Workplace: Hybrid
OUR STORY:
Every year millions of people are either filing their taxes in fear or giving up on their tax refund altogether. We're working on fixing that. Our intuitive app enables anyone, regardless of education or background, to file their taxes with newfound confidence.
Spread across Germany, Spain and the UK, the team at Taxfix Group with its brands Taxfix and Steuerbot, is a compassionate group of solution-finders. We speak our minds openly, and with over 400 professionals, including tax experts, developers, and IT security experts, we're rich in ideas and voices. The group has facilitated more than 3.5 billion euros in tax refunds for its customers since its founding in 2016.
ABOUT THE ROLE
Taxfix builds more products for more customer segments, faster than before. As Senior Product Marketing Manager, you are the go-to-market partner embedded into a product team, from the first discovery conversation to scaling. You’re not just handed a final product to talk about it. You bring customer, market and competitive evidence into the decisions that shape what gets built from day one: which segments to target, what features to prioritize, how to create Aha moments. You influence what the product does, how it wins and whether people will pay. You also build the systems that keep this work running: from automated competitor and customer insights generation, to agentic workflows that let product teams run smaller launches themselves at high quality.
You work closely with Product, Engineering, Commercial, Growth Marketing and Paid Acquisition.
WHAT YOU'LL DO
- Taking one (or many) of our big bets to market. With high level of responsibility, autonomy and direct support from senior leaders and domain experts, you will help us launch assisted and AI-native experiences that customers truly love.
- Bring the market into product decisions. Turn customer, market and competitive evidence into clear recommendations for the product team. Join discovery work and design sprints where market specifics shape what gets built.
- Choose who to serve, and who not to. Break users and products down into needs, pains, and functional and emotional value. Define sharp ICPs and decide which segment to win first and later.
- Position the product to win. Define the competitive alternatives, what makes the product different and why it wins. Turn that into a sharp messaging and shape the pricing and packaging inputs.
- Run launches as tests. Run lean tests early, report what the measures show, and adapt the product, the positioning and the go-to-market. You gather evidence that improves our GTM decision quality, not tick off a launch checklist.
- Align the people around the work. Bring structure to complex go-to-market work: clear owners, milestones, decision points and success measures. Facilitate decisions across Product, Engineering, Data, Growth and commercial teams.
- Build the insight engine. Replace ad hoc research with automated flows of competitor and customer insight that product and marketing teams use every week.
- Own part of the context system. Turn each go-to-market decision and artifact into governed context that empowers people and agents alike.
- Build with AI. Build your own prototypes, applets and automations for the opportunities you prioritize, and help product teams self-serve lower-tier launches at quality.
WHAT YOU'LL BRING
- 5+ years of bringing tech products to market. You have successfully taken complex products or features from discovery to launch and adoption, in a fast-paced environment.
- Data- and evidence-driven over opinion. You set clear targets, success definitions and guardrails. You analyze data and derive actionable next steps. When evidence contradicts the plan, you say so, including to senior stakeholders.
- Customer insight and craft. You stay close enough to users to quote them. You turn what they said into why they behave as they do, and into a narrative people remember.
- AI as a builder. You build agents, automated workflows, prototypes and context towards clear milestones or outcomes.
- Communication and project leadership. You write and speak with precision, align several teams at once and keep many moving pieces on track.
- High agency and curiosity. You find the problem and solve it without waiting to be told, and you carry it like an owner.
- Bias for action. You prioritize speed of learning and progress over perfection.
- English and German. You use German to write customer-facing messaging and English to work with the wider team.
WHY TAXFIX?
- A chance to do meaningful, people-centric work with an international team of passionate professionals.
- Holistic well-being with free mental health coaching sessions.
- A monthly allowance to spend on an extensive range of services that you can use and roll over as flexibly as you like.
- Employee stock options for all employees—because everyone deserves to benefit from the success they help to create.
- 30 annual vacation days and flexible working hours.
- A generous learning budget to support your personal and professional development and guidance from our internal L&D experts.
- Work from abroad for up to six weeks every year. Just align with your team, and then enjoy your trip.
- Plenty of opportunities to socialise as a team. In addition to internal meetups, our international team hosts regular get-togethers—virtually and in person when possible.
- Free tax declaration filing, of course, through the Taxfix app—and internal support for all personal tax-related questions.
