LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:
Regional Care and Referral Model
Map existing referral pathways, demand, service gaps, patient travel patterns, provider capabilities, and patient navigation arrangements in proposed pilot regions.
Differentiate appropriate pathways for cases suitable for primary care, direct specialty consultation, diagnostic referral, hospital admission, emergency transfer, and return to primary care.
Define the roles of referring providers, receiving facilities, regional command centers, CHDs, DOH hospitals, LGU health systems, PhilHealth, and the national coordination function.
Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.
Develop practical financing and agreement options with PhilHealth, LGUs, health boards, and participating facilities.
Clarify proposed payment responsibilities, contracting or disbursement arrangements, required approvals, and approaches for tracking cases and payments, subject to applicable laws, regulations, and approval of the responsible authorities.
Command Center Operating Model
Define the proposed operating model for a regional patient navigation and referral center, including hours of operation, clinical triage and escalation, nonclinical call handling, case ownership, quality assurance, workforce requirements, supervision, training, data protection, and continuity arrangements.
Define interfaces between the command center, health facilities, patient navigation mechanisms, and emergency response systems.
Compare in-house, outsourced, and hybrid models for appropriate call center and coordination functions.
Develop recommendations including cost estimates, performance standards, clinical governance safeguards, data and system requirements, and draft specifications or terms for proposed service arrangements.
Define a minimum information set and reporting process covering bed availability, operating service capacity, specialists and other personnel, equipment, diagnostics, critical supplies, and service interruptions.
Link current capacity gaps with approved facility development plans and milestones to support appropriate assignment and monitoring of actions.
Priority Facility Capacity
Identify facilities and services that could be made functional through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Assess demand, readiness, staffing, operating costs, financing requirements, procurement routes, and time to service for identified priority opportunities.
Develop a shortlist of potential investable or contractable opportunities and prepare decision briefs for DOH and relevant LGUs.
Distinguish immediate operational improvements from projects requiring formal feasibility studies, procurement processes, or PPP approval.
Coordinate with relevant technical, finance, legal, and procurement offices in developing recommendations.

Support participating offices in establishing agreed workflows, preparing staff, developing baseline information, and launching pilot implementation.

About the role
We’re looking for an experienced, motivated Enterprise Account Executive to drive ElevenLabs’ growth across Healthcare: the health systems, hospitals, clinics, health plans, and life sciences companies people trust with their health and their families’ care. These organizations win or lose on trust and access at massive scale, under some of the most demanding regulatory standards anywhere.
Our ideal candidate learns fast, closes well from a warm introduction, and is passionate about AI voice technology. You’ll act as a strategic partner to organizations reimagining how they serve patients, members, and clinicians, safely and at scale.
In this role you will:
- Focus on prospecting and landing net-new customers to expand the market footprint that ElevenLabs has in the Healthcare industry
- Balance a diverse pipeline of large health systems that require a white-glove experience with community hospitals, clinics, and regional providers that require speed to close
- Identify where conversational AI can drive growth, automation, or cost efficiency in patient-facing and internal workflows, such as scheduling and reminders, after-hours coverage, benefits and claims status, patient intake and outreach, and HCP support
- Stay current on the conversational AI landscape, including competitive solutions, build-vs-buy dynamics, and emerging trends in healthcare AI governance
- Develop and execute account strategies across the whole buying group (Patient Access and Contact Center Operations, Digital and Product, IT and Clinical Informatics, and Compliance, Privacy, Legal, and InfoSec), landing with one high-impact use case and expanding across facilities and service lines
- Partner closely with Forward Deployed Engineers to solution high-impact use cases, manage a successful Proof of Value, scope integrations with the EHR, claims, and telephony systems customers already run, and set them up to scale in production
- Partner closely with Legal teams to drive strategic, fast-moving negotiations, including BAAs
- Serve as a trusted advisor on generative AI and voice, and share what you learn in the field to sharpen our Healthcare positioning, messaging, and references
Requirements
- 7+ years of quota-carrying enterprise sales experience in SaaS or technology, ideally with exposure to AI, generative AI, LLM-based products, or API-driven platforms
- Healthcare experience (health systems, hospitals, payers, life sciences, health tech) is preferred but not required. We weigh demonstrated adaptability and fast ramp in a new industry heavily
- Proven success closing six-and-seven figure deals and managing complex, multi-stakeholder sales cycles
- Proven ability to take a warm introduction through discovery, Proof of Value, and procurement to close
- Experience selling to both technical buyers (IT, product, and engineering) and business buyers (patient access, operations, digital), and to privacy and compliance gatekeepers, translating complex technology into business value
- Adept at deeply understanding a customer’s business and translating ElevenLabs’ capabilities into solutions that deliver against their needs
- Proficient in enterprise procurement, security review, and legal processes, including HIPAA, BAAs, and PHI data protection reviews, and able to work autonomously as a cross-functional partner
- Strong executive presence, the ability to build relationships with senior executives, and willingness to travel frequently for onsite client visits and conferences
- High EQ, self-aware, and curious. Low ego and hands-on, comfortable running your own prospecting and deals
- Comfort in an early-stage, high-growth environment, where ambiguity is the norm and the state of play changes rapidly
- Passion for voice and conversational AI and how it can unlock transformative value for customers

What you’ll be part of
Garner is on a mission to transform the U.S. healthcare system — and we’re the only proven player doing exactly that. We partner with employers to redesign how healthcare works: applying 550+ proprietary clinical metrics across 80+ specialties to a dataset of 320M+ patients to identify the best-performing doctors, then using compelling incentives to steer members to the care that helps them get healthier, faster.
