About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders

The job is to turn partners and campaigns into net-new clients and deposits, and to convert our brand presence into people walking in the door, wherever they already are. You'll source, negotiate, and activate these partnerships end to end, and you'll build a lot of it from scratch. This is a builder's seat for a growth-minded commercial operator who thinks about acquisition wherever it happens, online or IRL.
IN THIS ROLE YOU'LL HAVE THE OPPORTUNITY TO:
- Drive acquisition campaigns with partners, including monthly millionaire: secure partner funding and co-marketing, and source smaller campaign partners to power specific moments.
- Own referral partnerships for the business banking line end to end: source, sign, and drive the channel partners that send us new business clients and deposits.
- Lead commercial negotiations from first outreach to signed terms, landing terms that work for both our clients and the business.
- Own the acquisition targets: net-new funded clients and deposits from referral partners, campaign performance, and sponsorship reach and ROI.
- Partner cross-functionally with Growth, Brand, PMM, and Business Banking Product to activate every partnership well and measure its impact.
SKILLS YOU'LL BRING:
- 7-10 years of relevant experience in partnerships, business development, or growth roles in banking or customer-focused industries.
- Negotiation and commercial ownership. A master negotiator with a track record of driving commercial and acquisition outcomes and turning partnerships into measurable growth.
- A growth and acquisition orientation. You've turned partnerships or campaigns into measurable client acquisition, online and in person, and you think in funnels, not just relationships.
- Channel or referral partnership experience. You've built or run a referral or channel pipeline that produced real, attributable results.
- Strong analytical and commercial skills, with real comfort in CAC, LTV, and attribution.
- A strong network in Canada (and ideally the US) across relevant commercial, tech, and community ecosystems.
- A 0-to-1 operator with high urgency, strong ownership, and a bias for action.
NICE TO HAVE:
- Brand experiential marketing experience, especially activations built to drive real-world customer acquisition, including agency and rights-holder relationships.
- Business banking or SMB acquisition experience.
- Product partnerships experience as it pertains to integrated referrals.
- A results-oriented mindset with a focus on impact and outcomes.