- Have a four-legged friend in your life? We’re happy to have dogs join us in the office.
Excited? So are we. Check out our Life at Taxfix https://www.linkedin.com/company/taxfix/life/8684512c-424f-44de-8d07-6e6b516e3319/?viewAsMember=true page on LinkedIn to get a glimpse of our culture.
At Taxfix, we believe that incredible things happen when you have a wealth of perspectives and experiences. We're proudly committed to equal employment and development opportunities no matter your gender, race, religion, age, sexual orientation, colour, disability, or place of origin. To help mitigate any potential unconscious biases, we ask that you refrain from including your picture, age, or marital status on your CV. Let your experiences speak for themselves.

About the Team
You will join our global Web3 growth and ecosystem team and support the global growth and ecosystem development of broader Web3 initiatives.
This is a global role working closely with cross-functional teams across multiple markets and regions to identify opportunities.
Responsibilities will be carried out in accordance with applicable laws, regulations, and company policies.
Role Overview
This is a global Web3 growth and ecosystem role, based in Hong Kong and operating across markets. We are looking for a globally minded operations professional who is deeply involved in the on-chain ecosystem, understands diverse on-chain user communities, and can independently plan and execute campaigns across regions.
You will work around X Layer and OKX Wallet to connect ecosystem projects, communities, and users worldwide; bring high-quality applications to real users; and turn campaign participation into sustained on-chain usage and ecosystem growth.
This focuses respectively on public blockchain ecosystem partnerships and operations and global Wallet user growth and campaign operations. Both require strong ecosystem knowledge, cross-market user insight, and end-to-end campaign execution capabilities.
What You’ll Be Doing
Ecosystem Research and Opportunity Identification
: Continuously track leading public blockchains and sectors such as DeFi, on-chain trading, and consumer applications across global markets. Identify projects with product value, an established user base, and growth potential, and develop actionable partnership and operational plans.
Ecosystem Partnerships and Development
: Build and maintain relationships with project teams, communities, and ecosystem partners across regions. Drive globally scalable co-marketing campaigns, application promotion, and user education, while continuously tracking post-launch activity and growth.
Global User Insights and Operations
: Engage deeply with on-chain user communities across markets to understand the motivations, decision-making habits, and barriers faced by different user segments. Establish user segmentation and feedback mechanisms, and optimise the conversion journey from first-time experience to ongoing usage.
Campaign Planning and Execution
: Independently lead global and regional ecosystem co-marketing campaigns, on-chain quests, trading campaigns, community incentive programs, AMAs, and online/offline events. Own target-setting, campaign mechanics, budget planning, resource coordination, launch execution, and post-campaign analysis.
Growth and Data Analysis:
Define metrics around qualified new users, first on-chain interactions, activity, retention, and partner-project growth. Evaluate performance using on-chain and product data, and continuously optimize participation requirements, incentive mechanisms, and operational investment.
Cross-Functional Collaboration: Partner with global Product, Engineering, Design, Marketing, Data, and regional teams to turn user feedback into product and operational improvements, ensuring a seamless connection between campaigns and the product experience.
What We Look For In You
Experience in Web3 ecosystem operations, user growth, community operations, or campaign operations. Able to provide complete case studies of projects personally led, with verifiable results.
Long-term, hands-on participation in the on-chain ecosystem. Proficient in using wallets, DEXs, cross-chain bridges, and mainstream DApps; understands core concepts such as token approvals, gas fees, slippage, and liquidity; and can independently conduct product-experience and user-journey analysis.
Familiarity with on-chain users and their communities. Understands behavioral differences among trading-focused, DeFi-focused, and task-driven users, and can distinguish short-term, incentive-driven participation from needs that support sustained usage.
Understanding of public blockchain ecosystem-building dynamics, including project onboarding, application distribution, user acquisition, liquidity, and communities. Able to design partnership proposals that create value for both project teams and users.
Proven experience independently planning and executing campaigns. Able to clearly articulate campaign objectives, target audience, mechanics, budget, execution process, and final outcomes, and propose improvements based on post-campaign reviews.
Strong data mindset, with the ability to analyze operational conversion funnels, user retention, and campaign costs. Accountable for genuine user growth and business outcomes.