The result is a rare “win win” — better care and lower costs for both members and employers. In just five years, our work has helped over 2.5 million people access higher-quality care and saved $1B in healthcare costs. We recently raised our Series E and have doubled five years running. If you've ever wanted your work to solve a problem that touches every person in this country, this is the opportunity to do exactly that. You'd be joining a team fundamentally reimagining healthcare in the U.S. — and using AI to scale that impact further and faster than anyone else can.
Who we want
This is a role for someone who wants to sit close to the decisions, deliver real impact, and be pushed to be the best version of themselves. As Chief of Staff, you will report to the CRO and act as their extension across the Revenue organization. You will run the operating rhythm that keeps a fast-growing revenue team aligned, make sure the commitments made in leadership rooms turn into finished work, and take on the projects that do not have an obvious owner. The role is hands-on: you will chase deliverables, build the tracker, prepare the deck, and follow the thread until it is closed. In return you get a front-row seat to how a revenue organization is run at scale and a direct line to the people running it.
Where you will work:
This role will be based in our New York City office (in the Financial District). You must be willing to work in the office 3 days per week on Tuesday, Wednesday and Thursday.
What you'll do
Run the CRO's weekly operating cadence: track commitments and deliverables across the Revenue leadership team, follow up on what is late, and make sure nothing falls through
Act as the CRO's extension in tracking Revenue projects and KPIs, surfacing risks early and staying on them until they are resolved
Own the Revenue OKR process end to end: planning, tracking, and execution across every Revenue team, and reporting progress to the CRO and the executive team
Coordinate budget and headcount requests for the Revenue organization, from business case through approval with Finance and People
Lead cross-functional projects on the CRO's behalf, coordinating with Product, Marketing, Finance, People, and Legal, and manage them through to completion
Work directly with the CRO on high-visibility initiatives for the business
What we're looking for
4+ years of experience in a strategic problem-solving role; prior experience in management consulting, investment banking, or an early-stage startup environment
A strong ability to break down unstructured problems into their component parts, recommend solutions, and work with cross-functional stakeholders to implement them
A combination of high ownership mentality and detail orientation that has resulted in a track record of delivering operational initiatives
Strong analytical skills and the ability to synthesize insights from complex data
Interest and/or experience working in healthcare, with a mission to improve the U.S. healthcare system
A desire to do work that matters, and to be held to a high standard while doing it. You're energized by a mission with measurable outcomes, not just good intentions
This is a unique opportunity to join a fast-growing company in a transformative role, helping shape the future of healthcare.
What you'll get here:
You’ll work on problems that matter, at a company working to change healthcare at scale. You’ll work at the intersection of AI and systemic healthcare reform, where the problems we solve are as interesting and compelling as the mission.
At Garner, you’ll take on real, ambitious problems with real ownership and autonomy, alongside exceptional, principles-based people who genuinely want you to win. It’s demanding by design. You’ll be challenged to stretch beyond what you thought possible and receive consistent coaching to help you grow and do the best work of your career. This isn't the right fit for everyone, and that's intentional. The people here are driven by what's at stake for real people, and that's what gives our intensity its purpose.
