Falcon is the optimizing just in time (JIT) compiler in Azul Platform Prime. It compiles hot Java bytecode into highly optimized machine code and delivers Java performance that standard JVMs do not reach. Falcon is built on LLVM.
We are looking for a Senior Compiler Performance Engineer to own major performance areas of Falcon. This is not a compiler front end role and not a compiler built from scratch: Falcon is mature and runs in production at large enterprises. Your job is to push its generated code further, deciding which optimizations matter, designing them and delivering measurable speedups on real workloads.
You will work in a distributed team of compiler experts, with direct influence on what Falcon optimizes next.
What You Will Do (aka Responsibilities)
Own performance of Falcon for a set of workloads or an optimization area end to end: analysis, design, implementation, validation
Design and implement new optimizations and improve existing ones in the middle end and back end: inlining heuristics, loop optimizations, vectorization, escape analysis, speculation and deoptimization, GC barrier and runtime call optimization
Drive code generation quality on x86_64 and AArch64, including bringing Falcon to new hardware platforms
Investigate complex performance issues reported by customers and turn findings into compiler improvements
Review code, mentor engineers on the team and raise the bar for performance methodology
Contribute to upstream LLVM where it makes sense
What You'll Bring (Experience, Skills)
5+ years of professional experience developing optimizing compilers or JIT compilers
Strong C++ design and coding skills in large codebases
Proven track record of delivering compiler optimizations with measurable performance impact
Deep knowledge of compiler optimization theory and its practical tradeoffs: compile time, code size, correctness
Strong performance analysis skills: profilers, hardware counters, reading and reasoning about generated assembly
Nice to Have
Significant experience with LLVM optimization passes or code generation; LLVM commit access is a plus
Experience with JIT compilers for managed languages: HotSpot C2, Graal, V8, .NET RyuJIT or similar
Deep knowledge of x86_64 and/or AArch64 microarchitecture
Experience with JVM internals: garbage collection, deoptimization, profiling
PhD in Computer Science or significant research experience in compilers

Falcon is the optimizing just in time (JIT) compiler in Azul Platform Prime. It compiles hot Java bytecode into highly optimized machine code and delivers Java performance that standard JVMs do not reach. Falcon is built on LLVM.
We are looking for a Compiler Performance Engineer to make Falcon generate even faster code. This is not a compiler front end role and not a compiler built from scratch: the compiler exists, runs in production at large enterprises, and your job is to find where the generated code is slower than it should be and fix it in the optimizer and code generator.
You will join a distributed team of compiler experts and work on real workloads with direct, measurable impact on customer performance.
What You Will Do (aka Responsibilities)
Analyze performance of Java benchmarks and customer workloads, find gaps in generated code and trace them to their root cause in the compiler
Implement and improve optimizations in Falcon's middle end and back end: inlining, loop optimizations, vectorization, redundancy elimination, speculative optimizations and their interaction with the runtime
Improve code generation for x86_64 and AArch64
Write tests and benchmarks that prove the improvement and protect it from regressions
Contribute changes upstream to LLVM where it makes sense
What You'll Bring (Experience, Skills)
2+ years of professional experience in compilers, JIT compilers or low level performance engineering
Strong C++ design and coding skills
Solid understanding of compiler optimization theory: SSA, data flow analysis, loop transformations
Ability to read assembly and reason about why one instruction sequence is faster than another
Very Nice to Have
Experience with LLVM IR and LLVM optimization passes, or with another optimizing compiler such as HotSpot C2, Graal, GCC or V8
Experience with profilers such as perf, VTune or async profiler
Knowledge of x86_64 and/or AArch64 microarchitecture
Experience with Java, Scala or Kotlin, or with JVM internals
MSc or PhD in Computer Science with a compiler or performance focus