Strong communication, project-management, and execution skills; able to drive projects in a fast-paced, globally distributed, cross-functional environment. Professional English communication and copywriting skills are required to work effectively with international projects, communities, and internal stakeholders. Additional language capabilities and experience operating across multiple markets are advantageous.
Preferred Global Experience
Deep involvement in on-chain ecosystems such as RWA and Meme, with an understanding of user personas, community culture, asset issuance, and trading mechanics across different sectors. Relevant project operations or growth experience is preferred.
Ongoing attention to and hands-on experience with emerging protocols such as Tapeout. Able to analyze product mechanics, user participation journeys, and growth opportunities, and translate these into concrete partnership or campaign proposals.
Experience in Meme community operations, trend-based campaign planning, or on-chain trading campaigns. Able to manage communication timing and drive community participation and user conversion.
Experience in user education, ecosystem partnerships, or campaign planning for RWA projects. Able to translate complex product mechanisms into clear, easy-to-understand content and participation flows.
An active global network of on-chain users, project teams, trading communities, or content creators, with the ability to independently drive cross-market partnerships and produce verifiable growth results.
Demonstrated success in converting early momentum around emerging sectors or protocols into Wallet usage, on-chain interactions, and sustained retention.

From Fivetran’s founding until now, our mission has remained the same: to make access to data as simple and reliable as electricity. With Fivetran, customer data arrives in their warehouses, canonical and ready to query, with no engineering or maintenance required. We’re proud that more organizations continue to leverage our technology every day to become truly data-driven.
About Us
Fivetran and dbt Labs are bringing together two industry-leading companies with a shared mission: helping organizations unlock the full value of their data together, we’re delivering the data infrastructure layer that helps organizations move, transform, and trust their data — from the moment data moves, through every transformation, to the context teams and AI systems rely on. Fivetran helps organizations automate data movement across the systems, clouds, engines, and tools they rely on. dbt Labs pioneered analytics engineering, helping teams transform data into reliable, governed insights. Together, we support thousands of organizations as they build a trusted foundation for analytics, AI, and better business decisions. As we bring our teams and technology together, we’re building on the strengths of both companies while continuing to deliver the products and experiences our customers know and trust. It’s an exciting time to join us: we’re creating a company with the scale, talent, and technology to help more organizations put their data to work with greater speed, confidence, and impact. During this transition period, you may see references to both Fivetran and dbt Labs throughout our recruiting process as we integrate our teams, systems, and career sites.
About the Role
Fivetran and dbt Labs are now one company. Together we build the data movement and transformation tools that data teams around the world rely on. Our Analytics team runs on those same tools every day, so you'll work on a modern data stack and help set best practices for the industry. As a Senior Product Analyst, you'll help product leaders understand how customers adopt, use, and stay with our core Fivetran data movement and dbt platform products as well as new product releases spanning AI, BI, and compute. You'll be a "full-stack" analyst. You'll build the data models, define the metrics, create the dashboards, run the analysis, and turn it all into recommendations that shape what we build next. AI is part of how we work. We expect analysts to use AI tools thoughtfully to accelerate analysis and increase efficiency, while applying their own judgment and validating the results. This is a full-time, flexible hybrid position based in Oakland, CA. Our hybrid work model offers remote flexibility and in-person collaboration; there is no fixed number of required office days, and we encourage teams to meet in person regularly.
Why This Role Is Exciting
Two product portfolios just came together.
Many questions about how customers use Fivetran and dbt together have never been asked. You'll be one of the first people to answer them.
Your work drives leadership decisions.
You'll focus on adoption, engagement, and retention, the metrics product leaders use to decide where to invest.
You own the work end to end,
from raw data to the decision it informs.
You'll analyze products built for people like you.
Our customers are data teams.
Technologies You’ll Use
SQL (BigQuery / Snowflake)
dbt / dbt State
Looker / LookML / Omni
Hex / Sigma / Google Sheets
Claude Code / Codex
What You’ll Do
Partner with product managers and product line leaders to understand problems and potential solutions with data. Deliver regular analysis and insight on product adoption, engagement, and retention.
Proactively investigate trends in user behavior and product usage. Find issues and growth opportunities before anyone asks, and use them to shape product and growth strategy.
Define, measure, and monitor the KPIs that show whether our products are healthy and whether the company is on track.
Size the potential impact of new product initiatives and recommend how to prioritize them.
Analyze product launches and experiments, and recommend what to do next.