Compensation Transparency:
The target salary range for this position is $215,000 - $250,000. Individual compensation for this role will depend on various factors, including qualifications, skills, and applicable laws. In addition to base compensation, this role is eligible to participate in our equity incentive and competitive benefits plans, including but not limited to: flexible PTO, Medical/Dental/Vision plan options, 401(k) with company match, flexible spending accounts, Teladoc Health and more.

HEALTH CAN’T WAIT.
Not for symptoms to get worse. Not for a six‑month appointment. Not for a system to catch up. But that’s exactly how healthcare works today. You wait, until you can’t.
Alan exists to end the wait.
Health is a universal right, and we believe this right can only become real when it’s coupled with prevention. We need to stop treating health as something we repair and start treating it as something we build, every day. It’s not solely a question of willpower. It’s the healthcare system itself that needs to work for everyone, in a sustainable way.
So we are building the new standard in prevention insurance. Alan is the first company that integrates insurance, prevention, and care into a single, acclaimed user experience.
We are on an incredible journey to build a global leading company, with a unique culture https://alan.com/en/careers. We already partner with 40K+ companies of all sizes, serving more than 1M+ members, and have reached €800M+ in ARR.
Prevention as the new norm. That's what we're building with our team of 1000+ people. If it speaks to you: we're hiring across France, Spain, Belgium, and Canada. And beyond.
⭐️ THE ROLE
You are the Canada GM's right hand. Not a support role: you own strategic initiatives end to end and are accountable for the outcome, not the slide deck.
This seat owns Strategy & Operations: the operating cadence, the operational build-out of a young insurer, and the regulatory execution that lets Alan operate province by province. You'll work daily with Canada's leadership and draw on the global Alan platform, including GM Associate peers in five countries.
🎯 YOUR MISSION
Your core missions:
- Own Canada's operating cadence. MBRs, QBRs and the Canada Weekly pulse: turn inputs from nine communities into the narrative and decisions leadership acts on.
- Build new operations from scratch. New products, processes and reporting (e.g. virtual care expansion, pipeline and quota dashboards): define, launch, hand over.
- Own insurance & regulatory execution. Provincial licensing, other filings and clinical licensing for new provinces. These are commitments to regulators, not internal deadlines.
- Build your own AI tooling. Automate your own job with agents that do real work (e.g. automate weekly reporting, hiring pipeline digests, regulatory monitoring).
- Lead through influence and clarity. Write the docs that let others decide without you (e.g. the business case for a 2nd GM Associate, summer interns, staffing BC expansion) and keep Canada and Europe aligned.
- Step in where the business needs you. Cover leaders when they're out and pick up adjacent work (e.g. running hiring loops, managing summer interns, running the Toronto office).
💪 YOU MAY BE A GREAT FIT IF YOU HAVE
- 1-4 years in consulting, banking, M&A, a high-growth startup, or as a founder.
- Strategic thinking with hands-on execution. You set direction, then build the model, fix the process and file the renewal on time.
- Exceptional written communication. You can turn a messy quarter into three paragraphs a board will act on.
- A real command of AI tools, used to extend your output, not replace your thinking. We'll ask you to show us.
- Strong organisation, time management and autonomy. You run projects start to finish with precision and little oversight.
- An entrepreneurial mindset. Comfortable with ambiguity, you take ownership beyond your remit.
- Mission-driven. You want to transform healthcare in Canada.
- Based in Toronto and in our office 5 days a week.
- As a plus: French, international team experience, or a background in scale-ups, healthcare or insurance.
Earlier in your career? Apply anyway. If you've shown real ownership (a company you started, a team you carried, work that shipped), we'd rather see your application than screen you out on a number.
🚀 WHAT THIS ROLE LEADS TO
The role is built on a minimum two-year horizon: long enough to compound real impact, and the springboard to leading a community or function. You'll have a buddy and a coach from day one.
🙌 PERKS & BENEFITS
- Competitive salary + equity - B0-C1, ($96-140k CAD) see the salary & equity grid https://alan.com/en/careers/a/salary-equity.
- Monthly TTC pass, and a generous employer matching program for your RRSP.
- Excellent health coverage through Alan's own app.
- Office at King & Yonge in the financial district, with free lunch.
- Flexible leave, no pre-approval needed.
- Personal growth through coaching. Every Alaner has a dedicated coach from day one. Read about our coaching culture https://alan.com/en/blog/discover-alan/a/alan-culture-excellence-through-coaching.
