LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:
Regional Care and Referral Model

Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.

About the role:
You’ll define, document, and ship the financial logic behind Salmon’s platform — GL structure, postings, fees, and product accounting — as a Systems Analyst in Accounting & Core Engineering.
What you’ll do:
- Translate financial processes (GL, postings, fees, product rules) into technical specs that development teams build from directly
- Reverse-engineer existing solutions to find gaps and formalize what’s undocumented
- Run implementation from spec to production, with testing, acceptance, and release control alongside finance, product, and IT
What you’ll own:
- Requirements and specs for accounting processes and financial systems, written as user stories development teams can act on directly
- Posting logic, GL structures, and fee mechanics for new and existing products
- Analysis and documentation of systems with incomplete or missing documentation — you establish what exists before defining what needs to change
- Alignment across finance, product, and engineering, including conflicts between business logic and technical constraints
- Testing and acceptance, and every task through to production release
What makes you a strong fit:
- 2–3+ years as a System or Business Analyst, including work with financial systems or financial processes
- Solid understanding of accounting principles, including the general ledger
- Proven decomposition and system analysis skills: you can map complex processes and find what’s missing
- Experience coordinating requirements across multiple teams and stakeholders
- Working knowledge of APIs, queues, and data exchange patterns; you read logs and use data to analyze issues
- English B2 or above
What we offer:
Ownership and flexibility
- Stock option plan — four-year vesting with a 25% cliff after the first year
- Fully remote work with core collaboration hours from 12:00 to 6:00 PM Manila time (UTC+8)

Founding GTM Engineering Lead (GrowthBricks)
Are you someone who likes to build GTM systems from the ground up? Have you built sales automations, signal-based workflows, account intelligence systems, or AI-powered GTM solutions yourself?
We’re looking for a
Founding GTM Engineering Lead
to build GrowthBricks with us, turning real GTM problems into working systems and using what we learn to shape the product itself.
About JetBrains
We create intelligent software development tools for developers and teams. More than 15 million users, over 300,000 companies, and 88 of the Fortune Global Top 100 rely on our products to solve real, complex problems.
JetMinds is a new JetBrains-backed venture focused on AI-native GTM tools, and GrowthBricks is one of its new projects, designed to give GTM teams and AI agents a shared business brain. It brings together business context that’s usually fragmented across CRMs, calls, documents, dashboards, and other tools, giving people and AI agents the context they need to make better decisions and execute effectively across the sales and marketing stack.
What you’ll do
You will own our early customer implementations and help the founding team shape the product around what actually works.
Working directly with customers, you'll figure out their GTM operations, identify where agentic automations can help, and build solutions around those needs. Alongside the product and technical founders, you’ll use what you learn from these implementations to shape GrowthBricks itself.
Day to day, you will:
Work directly with customers to understand their GTM workflows, systems, data, and bottlenecks.
Turn ambiguous business problems into working GTM systems.
Help build signal pipelines, account intelligence systems, enrichment and qualification workflows, outbound and CRM automation, and agentic workflows using GrowthBricks.
Work hands-on with tools such as CRMs, enrichment platforms, sales engagement tools, APIs, automation platforms, and AI agents.
Connect GrowthBricks to customers’ existing GTM stack rather than rebuilding it.
Identify patterns across customers and turn them into reusable product capabilities.
Work closely with the product founder and engineering team to shape GrowthBricks, including building and shipping features yourself.
What you’ll bring
Clear communication across roles. You can work effectively with founders, sales and marketing teams, RevOps specialists, and engineers.
Comfort with ambiguity. You can take an unclear business problem and work toward a concrete solution.
Strong product instinct. You can recognize which customer problems should become part of the product.
A practical mindset. You value working systems over unnecessary complexity.
What you’ll need
A strong, practical understanding of modern B2B GTM operations.
Experience building sales automation, enrichment workflows, signal-based GTM systems, or similar infrastructure.
Hands-on experience with modern GTM tooling such as Clay, TheirStack, or FullEnrich.
Experience connecting multiple systems using APIs, webhooks, scripts, or custom integrations.
Practical experience using LLMs or agents for GTM research, qualification, personalization, and automation.
Experience implementing GTM systems across multiple teams or customers.
The technical ability to build and modify product features and working solutions yourself, rather than just specifying what others should build.
What success looks like
In your first six months, you will have taken several customer problems from discovery to working production workflows.
You will also have helped us understand where GrowthBricks creates the most value, identified patterns that repeat across customers, and turned those patterns into reusable product capabilities.
Success means building systems that customers actually use, producing measurable GTM outcomes, and making the product materially better with every implementation.
Why join JetBrains?

