About the role
This is a brand new Adoption Strategist role sitting at the intersection of adoption, enablement, scaled programs, and product expertise so we expect the scope to evolve and want someone excited to build as it does. You'll design and run the programs - onboarding tracks, lifecycle campaigns, workshops, adoption playbooks - that drive corporate and mid-market customers to activate their core use case and expand into new ones. Everything you build has to scale across a high-volume book, not be custom to one account. You'll need deep product fluency - enough to be the most credible voice in the room on how to use the product well - without ever owning an account or its technical implementation directly. This is a builder role for someone extremely analytical, comfortable running live enablement at scale, and already advanced with AI tools to automate the systems behind it.
Since this is a new role, we expect the scope to evolve over time - being adaptable and excited to build is a core part of being successful here. Focus areas include, but aren't limited to:
- Drive strong adoption by building and delivering scalable enablement and activation programs that educate customers on best practices, and get them to time-to-value quickly on their core use case
- Develop deep product expertise across the entire ElevenLabs platform, with a focus on ElevenAgents and ElevenCreative - you're a product expert on our existing product and you're constantly the first to learn new products coming to market
- Proactively audit customer agents prompts, configurations, and feature setup to identify gaps, and share recommendations as a value-add service that drives deeper adoption
- Track and drive key leading and lagging adoption metrics, partnering with Revenue Operations to iterate on our reporting capabilities, and use those trends to develop data-driven adoption strategies and playbooks across the customer base in region
- Partner with Account Management and CX to deliver targeted adoption and enablement campaigns, including regional live workshops and webinars, based on opportunities or new product releases
- Engage with external implementation partner and internal teams to help unify adoption strategy across the customer journey (e.g., Solutions Engineering, GTM, Customer Experience, Product Marketing and Engineering)
- Partner with leadership on high-impact initiatives that support the local GTM team and global results
Requirements
- 6+ years in adoption, customer/partner enablement, digital CS programs, enterprise growth or similar role- at an AI-native or highly technical company with a large, low-touch book
- Experience with voice AI, TTS, conversational AI, or developer-facing products
- A track record of building adoption focused programs from the ground up: onboarding tracks, scaled adoption playbooks, self-serve content, and more
- You think in systems but are creative: you're always asking "how do we scale or automate this," and building automations and workflows with AI tools is ingrained in how you work
- Extremely analytical: you identify trends easily and use them to close gaps, surface opportunities or standardize best practices. You also identify data points that aren't yet tracked but would uncover new insights and change strategy
- Comfortable driving cross-functional outcomes without direct authority, working effectively with Account Management, FDE, RevOps, and GTM to move adoption forward
- Experience managing a high-volume book of business at scale, mid-market or commercial segment
- Language Requirements - Must be fluent in Spanish/Portuguese and English
Growth Potential
We believe in hiring the best talent in the world to make an impact in the right role at the right time. At ElevenLabs, strong performance creates opportunities for growth. Here are some of the career paths you can expect after excelling in this role:
- Growth Roles - Regional Adoption Lead
- Other teams: Account Management, Digital CX or Deployment Strategist
Location
This role can be based in Argentina or Brazil

ABOUT THE ROLE
We're looking for a senior B2B Growth Marketer to build and scale demand generation for ElevenLabs in the Benelux Region. This is a hands-on, in-region role focused on generating enterprise pipeline, growing our brand with technical buyers, and creating programs that become benchmarks for B2B marketing in AI.
As our first marketing hire in the Benelux Region, your work will shape how Benelux businesses discover, evaluate, and adopt ElevenLabs. The goal is to build repeatable marketing engines that make ElevenLabs the top choice for every enterprise.
WHAT YOU'LL DO
- Build integrated B2B marketing campaigns end to end across Benelux priority industries from strategy and messaging through execution and measurement.
- Localize and execute programs across ABM, content, events, webinars, partner/customer marketing, executive branding, product launches, and outbound - choosing the right channel for the problem rather than owning a single function.
- Adapt global campaigns and messaging for the the Benelux market, and feed local insights (buyer behavior, competitive dynamics, regulatory context) back to the global team.
- Partner closely with local sales and the global product marketing, growth, and design teams to keep messaging consistent and execute high-impact campaigns.
- Own pipeline generation and campaign performance for the market, using data to measure results, run experiments, and continuously improve what works.
REQUIREMENTS
- 4+ years of experience at a high-growth technology company - you've built and scaled B2B demand generation programs that created measurable enterprise pipeline, and you know what moved the needle.
- Ownership Pedigree: You have implemented growth and marketing projects from start to finish and held yourself accountable for the ROI.
- Deep knowledge of the Benelux market: its enterprise buyers, media landscape, and business culture, ideally with an existing network.
- Work well without much process. This role spans multiple marketing functions and needs someone who sets priorities, spots opportunities, and moves quickly as our first marketer in the market.
- Relentless commitment to excellence — a high bar for quality, clarity, and impact.
- Curious about AI, follows the technology ecosystem closely, and has exceptional judgment on what makes marketing stand out.