Find and reduce friction in the funnels users go through to sign up, activate, and adopt our products.
Tackle questions where product data meets broader business data, such as revenue, sales, and support.
Build and maintain the data models, metrics, and dashboards behind your work.
Help new hires, colleagues, and partners understand our data and use it well, so data-informed decisions become the norm.
Skills We’re Looking For
5+ years in analytics, mostly in product analytics, ideally at a high-growth B2B or SaaS company.
Advanced SQL. You can turn messy, raw data into clean, trustworthy datasets, and write, debug, and explain SQL yourself.
Comfort using AI tools in analytics workflows to explore data, draft or improve SQL, automate repetitive work, and synthesize findings. You can evaluate and validate AI-generated output.
Hands-on experience building data models, ideally with dbt, creating dashboards in a BI tool such as Looker, Omni, or Tableau, and performing funnel, cohort, and segmentation analysis.
A track record of using analysis to drive product or business decisions, not just report on them. You can take an open-ended question with little direction and turn it into a clear analysis and recommendation.
Strong attention to detail and prioritization. Clear written and verbal communication, including the ability to explain findings to executives and technical tradeoffs to engineers.
Experience influencing cross-functional, distributed teams, both asynchronously and in real time.
Bonus Skills
Experience designing and analyzing experiments (A/B/n tests), including test design, sample size, significance, and turning results into launch decisions.
Deep knowledge of the SaaS customer lifecycle and business metrics, such as ARR (annual recurring revenue), retention, and expansion.
Experience defining product events and helping teams self-serve in product analytics tools like Amplitude, Mixpanel, or Heap.
Experience developing and scaling a large dbt project.
Python or R for analysis.

Here at Humanoid, we believe in a future where robots amplify human potential. That’s why we’ve set out on a mission to build the world’s most capable, commercially-scalable, and safe humanoid robots. We’re bringing that mission to life with HMND‑01 - our rapidly developed humanoid platform being deployed in real industrial environments - and we’re growing the team to take it even further.
ABOUT THE ROLE
As a Senior Electrical Engineer on the Hardware team in Boston, you’ll design and develop the electrical systems that bring advanced humanoid robots to life. This is a hands-on role where you’ll work across the full spectrum of robotics electrical engineering—from electrical system designs, electromechanical integrations, PCB layouts, firmware and device programming, to hands-on debugging in the lab. Your work will span from small test systems to fully integrated prototype robots, and provide you with a unique opportunity to have a big impact.
WHAT YOU’LL DO
- Design Electrical Systems for Robotics: Develop electrical systems that power and control Humanoid’s advanced robots, with a focus on sensors, compute architecture, and power systems.
- Conduct Circuit Analysis and Debugging: Use strong circuit analysis fundamentals to review electrical designs, conduct failure analysis, and troubleshoot complex electrical systems.
- PCB Design and Schematic Capture: Create detailed schematics and PCB layouts using Altium, ensuring the designs meet the performance, reliability, and manufacturability standards required for robotics.
- Develop Embedded Firmware: Write firmware in C and HDL to program microcontrollers, DSPs, and FPGAs, testing and refining embedded designs to ensure optimal performance.
- Leverage Linux for Robotics: Utilize your knowledge of command-line Linux to configure networks, run software, and interface with robots for testing and validation.
- Hands-On Lab Work: Use a variety of lab equipment, including oscilloscopes, DMMs, power supplies, programmable loads, and spectrum analyzers, to validate designs and solve complex electrical engineering challenges.
- Collaborate Across Teams: Work closely with mechanical engineers, software developers, and other team members to integrate electrical systems with robotics hardware, ensuring seamless operation and performance.
WHAT WE'RE LOOKING FOR
- Experience with high-speed data technologies such as PCIE, Ethernet, EtherCAT and/or other communication protocols in PCB-based devices and systems.
- Experience developing power regulation and distribution systems, including particular expertise with short-circuit protection systems, switching power supplies, and creative power management technologies.
- Proficiency with PCB design tools (e.g., Altium) for schematic capture and layout.
- Familiarity with embedded programming, including C, HDL, and other relevant languages for microcontrollers, DSPs, and FPGAs.
- Working knowledge of circuit simulation, analysis, and debugging techniques, including the use of oscilloscopes, power supplies, and spectrum analyzers.