Salmon is a technology-driven financial company building a banking and lending platform across Southeast Asia, starting in the Philippines.
In three years, we've grown to 7M+ app downloads, 2M+ monthly active users, 7000+ partner stores, and US$350M+ raised from top-tier investors.
Here, you get real ownership from day one, high standards, and direct communication. You'll work alongside a team that combines deep local knowledge and experience scaling regulated financial companies from scratch.
If you want to solve complex problems at scale and directly impact how millions of people access and manage money, come build with us.
Southeast Asia's fintech moment starts here.
About the role
Paid acquisition is Salmon's primary growth engine, and we're scaling it fast — you'll own performance marketing end-to-end across our highest-volume channels.
What you'll do
- Run paid acquisition across Meta, TikTok, Google, and other channels for Salmon products with millions of active users.
- Work alongside a dedicated creative production team built to support high-volume testing, plus product, web/SEO, and analytics teams.
- Operate in a fast-scaling environment where new channels are constantly tested and budgets grow with performance.
What you'll own
- Own paid growth end-to-end — decide which channels, creatives, and funnels to scale, and be accountable for the results.
- Launch and optimize campaigns directly and through partners across Meta, TikTok, Google, and other channels.
- Shape the creative pipeline: generate new concepts and maintain a structured creative backlog.
- Build and maintain a structured experiment tracking system so learnings compound across channels.
- Collaborate with creative, product, web/SEO, and analytics teams to land campaigns across every growth stream.
What makes you a strong fit
- 5+ years of hands-on performance marketing experience, ideally in fintech, banking, or digital consumer services.
- Proven experience running and optimizing campaigns on Meta as your primary channel, plus at least one other major platform (Google Ads, TikTok Ads, Reddit Ads, or similar).
- Experience promoting mobile apps, including web-to-app (W2A) funnels.
- A test-and-learn approach to performance: forming hypotheses, shipping variants, and drawing conclusions from data.
- Strong understanding of attribution, tracking, and analytics, with hands-on experience in Google Analytics, Tableau, AppsFlyer, or similar tools.
- English B2, with the ability to read acquisition funnel data and spot where things are working or breaking.
What we offer:
Ownership and flexibility
- Fully remote work with core collaboration hours from 12:00 to 6:00 PM Manila time (UTC+8)
- Company-provided tools and equipment
Health and time off
- Medical insurance support for you and your family through co-funding or reimbursement, depending on your location and subject to policy limits
- Access to an internal mental health support specialist
- 22 vacation days, Philippine public holidays, and 15 sick days
Growth and team experience
- Opportunities to learn and share your expertise through internal expert meetups, external conferences, speaking opportunities, and industry publications
- Company-sponsored trips to Manila to meet and work with your team in person
- High-performing teams can earn a dedicated beach house week in Southeast Asia

About the role:
You'll own how Credit Line scales next, leading its move into the Philippine middle class with better customers, higher limits, and healthier repayment.
What you'll do:
- Own the full Credit Line funnel — from awareness with marketing through acquisition, activation, and retention inside the product — with no dedicated engineering squad, so you're the connective layer holding marketing, acquisition, product, risk, and business together.
- Work closely with marketing, product, acquisition, design, risk and origination, affiliates, and web/SEO, and be the person the team comes to when they need to align on growth.
- Report to the Head of Growth and own the Credit Line acquisition budget — no direct reports, but real leverage over numbers that matter commercially.
What you'll own:
- Define and drive Credit Line's growth strategy end-to-end with the business team — what to test, scale, or kill.
- Own the acquisition budget and decide where it goes.
- Lead the move into the Philippine middle class — define who that customer is, where to reach them, and rebuild the acquisition mix around them.
- Turn a real read on what customers need, fear, and compare us against into experiments worth running — hands-on when the bet calls for it, from testing a new channel to shipping the landing page yourself.
- Run experiments across paid channels, landing pages, onboarding, activation, and retention with acquisition and product, tracking CAC, approval, activation, first transaction, limit utilization, spend per active, retention, reactivation, and LTV against cost of risk to find where the real leverage is.
- Build a clean experiment-tracking system so learnings compound across quarters instead of getting lost.
What makes you a strong fit:
- 5+ years in growth, performance, or product marketing.
- A track record of self-generated experiments that actually shipped and moved metrics.
- Comfortable with product metrics and the tools behind them: CAC, LTV, activation, cohort retention in GA and AppsFlyer, Tableau, plus a working understanding of Meta, TikTok, and Google Ads Manager.
- Hands-on with both qualitative and quantitative research — user interviews, large studies, segmentation, market signals.
- Uses AI daily for prototypes, creative variants, and analysis, and knows when to override it rather than trust it blindly.
- Strong project management and fluent English.
What we offer:
Ownership and flexibility
- Fully remote work with core collaboration hours from 12:00 to 6:00 PM Manila time (UTC+8)
- Company-provided tools and equipment
Health and time off
- Medical insurance support for you and your family through co-funding or reimbursement, depending on your location and subject to policy limits

