or expression, national origin, age, genetic information, disability, or veteran status.
We are an Equal Opportunity Employer and will consider qualified applicants with criminal histories in a manner consistent with applicable law (by example, the requirements of the San Francisco Fair Chance Ordinance, where applicable).

ABOUT RAMP
Ramp is building the smart infrastructure for finance teams, embedded in the transaction flow of every dollar a business spends. We automate how over $275B in annualized spend flows in and out of 85,000+ companies: authorizing payments, flagging risk, categorizing spend, and closing books.
The problems are high-stakes, data-dense, and unforgiving.
We hire people with high agency and high urgency. We look for slope over intercept. We care less about where you trained and more about what you’ve built. At Ramp, everyone is a builder who owns problems end to end and makes consequential decisions that shape the outcome.
The median Ramp customer saves 7.5% and grows revenue 16% in their first year – far in excess of businesses operating without Ramp. We believe every ambitious company deserves the same.
If you want to build systems that directly shape how companies move and manage billions, Ramp is the place to do it.
ABOUT THE ROLE
Ramp is hiring its first dedicated Physical Security Lead to build and run the program that protects our people, our leaders, our events, and our offices. Our footprint now spans a multi-floor New York headquarters, Ramp-managed offices, and a growing set of hubs across North America and Europe. Our leaders are increasingly visible on public stages.
You'll own three areas in roughly equal measure: executive protection, event security, and office security (access control, cameras, guards, and building security). Your job is to turn a set of strong vendors and partner teams into one measurable, risk-based program.
This is a high-ownership IC role on the Corporate Security team. It reports to the Director of IT & Corporate Security and is based at our NYC HQ. This is a physical security role; cybersecurity and information security are owned by other Ramp security teams. We aren't looking for a guard supervisor or a box-checker. We want someone who makes it safe for Ramp to move fast, host great events, and keep our leaders accessible.
WHAT YOU'LL DO
- Build and run Ramp's executive protection program:
- Protective risk assessments and residential security reviews.
- Domestic and international travel security.
- Advance work for high-visibility appearances.
- Selecting, standing up, and managing our executive protection provider.
- Turn threat intelligence into protective action. Partner with Detection & Response to move from online threat and exposure monitoring to threat assessments, personal-information exposure reduction, and clear escalation playbooks.
- Own security for internal and external events, from all-hands and offsites to conferences, customer events, and executive dinners:
- Risk-tiered intake and written security plans.
- Coordination with venues and vendors.
- On-site leadership for the highest-risk events.
- After-action reviews.
- Set Ramp's global physical security standards for access control, video surveillance, intercoms, visitor management, and alarm monitoring. Tier them for headquarters, Ramp-managed offices, and flexible or serviced hub spaces.
- Build security into every new office, move, and expansion:
- Write the security design requirements and review drawings.
- Manage integrators through installation and acceptance testing.
- Partner with IT on network and identity integration.
- Manage the guard program and security vendors end to end: scope, post orders, SLAs and KPIs, budget, and quarterly business reviews. Own the security relationship with landlords and building management.
- Lead emergency preparedness and physical incident response:
- Emergency notifications, evacuation and shelter-in-place plans, and drills.
- Liaison with local law enforcement.
- Workplace-violence prevention, in partnership with People and Legal.
- Run physical access governance with IT. Tie access to joiner/mover/leaver events, run regular access reviews, and keep audit-ready evidence for physical security controls.
- Measure and report program health to leadership. Use AI and automation to scale the program without scaling headcount.
WHAT YOU NEED
- 6+ years in corporate or physical security, including 3+ years owning a security program or major workstream at a multi-site company. Executing someone else's program doesn't count toward this.
- Hands-on depth in at least two of the three areas (executive protection, event security, physical security systems such as access control and cameras) and solid working knowledge of the third.
- Experience administering or deploying enterprise access control and video platforms (e.g., Avigilon Alta/Openpath, Verkada, Genetec, LenelS2), and partnering with IT on networking and SSO.
- A track record of managing security vendors (guard, protection, integrator, event staffing) through contracts, SLAs, budgets, and performance reviews.
- Strong risk judgment. You size controls to the actual threat, explain the tradeoffs, and lead with "here's how we do this safely" rather than "no."
- Excellent writing. You can produce a crisp SOP, an event security plan, and a one-page executive brief.
- Willingness to work from our NYC office 4 days a week, travel 10–15%, support occasional evening and weekend events, and serve as primary on-call for physical security incidents (with the Director as backup and guard and vendor partners as on-site first response).
- Real, day-to-day use of AI tools in your work.
NICE-TO-HAVES
- ASIS CPP or PSP; formal executive protection training; first aid or Stop the Bleed certification.
- Experience at a high-growth tech, fintech, or financial services company with a high-profile founder or CEO.
- Experience writing security design standards for office buildouts and reading architectural or low-voltage drawings.
- Familiarity with physical and environmental control requirements in SOC 2, PCI DSS, or FedRAMP.
- A government protective, law enforcement, or military background, combined with corporate program ownership.
- An established network of protection, event security, and integrator vendors in NYC, SF, and internationally.
FAIR WARNING
- This is a builder role. Parts of the program exist today (vendors, a responsibility matrix, some SOPs). You'll turn them into a system.
- You're an IC who directs vendors and partner teams, not a manager of a security staff. You'll need to influence Workplace, Events, IT, Executive Assistants, People, and Legal without formal authority.
- Security at Ramp enables the business. Events still happen, offices stay welcoming, and executives stay accessible. Your job is to make that safe.
- Evenings, weekends, and travel come with the territory, especially around major events.

LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:
Regional Care and Referral Model

Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.

About the Position
The Philippines is advancing Universal Health Care (UHC), including by embedding tuberculosis (TB) control and global health security (GHS) into its primary health care system. To move this forward, the Philippine Health Insurance Corporation (PHIC) is developing and piloting UHC financing reforms. This includes policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
The UHC policy and financing reforms include network contracting and the shift to Health Care Provider Networks. These reforms show PHIC's commitment to strengthening its strategic purchasing role. The PHIC needs a Senior Health Policy and Financing Advisor to speed up these priorities.
The Health Policy and Financing Advisor will directly report to PHIC’s Office of the President and Chief Executive Officer (OPCEO) as the technical review and clearing house for policies and PhilHealth benefit enhancements. The Advisor will work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.
The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the timely delivery of the policies within the Focus Areas of Functional Primary Care System, including policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
Work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.

Develop delineation of roles and responsibilities between the DOH and PhilHealth in implementation and monitoring and evaluation of the pilots.
Support Policy Development for Pillar 2.
Project management of identified priority initiatives under the Unified National Agenda
Coordinate and liaise with the appropriate PHIC offices to address technical, operational, legal, or actuarial risks for alignment and resolution.
Support the policy units to ensure adherence to timelines for policy development, approval, and cascade.
Organize and attend meetings as necessary to ensure regular discussions and alignment between OPCEO directives and the offices involved in policy development.
Review existing PhilHealth TB benefits. Recommend ways to fold them into network contracting, DRGs, and global budgets, and to design payment approaches that reward case detection and treatment completion and engage private providers.

About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content
Duration of Engagement
About 6 months
Reporting
The Advisor shall directly report to PHIC's Office of the President and Chief Executive Officer as the clearing house for Agency communications
The Advisor will work day-to-day with PHIC's information/communications department.
For communication products that incorporate TB and GHS, the Advisor will coordinate with the DOH National TB Program, Epidemiology Bureau, Health Promotion Bureau and the U.S. Embassy Manila – Department of State point of contact.
The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, they will participate in bi-weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the DOS Grants Officer Representative
Qualifications
At least 10 years of relevant work experience, especially in communication strategy development and project management
Demonstrated experience in conceptualizing and running national communication campaigns in the Philippines
Relevant master's degree such as communications, public health, or a related field
Excellent verbal and written communication skills in English and Filipino
Work adaptability, ability to work under tight deadlines, and ability to balance multiple work streams
Relevant regional experience in the Philippines