- Experience with Python, C++, LabView, or MATLAB for automation and testing.
- Knowledge of SolidWorks or similar mechanical CAD tools.
- Familiarity with Verilog or VHDL for hardware design and simulation.
- Experience in building Linux kernels and modifying or writing device drivers.
Please note: few people will check every single box. If you’ve got solid electrical engineering fundamentals and strengths in some of these areas, we’d love to hear from you!
WHAT WE OFFER
- Comprehensive health coverage for US‑based employees, including fully paid medical, dental, and vision insurance, with virtual care and employee assistance resources.
- Generous time off to rest and recharge: 23 days of PTO (accrued), separate sick leave, and paid company holidays.
- 401(k) retirement plan with a 4% employer match.
- Meaningful equity with upside as we scale
- Free daily catered lunch, snacks, and drinks in‑office.
- Collaboration with top‑tier engineers, researchers, and product experts in AI and robotics.
- Freedom to influence the product and own key initiatives.
For this role in Massachusetts, the expected base salary range is $160K–$215K USD per year; your placement in that range depends on how your experience maps to our internal leveling.

ABOUT RAMP
Ramp is building the smart infrastructure for finance teams, embedded in the transaction flow of every dollar a business spends. We automate how over $275B in annualized spend flows in and out of 85,000+ companies: authorizing payments, flagging risk, categorizing spend, and closing books.
The problems are high-stakes, data-dense, and unforgiving.
We hire people with high agency and high urgency. We look for slope over intercept. We care less about where you trained and more about what you’ve built. At Ramp, everyone is a builder who owns problems end to end and makes consequential decisions that shape the outcome.
The median Ramp customer saves 7.5% and grows revenue 16% in their first year – far in excess of businesses operating without Ramp. We believe every ambitious company deserves the same.
If you want to build systems that directly shape how companies move and manage billions, Ramp is the place to do it.
ABOUT THE ROLE
Ramp is hiring its first dedicated Physical Security Lead to build and run the program that protects our people, our leaders, our events, and our offices. Our footprint now spans a multi-floor New York headquarters, Ramp-managed offices, and a growing set of hubs across North America and Europe. Our leaders are increasingly visible on public stages.
You'll own three areas in roughly equal measure: executive protection, event security, and office security (access control, cameras, guards, and building security). Your job is to turn a set of strong vendors and partner teams into one measurable, risk-based program.
This is a high-ownership IC role on the Corporate Security team. It reports to the Director of IT & Corporate Security and is based at our NYC HQ. This is a physical security role; cybersecurity and information security are owned by other Ramp security teams. We aren't looking for a guard supervisor or a box-checker. We want someone who makes it safe for Ramp to move fast, host great events, and keep our leaders accessible.
WHAT YOU'LL DO
- Build and run Ramp's executive protection program:
- Protective risk assessments and residential security reviews.
- Domestic and international travel security.
- Advance work for high-visibility appearances.
- Selecting, standing up, and managing our executive protection provider.
- Turn threat intelligence into protective action. Partner with Detection & Response to move from online threat and exposure monitoring to threat assessments, personal-information exposure reduction, and clear escalation playbooks.
- Own security for internal and external events, from all-hands and offsites to conferences, customer events, and executive dinners:
- Risk-tiered intake and written security plans.
- Coordination with venues and vendors.
- On-site leadership for the highest-risk events.
- After-action reviews.
- Set Ramp's global physical security standards for access control, video surveillance, intercoms, visitor management, and alarm monitoring. Tier them for headquarters, Ramp-managed offices, and flexible or serviced hub spaces.
- Build security into every new office, move, and expansion:
- Write the security design requirements and review drawings.
- Manage integrators through installation and acceptance testing.
- Partner with IT on network and identity integration.
- Manage the guard program and security vendors end to end: scope, post orders, SLAs and KPIs, budget, and quarterly business reviews. Own the security relationship with landlords and building management.
- Lead emergency preparedness and physical incident response:
- Emergency notifications, evacuation and shelter-in-place plans, and drills.
- Liaison with local law enforcement.
- Workplace-violence prevention, in partnership with People and Legal.
- Run physical access governance with IT. Tie access to joiner/mover/leaver events, run regular access reviews, and keep audit-ready evidence for physical security controls.
