LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content
Duration of Engagement
About 6 months
Reporting
The Advisor shall directly report to PHIC's Office of the President and Chief Executive Officer as the clearing house for Agency communications
The Advisor will work day-to-day with PHIC's information/communications department.
For communication products that incorporate TB and GHS, the Advisor will coordinate with the DOH National TB Program, Epidemiology Bureau, Health Promotion Bureau and the U.S. Embassy Manila – Department of State point of contact.
The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, they will participate in bi-weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the DOS Grants Officer Representative
Qualifications
At least 10 years of relevant work experience, especially in communication strategy development and project management
Demonstrated experience in conceptualizing and running national communication campaigns in the Philippines
Relevant master's degree such as communications, public health, or a related field
Excellent verbal and written communication skills in English and Filipino
Work adaptability, ability to work under tight deadlines, and ability to balance multiple work streams
Relevant regional experience in the Philippines

About us
Aave Labs began with a simple question: how do we make financial services like borrowing, saving, and earning more accessible globally?
We built the Aave Protocol, now the world’s largest and most trusted onchain lending market, connecting decentralized finance with individuals, traditional finance, and fintech.
Today, we build trusted, high-quality products that expand access to lending, credit, and savings globally
Our culture
We build trusted products that help people access and discover economic opportunities.
We hold a high bar for quality and craftsmanship. No detail is too small. Trust depends on it.
We’re a global team building products people can actually use, turning complex technology into something simple and reliable.
We stay aligned, move quickly, and think long term, while keeping teams lean and focused on impact.
About the role
We’re looking for a Director of Operations to lead the operational function supporting our growing global business.
This is a senior, hands-on leadership role responsible for building the processes, systems and operating infrastructure needed to deliver a seamless customer experience at scale. You’ll sit at the intersection of Product, Engineering, ICT & Security, Compliance, Support and the wider business, ensuring our day-to-day operations are efficient, resilient and ready to support continued growth.
The role combines Group-wide operational leadership with specific regulatory responsibilities within our Irish regulated entity, Push Virtual Assets Ireland Ltd. The successful candidate will be expected to obtain approval from the Central Bank of Ireland to perform the Pre-Approval Controlled Function of Chief Operating Officer (PCF-42) and undertake responsibilities associated with Controlled Function CF-8 (Complaints Adjudication).
You’ll be responsible for ensuring that our regulated operations meet applicable regulatory requirements, while developing proportionate and scalable operational frameworks for the wider business. This requires someone who understands how to balance operational efficiency, customer experience and innovation with the governance, accountability and controls expected of a regulated financial services business.
Given the nature of our products, you’ll help ensure we maintain a high bar for operational excellence while meeting the requirements expected of a regulated financial services business.
How you can make an impact:
Develop and scale the operational strategy, structure and processes required to support a growing global business and customer base without compromising quality, controls or customer experience
Assume responsibility for the operational management of Push Virtual Assets Ireland Ltd in the capacity of PCF-42, ensuring effective oversight of its day-to-day operations, operational risks, controls and regulatory obligations.
Identify bottlenecks, inefficiencies and operational risks, implementing processes and systems that improve reliability, speed and quality of execution
Ensure we deliver a consistently high-quality customer experience across key operational touchpoints, from onboarding through to ongoing support and issue resolution
Own the Group’s complaints management framework, ensuring complaints are appropriately identified, investigated, escalated and resolved, with specific responsibility for complaints adjudication within the Irish regulated entity in accordance with applicable regulatory requirements.
Identify opportunities to use tooling, automation and AI to reduce manual processes, improve efficiency and create better experiences for both customers and internal teams
Define and monitor operational KPIs, identifying trends, risks and opportunities and translating data into clear actions and priorities
Bring operational and customer insights into product development, helping identify friction points, improve customer journeys and ensure operational readiness for new products and launches
Own relationships and performance across relevant operational vendors and service providers, ensuring they meet our standards for quality, reliability and customer
Partner closely with Compliance and Legal to ensure operational processes and customer outcomes meet applicable regulatory requirements
Work with ICT & Security to oversee operational resilience, incident management and business continuity arrangements, working closely with relevant teams to ensure operational risks and incidents are appropriately identified, managed, escalated and remediated.
Hire, coach and develop a high-performing Operations organisation with a strong culture of ownership, accountability and continuous improvement.
Provide operational reporting and management information to executive leadership and relevant Boards, ensuring appropriate visibility of operational performance, customer outcomes, incidents, complaints and material risks.
