LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position

The Senior Malaria Advisor will provide expert malaria technical guidance to the National Malaria Program (NMP) and the Ministry of Health in the design and management of in-country programs/projects/activities and in the development of host-country policies, reflecting best practices in malaria prevention and control. The jobholder will identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise in support of the cooperating country’s development objectives. The Senior Malaria Advisor will be based at the NMP within the Ministry of Health (MOH). The Advisor will receive day-to-day direction from the National Malaria Program Manager, who will serve as the onsite Manager/Supervisor. The Advisor will report to the U.S. Department of State on a weekly and monthly basis, as described below.

Recommend changes in strategic and/or implementation approaches, using analysis of program performance.
Work with partners (in country and global, as relevant) to ensure that programmatic commodities are purchased in a timely and cost-effective manner; and that absorptive capacity exists in implementation sites to receive, manage and distribute these items effectively. Participate in forecasting and quantification meetings to inform malaria commodity quantifications that will guide donor procurements. Troubleshoot bottlenecks in the ordering and delivery process.
Provide expert advice and practical experience in helping the MoH, the NMP and other partners to monitor inputs, outputs and outcomes, and report on the program’s overall impact.
If not already in existence, work with the NMP and other partners to develop and maintain a monitoring and evaluation plan to be implemented through existing MoH systems and existing USG supported mechanisms. The Global Tax Team is looking for an experienced
Senior Tax Specialist
to anchor our direct income tax compliance and US GAAP tax reporting from India. Working closely with our US-based Senior Tax Compliance & Reporting Manager, you will own the data, calculations and documentation behind the group's quarterly and annual income tax provision under ASC 740, and support the corporate income tax compliance cycle for our legal entities worldwide.
This is a hands-on, detail-driven role at the centre of the group's tax reporting cycle. You will work across a large multinational footprint, coordinate with external preparers and local finance teams in multiple regions, and help build a reporting process that is accurate, auditable and increasingly automated.
Key Responsibilities
US GAAP tax provision (ASC 740):
Prepare the quarterly and annual income tax provision for group legal entities — current and deferred tax, deferred tax proofs, effective tax rate reconciliation, valuation allowance assessments and return-to-provision true-ups.
Uncertain tax positions:
Support the identification, measurement and documentation of uncertain tax positions (ASC 740-10 / FIN 48), including the roll-forward and supporting memoranda.
Direct tax compliance:
Coordinate the end-to-end corporate income tax compliance cycle across our entities — data gathering, validation against the general ledger, instructing and managing external preparers, technical review of draft returns and book-to-tax reconciliations, and approval of advance/estimated tax payments.
India compliance support:
Support Indian direct tax obligations for the local entity, including corporate income tax returns, TDS/withholding compliance, tax audit requirements and related filings.
Account reconciliation:
Reconcile current and deferred income tax accounts, maintain tax payable and tax receivable schedules, and track withholding tax credits and foreign tax credits across jurisdictions.

Prepare inputs for income tax disclosures and supporting schedules, and support data collection for Pillar Two / GloBE and country-by-country reporting.
Audit & controls:
Support statutory auditors and local tax authority reviews by preparing documentation, reconciling positions and drafting responses. Maintain evidence of tax process controls in line with SOX readiness requirements.
Legislative monitoring:
Track direct tax law changes in key jurisdictions and assess their impact on the provision, the effective tax rate and compliance obligations.
Calendar management:
Maintain the global direct tax compliance calendar and provision timetable, and drive adherence to close deadlines.
Process improvement:
Identify and implement improvements to tax data collection, provision workpapers and reporting — reducing manual re-keying, strengthening data integrity and shortening the close cycle.
Skills, Knowledge & Expertise
Education:
Bachelor's degree in Accounting, Finance, Commerce, Economics or a related field.
Certification:
Chartered Accountant (CA) qualified, or CPA / Master's in Taxation or equivalent. Strongly preferred.
Experience:
6+ years of direct tax experience in an international company or a Big 4 / large consulting firm, with a substantial portion dedicated to income tax accounting and corporate income tax compliance.

Proven track record managing corporate income tax compliance cycles, including reviewing returns and workpapers prepared by external firms and reconciling them to the financial statements.
Indian tax:
Working knowledge of Indian direct tax — corporate income tax, TDS, tax audit and related filing requirements.
International tax awareness:
Familiarity with the modern international tax landscape — BEPS, Pillar Two / global minimum tax, withholding taxes, double tax treaties and transfer pricing documentation requirements.