- Measure and report program health to leadership. Use AI and automation to scale the program without scaling headcount.
WHAT YOU NEED
- 6+ years in corporate or physical security, including 3+ years owning a security program or major workstream at a multi-site company. Executing someone else's program doesn't count toward this.
- Hands-on depth in at least two of the three areas (executive protection, event security, physical security systems such as access control and cameras) and solid working knowledge of the third.
- Experience administering or deploying enterprise access control and video platforms (e.g., Avigilon Alta/Openpath, Verkada, Genetec, LenelS2), and partnering with IT on networking and SSO.
- A track record of managing security vendors (guard, protection, integrator, event staffing) through contracts, SLAs, budgets, and performance reviews.
- Strong risk judgment. You size controls to the actual threat, explain the tradeoffs, and lead with "here's how we do this safely" rather than "no."
- Excellent writing. You can produce a crisp SOP, an event security plan, and a one-page executive brief.
- Willingness to work from our NYC office 4 days a week, travel 10–15%, support occasional evening and weekend events, and serve as primary on-call for physical security incidents (with the Director as backup and guard and vendor partners as on-site first response).
- Real, day-to-day use of AI tools in your work.
NICE-TO-HAVES
- ASIS CPP or PSP; formal executive protection training; first aid or Stop the Bleed certification.
- Experience at a high-growth tech, fintech, or financial services company with a high-profile founder or CEO.
- Experience writing security design standards for office buildouts and reading architectural or low-voltage drawings.
- Familiarity with physical and environmental control requirements in SOC 2, PCI DSS, or FedRAMP.
- A government protective, law enforcement, or military background, combined with corporate program ownership.
- An established network of protection, event security, and integrator vendors in NYC, SF, and internationally.
FAIR WARNING
- This is a builder role. Parts of the program exist today (vendors, a responsibility matrix, some SOPs). You'll turn them into a system.
- You're an IC who directs vendors and partner teams, not a manager of a security staff. You'll need to influence Workplace, Events, IT, Executive Assistants, People, and Legal without formal authority.
- Security at Ramp enables the business. Events still happen, offices stay welcoming, and executives stay accessible. Your job is to make that safe.
- Evenings, weekends, and travel come with the territory, especially around major events.

Dexis is a dynamic professional services firm dedicated to partnering with government and community leaders both in the U.S. and internationally to achieve critical social outcomes in a rapidly changing world.
At Dexis, you will experience a corporate culture of inclusiveness, respect, fairness, and trust. You will be given the means and mentorship needed to succeed, and your creativity will be rewarded.
LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:
Regional Care and Referral Model
Map existing referral pathways, demand, service gaps, patient travel patterns, provider capabilities, and patient navigation arrangements in proposed pilot regions.
Differentiate appropriate pathways for cases suitable for primary care, direct specialty consultation, diagnostic referral, hospital admission, emergency transfer, and return to primary care.
Define the roles of referring providers, receiving facilities, regional command centers, CHDs, DOH hospitals, LGU health systems, PhilHealth, and the national coordination function.
Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.
Develop practical financing and agreement options with PhilHealth, LGUs, health boards, and participating facilities.
Clarify proposed payment responsibilities, contracting or disbursement arrangements, required approvals, and approaches for tracking cases and payments, subject to applicable laws, regulations, and approval of the responsible authorities.
Command Center Operating Model
Define the proposed operating model for a regional patient navigation and referral center, including hours of operation, clinical triage and escalation, nonclinical call handling, case ownership, quality assurance, workforce requirements, supervision, training, data protection, and continuity arrangements.
Define interfaces between the command center, health facilities, patient navigation mechanisms, and emergency response systems.
Compare in-house, outsourced, and hybrid models for appropriate call center and coordination functions.
Develop recommendations including cost estimates, performance standards, clinical governance safeguards, data and system requirements, and draft specifications or terms for proposed service arrangements.
Define a minimum information set and reporting process covering bed availability, operating service capacity, specialists and other personnel, equipment, diagnostics, critical supplies, and service interruptions.
Link current capacity gaps with approved facility development plans and milestones to support appropriate assignment and monitoring of actions.
Priority Facility Capacity
Identify facilities and services that could be made functional through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Assess demand, readiness, staffing, operating costs, financing requirements, procurement routes, and time to service for identified priority opportunities.
