LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Philippines is advancing Universal Health Care (UHC), including by embedding tuberculosis (TB) control and global health security (GHS) into its primary health care system. To move this forward, the Philippine Health Insurance Corporation (PHIC) is developing and piloting UHC financing reforms. This includes policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
The UHC policy and financing reforms include network contracting and the shift to Health Care Provider Networks. These reforms show PHIC's commitment to strengthening its strategic purchasing role. The PHIC needs a Senior Health Policy and Financing Advisor to speed up these priorities.
The Health Policy and Financing Advisor will directly report to PHIC’s Office of the President and Chief Executive Officer (OPCEO) as the technical review and clearing house for policies and PhilHealth benefit enhancements. The Advisor will work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.
The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the timely delivery of the policies within the Focus Areas of Functional Primary Care System, including policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.

Develop delineation of roles and responsibilities between the DOH and PhilHealth in implementation and monitoring and evaluation of the pilots.
Support Policy Development for Pillar 2.
Project management of identified priority initiatives under the Unified National Agenda
Coordinate and liaise with the appropriate PHIC offices to address technical, operational, legal, or actuarial risks for alignment and resolution.
Support the policy units to ensure adherence to timelines for policy development, approval, and cascade.
Organize and attend meetings as necessary to ensure regular discussions and alignment between OPCEO directives and the offices involved in policy development.
Review existing PhilHealth TB benefits. Recommend ways to fold them into network contracting, DRGs, and global budgets, and to design payment approaches that reward case detection and treatment completion and engage private providers.

About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content

About the job
We have launched Keet Mobile on iOS and Android, bringing our full P2P technology stack to everyone. Keet Mobile is not your average app: it’s heavy lifting is performed by a custom JS runtime specially designed for peer-to-peer usage (in fact, it reuses 100% of Keet Desktop’s code!). The UI logic, on the other hand, is 100% React Native, giving us flexibility and the ability to iterate quickly.
We believe this pattern opens the door to huge possibilities in the future, and we need your help getting there!
Responsibilities
In this role, you will develop and maintain Keet Mobile, our peer-to-peer chat and calling app for iOS and Android. Keet Mobile is built with React Native and Expo, and its P2P core runs on the device itself in a Bare worklet. You'll own features end to end, from UI/UX implementation to using the P2P core apis.
You will:
- Build and polish features across chat, voice and video calls, media sharing, device pairing and identity backup
- Integrate native platform capabilities such as push notifications, camera, bio-metrics and background tasks on both iOS and Android
- Profile and optimise performance on real devices, including startup time, long chats, media handling, battery and network use
- Write unit and end-to-end tests, and help keep releases stable through CI and crash reporting

You’ll be responsible for ensuring that our regulated operations meet applicable regulatory requirements, while developing proportionate and scalable operational frameworks for the wider business. This requires someone who understands how to balance operational efficiency, customer experience and innovation with the governance, accountability and controls expected of a regulated financial services business.
Given the nature of our products, you’ll help ensure we maintain a high bar for operational excellence while meeting the requirements expected of a regulated financial services business.
How you can make an impact:
Develop and scale the operational strategy, structure and processes required to support a growing global business and customer base without compromising quality, controls or customer experience
Assume responsibility for the operational management of Push Virtual Assets Ireland Ltd in the capacity of PCF-42, ensuring effective oversight of its day-to-day operations, operational risks, controls and regulatory obligations.
Identify bottlenecks, inefficiencies and operational risks, implementing processes and systems that improve reliability, speed and quality of execution
Ensure we deliver a consistently high-quality customer experience across key operational touchpoints, from onboarding through to ongoing support and issue resolution
Own the Group’s complaints management framework, ensuring complaints are appropriately identified, investigated, escalated and resolved, with specific responsibility for complaints adjudication within the Irish regulated entity in accordance with applicable regulatory requirements.
Identify opportunities to use tooling, automation and AI to reduce manual processes, improve efficiency and create better experiences for both customers and internal teams
Define and monitor operational KPIs, identifying trends, risks and opportunities and translating data into clear actions and priorities
Bring operational and customer insights into product development, helping identify friction points, improve customer journeys and ensure operational readiness for new products and launches
Own relationships and performance across relevant operational vendors and service providers, ensuring they meet our standards for quality, reliability and customer
Partner closely with Compliance and Legal to ensure operational processes and customer outcomes meet applicable regulatory requirements
Work with ICT & Security to oversee operational resilience, incident management and business continuity arrangements, working closely with relevant teams to ensure operational risks and incidents are appropriately identified, managed, escalated and remediated.
Hire, coach and develop a high-performing Operations organisation with a strong culture of ownership, accountability and continuous improvement.
Provide operational reporting and management information to executive leadership and relevant Boards, ensuring appropriate visibility of operational performance, customer outcomes, incidents, complaints and material risks.
Let’s connect if you have:
You have 8+ years of experience in Operations, Customer Operations, Business Operations or a related function, with meaningful experience in a senior leadership role
You’ve built or scaled operations within a high-growth consumer technology, fintech or financial services business
You have experience operating across regulated and unregulated business activities, with an understanding of how operational requirements, governance and controls differ depending on the nature of the business
You have experience delivering customer experiences at scale, with a strong understanding of how operations, technology and support come together across the customer journey
You have a track record of designing processes and operating models that can scale with significant customer and transaction growth
You understand how to use technology, automation and AI to improve operational efficiency and reduce unnecessary manual work
You’re highly data-driven and comfortable establishing KPIs, analysing performance and using data to prioritise improvements
You have experience working closely with Product, Engineering, Compliance and other cross-functional teams
You have a strong understanding of the operational and governance requirements applicable to regulated financial services businesses, including customer complaints, operational risk management and regulatory accountability.
You have experience being a PCF-42 or a similar regulated position
Experience within crypto or Web3 is strongly preferred, particularly within consumer-facing products, but isn’t essential
Haven’t quite met all the criteria? Let’s not miss out on the chance to speak. Whilst you might not meet every single requirement, you might bring other, more exciting skills to the companies!