BUILDING THE FUTURE OF OPEN FINANCE
Payward - the parent company behind Kraken, NinjaTrader, Breakout, xStocks, Payward Services and CF Benchmarks - has spent the last 15 years building one of the most modern and globally accessible financial infrastructure platforms in the industry, built to advance an open, global financial system.
THE TEAM
Founded in 2011, Kraken is one of the world's longest-standing crypto platforms, trusted by over 10 million individuals and institutions across the globe. It offers spot trading, margin, futures, staking, and OTC services, with products built for both individual investors and institutional clients.
Join our Regulatory Legal team, the group responsible for maintaining and growing Kraken's product offerings across every region we operate in and for advising the business on its day-to-day regulatory obligations. We are a tight, experienced group of lawyers from tradfi (traditional finance), fintech and crypto backgrounds who move fast, stay curious and take pride in the commercial accountability of our advice. We partner directly with Compliance, Product and senior leadership to keep our licensed entities running smoothly and our regulators well served.
This is a remote role based in Hong Kong or Singapore, supporting our growing volume of regulatory work across the broader APAC region. You will operate as a practical legal generalist with a focus on Product legal advice: supporting launches and product changes across APAC, including derivatives and over-the-counter ("OTC") options, tokenised equities, earn and staking products, custody, and card and payments offerings.
THE OPPORTUNITY
- Provide product legal support for APAC launches and enablement across the entire Payward product suite, including xStocks, OTC options, institutional custody and execution, and cross-regional products rolling out across APAC
- Act as a gatekeeper for new APAC outside counsel engagements: scope the work, estimate the cost, and sign off before matters are routed externally, so that outside counsel is used where local-law advice is genuinely required
- Translate complex regulatory frameworks into pragmatic, actionable guidance for the business, favouring plain-English communication, measurable risk trade-offs and decision-ready recommendations
- Use AI-assisted tools (for example for multi-jurisdiction licensing analysis, first drafts of regulatory submissions and matter tracking) to raise the speed and consistency of the team's work
- Own the APAC regulatory workload under the direction of the APAC regulatory lead, including licence variations, client and broker agreement documentation, licensing structure questions and routine regulator correspondence
- Take ownership of geography-specific licensing in markets such as Kazakhstan, Pakistan and the Philippines, instructing and supervising local counsel in region and in time zone, and supporting other APAC markets (for example South Korea, Japan, Taiwan, Vietnam, Indonesia and Malaysia) as they arise
- Support Payward Group licensing initiatives in key APAC markets such as Singapore and Hong Kong, including preparing application materials and coordinating with outside counsel
WHAT YOU BRING
- Qualified lawyer admitted in Singapore, Hong Kong, England and Wales, or an equivalent common law jurisdiction
- 10 or more years' post-qualification experience ("PQE") in financial services regulatory law, gained at a regulated financial services institution (for example a bank, broker-dealer, exchange, derivatives dealer or crypto services provider), at a law firm supporting such clients and/or at a relevant regulator
- Demonstrated ability to independently own regulatory relationships and business-as-usual regulatory workstreams, including notifications, information requests and supervisory correspondence
- Strong experience with the financial regulatory landscape in a major Asian financial centre (eg, Singapore and the MAS, Hong Kong and the SFC/HKMA)
- Proven ability to instruct, supervise and manage the cost of local counsel across multiple jurisdictions, including in markets where you are not admitted
- Working knowledge of anti-money laundering and counter-terrorist financing ("AML/CTF") obligations and regulatory expectations
- Outstanding analytical, drafting and organisational skills, with crisp, plain-English writing
- Ability to distill complex legal and regulatory issues into clear, actionable guidance for non-lawyer stakeholders
- A pragmatic, commercially accountable approach to legal and regulatory risk that gives stakeholders a useful range of options and a clear recommendation
- Comfort operating with a high degree of autonomy in a fast-moving, remote, multi-time-zone environment, owning a broad workload from day one
NICE TO HAVES
- Experience advising on virtual asset regulation in one or more APAC jurisdictions
- Familiarity with the regulation of derivatives (including OTC options), equities and emerging tokenised financial instruments
- Experience supporting change-of-control notifications or other regulatory aspects of corporate transactions
- Experience with payments, e-money or card regulation
- Working proficiency in a second APAC language
- An authentic interest in crypto and digital assets, and familiarity with Payward's and competitors' products
Unless a specific application deadline is stated in the job posting, applications are accepted on an ongoing basis.
Please note, applicants are permitted to redact or remove information on their resume that identifies age, date of birth, or dates of attendance at or graduation from an educational institution.
We consider qualified applicants with criminal histories for employment on our team, assessing candidates in a manner consistent with the requirements of the San Francisco Fair Chance Ordinance.

Payward is powered by people from around the world and we celebrate the diverse talents, backgrounds, contributions, and unique perspectives that everyone brings to the table. We hire based on merit, seeking out people with the right abilities, knowledge, and skills for the job. We encourage you to apply for roles where you don't fully meet the listed requirements, especially if you're passionate or knowledgeable about crypto.