About the role
Enterprise Business Systems (EBS) is EnerMech’s global transformation and technology function. It supports 25 legal entities across four regions and covers infrastructure, cybersecurity, application management, service desk support, transformation initiatives, and enterprise data and intelligence.
As PMO Manager, you will be at the center of how EBS decides what to work on and how that work gets delivered. You will run demand intake and prioritization, give leadership a clear view of the portfolio and capacity, and keep our governance forums working well. You’ll do this while the function delivers major technology and data platform programs. Reporting to the VP Transformation & EBS, this is a hands-on role for someone who brings structure and rigor and still makes governance easy for the business to engage with.
Key responsibilities:
Demand management: Own the EBS demand management process. Make sure every business request is captured, assessed, prioritized, resourced and governed to delivery. Work with business and technology leaders to help them make prioritization decisions that weigh demand against capacity, strategy and operational need.
Portfolio management: Keep a complete, accurate view of the EBS project portfolio, covering status, milestones, risks, budget, benefits and delivery performance. Lead portfolio health reviews that bring dependencies, resource constraints and delivery risks to the surface early and drive mitigation.
Resource management: Plan and optimize resourcing across EBS teams, contractors and third-party partners. Support annual technology planning, budgeting and roadmap development with demand forecasting and capacity modelling.
Application change management: Oversee the full lifecycle of application change requests and defects. Make sure changes are assessed, approved, controlled and implemented through governance. Coordinate with support partners, project managers and technical teams so that enhancements, releases and fixes are delivered on time.
Governance: Run the EBS governance forums, including schedules, agendas, action logs, decision registers and communications. Work with project managers and sponsors so that business cases, benefits plans and investment proposals are robust and aligned to strategy.
Reporting: Build and maintain portfolio, demand, capacity and performance dashboards that support decision-making. Prepare clear, high-quality papers and packs for the Technology Committee, Architecture Review Board, Change Advisory Board, Data Governance Council, Design Authorities and the EBS Leadership Team.
Continuous improvement: Improve PMO processes, governance frameworks, reporting and portfolio practices to raise delivery performance and the experience of the stakeholders who use them.
Requirements
About you:
You are an experienced PMO and portfolio management professional who has run governance and managed technology portfolios in complex, multi-entity or global organizations. You can bring order to competing priorities and are comfortable challenging diverse stakeholders constructively. Your reporting turns data into decisions. You are structured and disciplined, and you can adapt when priorities change.
Requirements
Essential
Bachelor’s degree in Business, Information Systems or a related discipline, or equivalent experience
Typically 7+ years in PMO, portfolio or project management roles, including 3+ years leading or managing a PMO within an IT function
Hands-on experience running demand intake, triage and prioritization across both BAU and project work

About the Company:
Our client is a global education group bringing together a growing network of more than 20 schools across Europe, Asia and Latin America. The group operates physical schools offering education from kindergarten through to secondary education, combining international schools with local institutions while preserving their individual identities.
They are building a global platform focused on supporting its schools, strengthening operational capabilities and driving sustainable growth. With its headquarters in Madrid, the group is expanding its central finance function to support its growing international portfolio and is looking for a
Management Accountant
to join its FP&A team.
About the Role
The Management Accountant will support the preparation and consolidation of monthly management accounts, analyse financial performance against budgets and forecasts, and ensure accurate, consistent reporting across the group's international school portfolio.
OVERALL RESPONSIBILITY AND BUSINESS SUPPORT
• Support the central finance function through the group management accounts cycle, working as part of a small team being built from scratch.
• Report to the Head of FP&A, playing a central role in the preparation and review of the group’s monthly management accounts as the function continues to be built out.
• Build strong working relationships with school finance leads across the portfolio as a key contributor across the management reporting cycle, alongside significant exposure to the Madrid head office team.
• Help establish robust, well-documented management accounts processes, controls, and ways of working that can scale as the group grows, ensuring continuity and consistency as the team and portfolio expand.
PREPARATION OF MANAGEMENT ACCOUNTS
• Prepare the consolidated monthly management accounts, including P&L, balance sheet, cash-flow and supporting schedules, drawing together submissions from across the school portfolio into a single group view.
• Apply agreed group conventions consistently, including FX rates, consolidation adjustments, and presentation formats, ensuring outputs are comparable across schools and over time.
• Prepare variance analysis comparing actuals to budget, forecast and prior periods, with clear commentary on the key drivers of movements for review by the Head of FP&A.
• Maintain clear, well-documented working files and supporting schedules for each reporting cycle, so that the basis for every figure in the management accounts is transparent and can be traced and understood.
MONTH-END REVIEWS
• Carry out structured month-end reviews of school-level submissions, checking arithmetic accuracy, internal consistency, and alignment with group reporting conventions before consolidation.
• Identify and follow up on anomalies, unusual movements, or inconsistencies in school submissions, working with school finance leads to resolve queries ahead of the reporting deadline.
• Support the Head of FP&A in reviewing the consolidated management accounts prior to distribution, flagging any areas requiring further explanation or correction.
• Help embed a consistent month-end review checklist and timetable across the portfolio, contributing to its ongoing refinement, controls, and documentation as the function develops.
DATA, SYSTEMS, AND INTEGRITY
• Own the integrity of management accounts outputs, including consolidation, reporting, and supporting files, ensuring formulas, links, and consolidation logic are accurate and free of errors.
• Take ownership and maintain clear, well-organised documentation of management accounts processes, templates, data conventions, and reporting logic, so that methodologies are transparent and repeatable across the team.
• Implement and maintain quality control checks across the management accounts and reporting outputs to ensure accuracy and consistency before submission to senior stakeholders.
BUSINESS PARTNERING
• Act as the first point of contact for schools on any management accounts queries, providing timely and clear responses or escalating to the Head of FP&A where required.
• Work closely with the Financial Accountant and wider accounting team, who are responsible for the underlying statutory accounts that feed into the management accounts, ensuring a clear handover, shared understanding of account structures, and timely resolution of queries between the two functions.
• Support the Head of FP&A in preparing materials for the CFO and other senior stakeholders, ensuring outputs are accurate, well-documented, and clearly presented.

