Role Overview
This is a senior individual contributor role with significant architectural ownership. You will set the technical direction for how Backblaze detects, correlates, and responds to infrastructure incidents across our data centers, and you will mentor other engineers on the team as that platform matures. If you have a passion for making complex distributed systems visible, you are comfortable making architecture decisions that will outlive your tenure, and you are excited about applying AI and agentic automation to infrastructure operations, this role was built for you..
Key Responsibilities
Technical Leadership
Set technical direction and standards for observability across the organization, including instrumentation conventions, alerting philosophy, and dashboard design patterns.
Mentor engineers on the Observability team and act as a technical resource for SRE, Storage Engineering, and Network Engineering on observability practice.
Lead design reviews for observability work and represent the team in cross-functional architecture discussions.
Evaluate build-versus-buy decisions for observability and AIOps tooling, including data sovereignty and compliance considerations.
Produce and maintain design documentation, runbooks, and architectural decision records that make the platform operable and extensible by future contributors.
Observability Platform
Own and evolve our metrics pipeline, including VictoriaMetrics, Prometheus, and the Consul-based service discovery layer that keeps scrape targets current as infrastructure scales.
Own and expand our logging stack (OpenSearch, Logstash, and Filebeat) across all Backblaze data centers.
Architect and expand distributed tracing with Jaeger and OpenTelemetry, extending coverage beyond the current application instrumentation to new services.
Define and maintain Grafana dashboard standards for infrastructure, storage, and application performance visibility.
Drive expansion of internal application telemetry in partnership with application teams to improve visibility.

Preferred Qualifications
Experience leading the evaluation or deployment of AIOps tooling, including alert correlation, deduplication, or automated root cause analysis.
Experience building, deploying, or operating AI agents or agentic AI systems. This is a strong differentiator.
Familiarity with LLM APIs (Anthropic, OpenAI) or self-hosted LLM inference in an infrastructure context.
Familiarity with Ceph storage, including OSD management, pool configuration, and CRUSH maps.
Experience with incident management platforms.
Familiarity with BGP, network observability, or working in multi-DC environments.
Experience with secrets management in production environments.
Experience operating in a regulated or compliance-driven environment.
Prior experience in a storage-focused company or hyperscale infrastructure environment.
What You'll Work On
A telemetry stack spanning several data centers with exabytes of storage under observation.
Real infrastructure at scale: Kubernetes, Ceph, Vitess, KVM, and a custom storage platform serving hundreds of thousands of customers.
A collaborative team that values engineering excellence, transparency, and operational rigor.

About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content
Duration of Engagement
About 6 months
Reporting
The Advisor shall directly report to PHIC's Office of the President and Chief Executive Officer as the clearing house for Agency communications
The Advisor will work day-to-day with PHIC's information/communications department.
For communication products that incorporate TB and GHS, the Advisor will coordinate with the DOH National TB Program, Epidemiology Bureau, Health Promotion Bureau and the U.S. Embassy Manila – Department of State point of contact.
The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, they will participate in bi-weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the DOS Grants Officer Representative
Qualifications
At least 10 years of relevant work experience, especially in communication strategy development and project management
Demonstrated experience in conceptualizing and running national communication campaigns in the Philippines

LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

Qdrant is an open-source vector search engine powering the next generation of AI applications, from semantic search and retrieval-augmented generation (RAG) to AI agents and real-time recommendations.
Trusted by global leaders like Canva, HubSpot, Tripadvisor, Bosch, and Deutsche Telekom, we’re building the retrieval infrastructure layer for modern AI. Recently raising $50M in Series B funding, we are growing rapidly and committed to transforming how AI understands and interacts with data.
As a remote-first company, we believe diverse backgrounds, perspectives, and experiences fuel innovation. Here, you’ll own meaningful work, tackle challenges, and grow alongside passionate individuals dedicated to shaping the future of AI.
THE TEAM AND YOUR IMPACT
As a Growth Marketing Manager, you’ll build the systems that make our marketing fast and agile. The tools and tactics in the age of AI change constantly, but what lasts is the underlying system: clean signal data, a scoring model that routes it, and reusable workflows the team can build on. You’ll own that system, using automation and AI to turn a week of work into an hour.
You’ll own the end-to-end demand generation engine that translates market signals and buyer intent into measurable pipeline and revenue impact. You’ll connect audience intelligence, multi-channel campaigns, lifecycle engagement, and sales activation into scalable, repeatable growth motions. You should be able to pull the data, architect a target list, generate the creative, and ship a multi-channel campaign using AI tools and systems, while ensuring every campaign, data point, and automation strengthens the broader growth engine.
WHAT YOU WILL OWN
- The Core Growth Motion: Build reusable campaign systems: templates, automations, and workflows to spin up integrated campaigns without rebuilding from scratch each time. Run priority campaigns end to end, from targeting and messaging through multi-channel execution and pipeline accountability.
- Build the Warming Engine: Architect cohort-based nurture journeys (including content-download, post-event, post-onboarding, and always-on nurture programs) that move contacts from first touch through consideration toward sales readiness, rather than sending high-intent accounts directly into cold sales outreach. Improve the new-user onboarding sequence, own the monthly newsletter, and manage the startup program.
- Work at the Intersection of Data, AI, and Marketing: Use signals, scoring, AI tools, and connected workflows to identify who to target, determine the next best action, and execute campaigns efficiently. Get ahead of agent-driven discovery: make content and signals legible to the tools buyers now use to choose vendors.
- Product Fluency and Technical Storytelling: develop a deep understanding of our product, its technical capabilities, use cases, and competitive differentiation. Partner with Product Marketing for relevant, value-driven campaigns.
WHO YOU ARE
- Demand Gen Experience: 3-5+ years in demand generation, growth marketing, or lifecycle marketing, running campaigns end to end in B2B tech, ideally toward technical audiences or for open-source products.
- Lifecycle Expertise: hands-on experience building, measuring, and optimizing cohort-based nurtures via email and in-app.
- Builder Mindset: you're not just an operator. You build the workflows instead of relying on an existing machine, pull and shape data yourself to build lists and scoring, and you're fluent in signal and scoring tools.
- Systems-Level Thinking: you execute the task in front of you while understanding how each campaign, workflow, and data point feeds the broader growth engine.
- Technical Workflow Fluency: you're familiar with agentic approaches and think in connected tools and automated workflows, not manual steps.
- Problem Solving: you work from a goal and can identify the steps and systems needed to get there.
NICE TO HAVE
- Familiarity with tools such as Common Room, Inflection, HubSpot, Salesforce, and Amplemarket.
- Experience with open-source-to-paid or product-led growth motions.
WHY JOIN US
- A remote-first, international team working on cutting-edge AI infrastructure.
- A competitive salary with additional perks.
- Flexible working hours and async-friendly culture.
- High ownership and real impact.
- Open-source, engineering-driven culture.
- Choose your own laptop equipment.
For US-based full-time employees, we also offer a comprehensive benefits package including 401k match, health, dental, and vision insurance, plus flexible PTO policy.
Qdrant is an equal-opportunity employer. We believe the best ideas come from diverse teams, and we actively welcome applicants from all backgrounds. If this role excites you but you don't check every single box, we'd still love to hear from you! We don't want to miss out on great people because of a checklist.
Come build with us!