THE ROLE
Checkout.com http://Checkout.com is looking for an enthusiastic Engineer I to join Finance Technology with a focus on Workday Adaptive Planning. Adaptive Planning supports finance, workforce, sales, and operational planning, giving teams a shared platform for budgeting, forecasting, modelling, reporting, and decision-making.
This is an early-career engineering role for someone who wants to build depth in finance systems, application configuration, data integration, and operational support. You will work with Finance, Finance Technology, Data, and wider Corporate Technology teams to keep planning processes reliable, well-controlled, and easy to operate.
You will have support from more senior engineers for complex design decisions, but you will be expected to work independently for longer periods on well-defined configuration, integration, support, and continuous-improvement tasks. This reflects Checkout’s Engineer 1 expectations: delivering small-to-medium-sized work, supporting common operational flows, communicating clearly, and taking ownership of the quality of what you deliver.
HOW YOU’LL MAKE AN IMPACT
- Configure, maintain, and enhance Adaptive Planning models, dimensions, versions, levels, accounts, sheets, reports, dashboards, and planning workflows under appropriate guidance.
- Support the delivery of budgeting, forecasting, headcount planning, scenario modelling, and management reporting capabilities for Finance and business stakeholders.
- Build and support data loads and integrations between Adaptive Planning, Workday Financials, Workday HCM, and other approved internal or third-party systems.

- Monitor scheduled loads and integration tasks, investigate failures, and resolve common data or configuration issues within agreed service levels.
- Triage incidents and service requests, identifying root causes and escalating complex or high-risk issues with clear evidence and recommended next steps.
- Partner with Finance stakeholders to understand requirements and translate them into maintainable system configuration, reporting, or integration changes.
- Contribute to the assessment and delivery of future analytics data flows, including the potential use of Adaptive Planning data in BigQuery and management analytics.
- Participate in testing, regression testing, release preparation, and controlled deployment of Adaptive Planning changes.
- Follow change-control, access-management, data-quality, and audit requirements relevant to financial systems and planning data.
- Create clear documentation, support guides, data dictionaries, integration runbooks, and knowledge-base articles so that operational knowledge is shared rather than held by one person.
- Identify recurring manual work or failure patterns and propose practical automation and process improvements.
WHAT WE’RE LOOKING FOR
ESSENTIAL EXPERIENCE AND SKILLS
- Experience in a finance systems, enterprise applications, data, reporting, or integration environment.
- Practical experience with Workday Adaptive Planning, or strong experience with a comparable planning, performance-management, ERP, or finance application and a clear ability to learn Adaptive quickly.
- Understanding of core finance planning concepts such as budgets, forecasts, actuals, variance analysis, allocations, dimensions, hierarchies, and scenarios.
- Experience configuring or supporting structured data models, application workflows, reports, dashboards, or business rules.
- Ability to work with data imports, exports, mappings, transformations, validations, and reconciliations.
- Strong troubleshooting skills, with the ability to break down an issue, gather evidence, identify likely causes, and communicate findings clearly.
- Good attention to detail and an understanding of why accuracy, access control, auditability, and repeatability matter in finance systems.
- Ability to manage small-to-medium-sized tasks independently while knowing when to ask for help or escalate.
- Strong written and verbal communication skills, with the ability to work effectively with Finance and Technology stakeholders.
DESIRABLE EXPERIENCE
- Workday Adaptive Planning certification or implementation experience.
- Experience with Adaptive Planning Integration, Planning Data Loader, APIs, or equivalent enterprise planning integration tooling.