Develop a shortlist of potential investable or contractable opportunities and prepare decision briefs for DOH and relevant LGUs.
Distinguish immediate operational improvements from projects requiring formal feasibility studies, procurement processes, or PPP approval.
Coordinate with relevant technical, finance, legal, and procurement offices in developing recommendations.
Pilot Implementation, Monitoring, and Scale-up
Support DOH in selecting pilot regions and referral pathways based on readiness, regional variation, and potential for learning.
Support participating offices in establishing agreed workflows, preparing staff, developing baseline information, and launching pilot implementation.
Facilitate regular case reviews and support rapid identification and correction of failed referral handoffs.
Monitor referral completion, time to acceptance and service, failed and repeated referrals, patient follow-up, capacity data completeness, financing barriers, and service gaps.
Track both operating performance and progress of actions intended to activate missing facility and service capacity.
Document implementation lessons, costs, decisions required, and minimum readiness conditions for expansion.

About the Position
The Philippines is advancing Universal Health Care (UHC), including by embedding tuberculosis (TB) control and global health security (GHS) into its primary health care system. To move this forward, the Philippine Health Insurance Corporation (PHIC) is developing and piloting UHC financing reforms. This includes policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
The UHC policy and financing reforms include network contracting and the shift to Health Care Provider Networks. These reforms show PHIC's commitment to strengthening its strategic purchasing role. The PHIC needs a Senior Health Policy and Financing Advisor to speed up these priorities.
The Health Policy and Financing Advisor will directly report to PHIC’s Office of the President and Chief Executive Officer (OPCEO) as the technical review and clearing house for policies and PhilHealth benefit enhancements. The Advisor will work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.
The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the timely delivery of the policies within the Focus Areas of Functional Primary Care System, including policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
Work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.
Prepare briefers and presentations to provide PHIC officials with updates on the policies within the focus areas, including progress on TB and GHS policies.
Coordinate with the Department of Health (DOH) National TB Program, the DOH Epidemiology Bureau, and relevant TB and GHS partners to align financing policies with program and surveillance priorities.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Lead policy development for PhilHealth ExeCom and Board approval for Primary Care Provider Networks (PCPNs) and Health Care Provider Networks (HCPNs).
Support the contracting and operationalization of 10 PCPNs and 5 HCPNs as pilot implementation. Include TB service and outbreak-readiness requirements in pilot network contracts.
Develop guidelines and facilitate fair and transparent selection of pilot sites. Consider TB burden and health security risk as possible selection factors.
Develop baseline status assessment templates for usage by PhilHealth Regional Offices. Consider including indicators on TB service capacity (screening, diagnostics, treatment, and preventive treatment) and emergency preparedness.
Develop delineation of roles and responsibilities between the DOH and PhilHealth in implementation and monitoring and evaluation of the pilots.
Support Policy Development for Pillar 2.
Project management of identified priority initiatives under the Unified National Agenda
Coordinate and liaise with the appropriate PHIC offices to address technical, operational, legal, or actuarial risks for alignment and resolution.
Support the policy units to ensure adherence to timelines for policy development, approval, and cascade.
Organize and attend meetings as necessary to ensure regular discussions and alignment between OPCEO directives and the offices involved in policy development.
Review existing PhilHealth TB benefits. Recommend ways to fold them into network contracting, DRGs, and global budgets, and to design payment approaches that reward case detection and treatment completion and engage private providers.
Recommend health financing options so PCPNs and HCPNs can respond to outbreaks and public health emergencies.
Key Outputs
Brief project work plan
Template baseline status assessment for usage by PhilHealth Regional Offices (PROs)
Execom- and Board-approved selection criteria for pilots
Technical review of priority policies and benefit enhancements, including TB- and GHS-related policies
Technical Presentation for content and progress of policies

As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content
Duration of Engagement
About 6 months
Reporting
The Advisor shall directly report to PHIC's Office of the President and Chief Executive Officer as the clearing house for Agency communications
The Advisor will work day-to-day with PHIC's information/communications department.
For communication products that incorporate TB and GHS, the Advisor will coordinate with the DOH National TB Program, Epidemiology Bureau, Health Promotion Bureau and the U.S. Embassy Manila – Department of State point of contact.
The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, they will participate in bi-weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the DOS Grants Officer Representative

Excellent verbal and written communication skills in English and Filipino