RevenueCat gives app businesses the infrastructure and tools to build, run, and improve their monetization. Since graduating from YC's S18 batch, we've grown into the default monetization platform for mobile.
We're in 50%+ of newly shipped subscription apps, we process $16B+ in annual purchase volume, and we help everyone from a solo developer to the OpenAI mobile team understand and grow their revenue.
We're a remote-first team of 150+ people across 25+ countries, guided by values we actually practice: Customer Obsession, Always Be Shipping, Own It, and Balance.
This isn't the right fit for everyone. The systems you’ll build here manage billions of dollars and touch hundreds of millions of end users, and we don’t take that lightly. You'll be expected to work hard and hold a high bar for what you ship, alongside some of the sharpest, most driven people you've worked with. If that sounds energizing rather than exhausting, keep reading.
THE ROLE
We’re hiring a Senior Product Partnerships Manager to build partnerships that help developers make more money and create new growth opportunities for RevenueCat.
You’ll understand how RevenueCat and other products fit together, identify opportunities that matter to customers, and own the work to make those partnerships valuable - from the initial business case and partner agreement through launch, adoption, and growth.
The work could range from helping more developers adopt web payments with Stripe, to helping app teams put subscription data to work through OneSignal, to creating a new distribution relationship with a developer platform.
You’ll join a small Partnerships team with the scope to decide which opportunities we pursue, how we develop them, and where we should do less. That means going deep with a focused set of existing partners while proactively finding the next relationships RevenueCat needs.
This is a senior individual contributor role reporting to our Partnerships Lead. You’ll own the partnership and commercial work, collaborating directly with Product and Engineering on integrations and with Marketing, Sales, and Customer Success on adoption and growth.
WHAT YOU’LL BE RESPONSIBLE FOR
- Set the strategy for RevenueCat’s technology partner ecosystem. Identify where partnerships can solve customer problems or open new growth opportunities. Own the priorities across the ecosystem, deciding which relationships to build, deepen, or keep lower-touch.
- Create new product partnerships. Identify customer needs and market opportunities, build the business case, engage the right partners, and negotiate commitments. Own the relationship from discovery through launch and adoption.
- Create a scalable route for partners to build with RevenueCat. Establish how we evaluate inbound opportunities and work with Product to provide the guidance, onboarding, and support companies need to develop integrations without a high-touch partnership.
- Turn our most important integrations into meaningful partnerships. Own and execute plans with priority partners that go beyond the integration itself, from customer adoption and education to co-selling, incentives, distribution, and other creative GTM motions suited to the opportunity each partnership creates.
- Measure the impact of the ecosystem. Define and report the metrics that show which partnerships are creating value and where we should invest next.
WHAT SUCCESS LOOKS LIKE
In the first month, you’ll:
- Get deeply familiar with RevenueCat’s product, customers, integrations, and the teams you’ll work with.
- Meet existing partners and begin taking ownership of day-to-day relationships.
- Deliver your “first ship,” a project that demonstrates your insights and adds value to the team.
Within 3 months, you’ll:
- Own a focused set of priority partnerships, with clear recommendations on where to invest and where to do less.
- Have joint plans, success measures, and initial performance baselines for priority relationships.
- Bring your first integration business cases and a qualified pipeline of new partner opportunities to the team.
- Complete your first side quest.
Within 6 months, you’ll:
- Have launched partner-specific GTM initiatives and demonstrated progress against agreed adoption, customer, or commercial measures.
- Have converted priority new opportunities into signed agreements or partnerships, moving toward launch.
- Have influenced integration investment through customer evidence and business cases developed with Product.
- Have a working process for evaluating inbound requests and supporting lower-touch integration partners.
Within 12 months, you’ll:
- Demonstrate measurable improvements against your initial baselines, including integration adoption, customer outcomes, and RevenueCat pipeline or revenue where relevant.
- Have sourced, signed, and launched new partnerships that expand what customers can achieve with RevenueCat or how developers discover and adopt it.
- Have scaled the GTM approaches that work, adapted them to different partners, and reduced investment in activities that aren’t delivering.
- Have established a repeatable way to evaluate, launch, and support partnerships without every opportunity depending on high-touch involvement.
WHAT YOU’LL NEED TO BE SUCCESSFUL
- You have 4+ years of partnerships experience, including ownership of product, integration, technology or platform partnerships, and experience in a startup or scale-up. Your work has involved actual product collaboration, not solely referral, reseller, or co-marketing relationships.
- You’ve created opportunities, not just inherited relationships. You can point to partnerships you identified, built the internal case for, secured, and launched, and explain what they changed for customers or the business.
- You can get into the detail of an integration. You can read API and SDK documentation, explain how products and data flows fit together, and identify important requirements or constraints before involving technical specialists.
- You know how to drive value after launch. You’ve designed creative, partner-specific GTM strategies and can explain the audience, why you chose the approach, and what changed as a result. Your experience goes beyond coordinating isolated campaigns or launch announcements.
- You’ve helped build or significantly improve a product or technology partner ecosystem, and can show how you decided where to invest, where not to, and why
- You’ve repeatedly taken ambiguous, cross-functional initiatives from idea to execution with minimal direction, and you’re comfortable moving between strategic thinking and hands-on execution to get things shipped.
IDEALLY, YOU ALSO
- Have experience in developer tools, mobile, payments, analytics, engagement, attribution, or a related technical ecosystem.

- Experiment with products, APIs, or developer and AI tools to understand opportunities firsthand.
- Are comfortable working as part of a fully remote team in an asynchronous environment using a lot of Notion, Slack, and Zoom.