- Experience supporting month-end, budget, forecast, or management-reporting cycles.
- Exposure to Agile delivery, ticket-driven change management, incident management, or service-management practices.
WHAT SUCCESS LOOKS LIKE
After the first 6–12 months, you will be able to:
- Support common Adaptive Planning configuration, data-load, and reporting requests with limited supervision.
- Diagnose and resolve routine integration or data-quality issues using a structured troubleshooting approach.
- Deliver small-to-medium-sized enhancements from requirement clarification through testing, documentation, and controlled release.
- Explain key planning data flows, mappings, dependencies, and operational controls to Finance and Technology colleagues.
- Improve the reliability or efficiency of at least one recurring planning or finance-technology process.
- Maintain accurate, useful documentation and contribute positively to team ceremonies, reviews, and knowledge-sharing sessions.
WORKING STYLE AND BEHAVIOURS
We are looking for someone who:
- Takes ownership of tasks and follows through on commitments.
- Acts with urgency and accountability when issues affect Finance or business reporting.
- Is curious about how finance processes, data, and technology fit together.
- Communicates clearly, especially when explaining risk, blockers, trade-offs, or support impact.
- Welcomes feedback and actively develops their technical and domain knowledge.
- Collaborates generously and shares knowledge so the team does not depend on a single subject-matter expert.
- Looks for durable automation and simpler operating processes rather than repeatedly working around the same manual problem.
WHY JOIN FINANCE TECHNOLOGY?
You will work on systems that sit at the centre of how Checkout.com http://Checkout.com plans, forecasts, reports, and makes financial decisions. The role offers the opportunity to develop a broad foundation across enterprise applications, finance processes, integrations, data quality, controls, and automation while working closely with experienced Finance and Technology professionals.

Metabase is the easiest way for people to get insights from their data, from tiny startups who get up and running quickly to major corporations with tens of thousands of users. That's why people love us.
We bring data tools with the elegance and simplicity of consumer products to the crufty world of enterprise business intelligence. We provide an opinionated open source starting point for how companies should measure, analyze and share their data, which is used by tens of thousands of companies.
About the Role
We’re looking for a Security Engineer with deep expertise in source code analysis and offensive product security research. You’ll dig into complex software architectures, trace how code behaves at runtime, uncover subtle vulnerabilities, and address the systemic flaws behind them.
Embedded in our core engineering team, you’ll help shape security decisions from early design through release and adoption. This is a hands-on engineering and research role: you’ll combine your security expertise with frontier AI tools to find vulnerabilities, develop fixes, and make Metabase secure by default across its product, dependencies, and runtime.
Things you’ll do
Partner with engineers throughout feature development, bringing security expertise to design, implementation, release, and adoption.
Build security-focused features, lead security improvements across the codebase, and implement fixes that address root causes.
Use and evaluate advanced AI tools to scale code analysis, vulnerability research, and secure engineering practices.
Conduct offensive research into Metabase, develop proofs of concept, and validate vulnerabilities.
Assess findings based on exploitability and real-world impact, define clear remediation criteria, and verify that fixes are effective.
Turn individual findings into broader improvements that prevent entire classes of vulnerabilities.
What you bring
A demonstrated track record of finding and exploiting application vulnerabilities through source code analysis and hands-on research.
The ability to independently navigate unfamiliar codebases, understand complex architectures, and reason about runtime behavior and trust boundaries.
Experience with application security challenges, including authentication, authorization, injection, and unsafe handling of untrusted data.
Sound judgment about exploitability and real-world impact, and the ability to communicate findings and remediation options clearly.
Strong software engineering skills, including the ability to implement durable security fixes. Experience in Clojure, or a strong desire to learn.
A thoughtful approach to AI-assisted security work, using these tools to extend your expertise while independently validating their output.
Ownership and curiosity: you pursue difficult questions, collaborate closely with engineers, and follow findings through to resolution.
Compensation
The US base salary range for this role is $160K–$225K annually, plus equity and benefits.
Compensation is determined by role, level, location, and individual qualifications, including skills, experience, and scope of responsibility. Pay may vary by geographic location and other job-related factors.
Benefits
We offer meaningful equity and a comprehensive US benefits package, including fully employer-covered medical, dental, and vision insurance (with 75% coverage for dependents), a 401(k) with employer match available to enroll after the first 30 days, flexible and unlimited paid time off including sick time, and an asynchronous, remote-first environment.
We're a global team (50% outside the US), fully distributed (from Thailand to California), who get things done asynchronously, with plenty of uninterrupted time, supporting each other to do the best work of our careers. We offer flexibility (define your own schedule and work from wherever you want), autonomy, and an environment that fosters growth, learning, and development. We're relentlessly user-focused and believe in building long-term value, not short-term hacks. And we raised a $30M Series B to take our approach to the next level for years to come.
For U.S. applicants: Metabase participates in the federal E-Verify program, which confirms employment authorization of newly hired U.S. based employees. E-Verify is not used as a tool to pre-screen candidates and is only initiated upon hire.