By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:
Regional Care and Referral Model
Map existing referral pathways, demand, service gaps, patient travel patterns, provider capabilities, and patient navigation arrangements in proposed pilot regions.
Differentiate appropriate pathways for cases suitable for primary care, direct specialty consultation, diagnostic referral, hospital admission, emergency transfer, and return to primary care.
Define the roles of referring providers, receiving facilities, regional command centers, CHDs, DOH hospitals, LGU health systems, PhilHealth, and the national coordination function.
Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.
Develop practical financing and agreement options with PhilHealth, LGUs, health boards, and participating facilities.
Clarify proposed payment responsibilities, contracting or disbursement arrangements, required approvals, and approaches for tracking cases and payments, subject to applicable laws, regulations, and approval of the responsible authorities.
Command Center Operating Model
Define the proposed operating model for a regional patient navigation and referral center, including hours of operation, clinical triage and escalation, nonclinical call handling, case ownership, quality assurance, workforce requirements, supervision, training, data protection, and continuity arrangements.
Define interfaces between the command center, health facilities, patient navigation mechanisms, and emergency response systems.
Compare in-house, outsourced, and hybrid models for appropriate call center and coordination functions.
Develop recommendations including cost estimates, performance standards, clinical governance safeguards, data and system requirements, and draft specifications or terms for proposed service arrangements.
Define a minimum information set and reporting process covering bed availability, operating service capacity, specialists and other personnel, equipment, diagnostics, critical supplies, and service interruptions.
Link current capacity gaps with approved facility development plans and milestones to support appropriate assignment and monitoring of actions.
Priority Facility Capacity
Identify facilities and services that could be made functional through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Assess demand, readiness, staffing, operating costs, financing requirements, procurement routes, and time to service for identified priority opportunities.
Develop a shortlist of potential investable or contractable opportunities and prepare decision briefs for DOH and relevant LGUs.
Distinguish immediate operational improvements from projects requiring formal feasibility studies, procurement processes, or PPP approval.
Coordinate with relevant technical, finance, legal, and procurement offices in developing recommendations.

Support participating offices in establishing agreed workflows, preparing staff, developing baseline information, and launching pilot implementation.
Facilitate regular case reviews and support rapid identification and correction of failed referral handoffs.
Monitor referral completion, time to acceptance and service, failed and repeated referrals, patient follow-up, capacity data completeness, financing barriers, and service gaps.
Track both operating performance and progress of actions intended to activate missing facility and service capacity.
Document implementation lessons, costs, decisions required, and minimum readiness conditions for expansion.