Let’s connect if you have:
You have 8+ years of experience in Operations, Customer Operations, Business Operations or a related function, with meaningful experience in a senior leadership role
You’ve built or scaled operations within a high-growth consumer technology, fintech or financial services business
You have experience operating across regulated and unregulated business activities, with an understanding of how operational requirements, governance and controls differ depending on the nature of the business
You have experience delivering customer experiences at scale, with a strong understanding of how operations, technology and support come together across the customer journey
You have a track record of designing processes and operating models that can scale with significant customer and transaction growth
You understand how to use technology, automation and AI to improve operational efficiency and reduce unnecessary manual work
You’re highly data-driven and comfortable establishing KPIs, analysing performance and using data to prioritise improvements
You have experience working closely with Product, Engineering, Compliance and other cross-functional teams
You have a strong understanding of the operational and governance requirements applicable to regulated financial services businesses, including customer complaints, operational risk management and regulatory accountability.
You have experience being a PCF-42 or a similar regulated position
Experience within crypto or Web3 is strongly preferred, particularly within consumer-facing products, but isn’t essential
Haven’t quite met all the criteria? Let’s not miss out on the chance to speak. Whilst you might not meet every single requirement, you might bring other, more exciting skills to the companies!

Here at Humanoid, we believe in a future where robots amplify human potential. That’s why we’ve set out on a mission to build the world’s most capable, commercially-scalable, and safe humanoid robots. We’re bringing that mission to life with HMND‑01 - our rapidly developed humanoid platform being deployed in real industrial environments - and we’re growing the team to take it even further.
ABOUT THE ROLE
As an Autonomy Engineer focused in VLA Pre-training, you will work on all aspects of training capable policies. You'll pre-train base models on a diverse, multi-embodiment corpus of trajectories, fine-tune policies to excel at specific tasks, shape data collection processes, and explore effective ways to generate and use synthetic data.
This is primarily a deep learning role, so we're looking for experience solving real-world problems with modern neural networks. Robotics experience isn't strictly required, but if you're coming from outside the field, be prepared to get up to speed on a new domain quickly.
WHAT YOU'LL DO
- Post-train policies via behavior cloning and RL; own the full loop from data to deployment.
- Partner with the Data Collection team to drive collecting new data: specify what good data looks like, identify failure modes, ensure diversity and coverage.
- Work closely with external partners to ensure steady supply of high-quality pretraining-scale data.
- Run pre-/mid-/post-training on VLA stack; explore new modalities and architecture changes.
- Build and maintain continuous pipelines: ingest synthetic data and teleop logs, version them, apply weak‑supervision labelling, curate balanced datasets, and auto‑surface fresh failure cases into retraining.
- Work with MLOps & Data Platform teams to scale distributed training and optimize models for real‑time edge inference.
WHAT WE'RE LOOKING FOR
- 3+ years building deep‑learning systems (industry or research) with shipped models or published artifacts to show for it.
- Deep hands‑on experience with at least one of: LLMs, VLMs, or image/video generative models — architecture, training, and inference.
- Experience with deep learning infrastructure: streaming datasets, checkpointing & state management, distributed training strategies.
- Strong Python + PyTorch/JAX; you can profile, debug numerics, and write maintainable research code.
- Familiarity with modern software engineering practices.
- You document experiments clearly and communicate trade‑offs crisply.
NICE TO HAVE
- Robotics or autonomous driving experience.
- Experience applying RL to LLMs or robotics.
- Experience with VLA (vision-language-action) models.
- Proven productization of deep nets (latency/throughput constraints, telemetry, on‑device optimization).
- Publications at top-tier deep learning conferences or equivalent open‑source contributions.
- Familiarity with OpenVLA, Physical Intelligence (π) models, or similar open source VLA frameworks.
WHAT WE OFFER
- Comprehensive health coverage for US‑based employees, including fully paid medical, dental, and vision insurance, with virtual care and employee assistance resources.
- Meaningful time off to rest and recharge: 23 days of PTO (accrued), separate sick leave, and paid company holidays.
- 401(k) retirement plan with employer match.
- Equity included–we believe builders should share in what they build.
- Free daily catered lunch, snacks, and drinks in‑office.
- Collaboration with top‑tier engineers, researchers, and product experts in AI and robotics.
- Freedom to influence the product and own key initiatives.
For this role in California, the expected base salary range is $180,000–$300,000 USD per year; your placement in that range depends on how your experience maps to our internal leveling.