ABOUT THE ROLE
ElevenLabs operates a complex and fast-evolving revenue model – enterprise contracts, self-serve API subscriptions, usage-based billing, and expanding international markets. As a Revenue Accountant, you will play a key role in ElevenLabs’ revenue accounting function.
You will own significant portions of the monthly revenue close, support the application of ASC 606 to customer arrangements, and help build scalable processes and controls as ElevenLabs grows toward IPO readiness.
You will work cross-functionally with Sales, Legal, Billing Operations, Engineering, and FP&A to support contract review, usage and billing completeness, new product launches, and accurate and timely revenue recognition. This is a hands-on, high-ownership role in a lean Finance team – the right person will independently run recurring workstreams, identify issues early, and help scale the revenue accounting operating model as the business grows.
WHAT YOU’LL DO
- Execute significant portions of the monthly revenue close, including journal entries, deferred and unbilled revenue schedules, reconciliations, and flux analysis
- Perform recurring usage / consumption completeness and billing-to-GL reconciliations; investigate exceptions and drive resolution with cross-functional partners
- Review customer contracts and apply established ASC 606 guidance to standard arrangements; escalate novel, high-judgment, or precedent-setting matters
- Support accounting for credits, refunds, contract modifications, cutoff, and variable consideration, with clear and audit-ready documentation
- Prepare revenue workpapers, audit support, and control evidence; support external audit, walkthroughs, and SOX readiness activities
- Support accounting readiness and UAT for new products, pricing structures, billing models, and partner / channel launches
- Improve and automate recurring revenue processes, reconciliations, documentation, and exception reporting as the business scales
REQUIREMENTS
- Deep expertise in ASC 606, including multi-element arrangements, SSP evaluation, variable consideration, contract modifications, and principal vs. agent analysis
- Experience leading the revenue close: deferred revenue management, unbilled receivables, journal entry review, and month-end flux analysis
- Track record of partnering with Sales and Legal on contract review and revenue impact assessments
- Experience operating in a pre-IPO or public company environment, with direct exposure to external audit, controls build-out, and revenue accounting documentation
- CPA, ACA, or ACCA qualification (active); Big 4 or public accounting background a strong plus
- Strong systems proficiency; Stripe, Metronome, HubiFi or a comparable revenue recognition tool preferred
BONUS:
- Experience with consumption/usage-based and subscription billing models
- Familiarity with ASC 326 (CECL) and AR accounting in a high-volume SaaS context
- Multi-entity or international revenue accounting background
LOCATION
This role is remote-first, so it can be executed from anywhere in Central Europe or Eastern US timezones. If you prefer, you can work from our offices in London, New York and Warsaw.

ABOUT THE ROLE
We’re hiring a Product Manager to own the core ElevenCreative product experience for creators and marketers who sign up, subscribe, and build on their own. Self-serve users make up the majority of ElevenCreative’s user base, and they use the platform to generate and edit speech, music, image, and video across 70+ languages.
You’ll drive growth and adoption across the self-serve product experience, focusing on how users discover what ElevenCreative can do, how they move from a first generation into agents, video, and multi-step creative workflows, and what keeps them coming back and upgrading. There’s no shortage of things we could build. The job is defining the big bets, scoping them well, and shipping them quickly with the team.
PMs at ElevenLabs work in small, highly collaborative teams with minimal process, alongside engineers who have room to build creatively and lead. The scope is broad by design. Some weeks lean toward product, others toward growth or go-to-market work, and you’ll own whatever it takes to make ElevenCreative the best product for its users.
WHAT YOU’LL DO
- Drive growth and adoption of the self-serve product, focusing on onboarding, activation, and upgrade moments, and partnering with growth, lifecycle, and pricing teams where they connect
- Scope and define the big bets for the self-serve product across image, video, music, agents, and editing workflows
- Find the biggest opportunities in the user journey through product data and user behavior, and turn them into clearly scoped projects
- Drive adoption of newer experiences like agents and video, helping users expand from a single product into the full platform
- Work with engineering and design to ship quickly, mocking up early concepts yourself when it speeds things up
- Partner with growth, lifecycle, and social teams on launches and the moments that bring users into new parts of the product
- Define success metrics for your area and track activation, engagement, retention, and conversion to paid plans
- Talk to creators and marketers regularly to understand how they work and where the product falls short, and bring those insights back to the team
REQUIREMENTS
- 5+ years of product management experience on consumer or self-serve products
- A track record of moving growth and adoption metrics through the products you’ve shipped
- Deep familiarity with the creative space and the creators and marketers who use these tools, with a habit of bringing user insights into every product decision
- Experience scoping and defining large, ambiguous bets and owning them end to end
- Design-minded, with a high bar for quality and user experience and the ability to mock up concepts yourself
- Technical fluency to go deep with engineers on how things are built and the tradeoffs involved
- Strong analytical skills and comfort in product analytics tools to find opportunities and measure impact
- A track record of shipping quickly and iterating based on what the data shows
- Ownership pedigree, meaning you drive your own projects fully rather than handing off after the spec
- Curiosity about AI and creative tools, and close attention to how the space is moving

COMPANY
At 0x https://0x.org/, our mission is to "Create a Tokenized World Where All Forms of Value Can Flow Freely". We deliver this to web3 builders with a delightfully simple suite of developer APIs that provide faster trading, better prices, and superior user experience.
Founded in 2017, we’ve processed over 211M+ transactions and $180B+ in trading volume from users trading on Matcha, Coinbase Wallet, Robinhood Wallet, Phantom, Rainbow, DefiLlama, MetaMask, Zerion, Zapper, and many more. Our investors include Greylock Partners, Pantera Capital, and Jump Crypto.
When you join 0x, you’ll become part of a veteran team of crypto builders who know the importance of code quality, team cohesion, and a culture of learning.
About the role
We are looking for a Senior Brand Designer to help elevate the visual identity of two very different brands across every touchpoint: 0x https://0x.org/, our onchain routing infrastructure, and Matcha https://matcha.xyz/, our consumer DEX aggregator. Today, the biggest priorities are sales enablement, web design and social graphics, with about 90% of your time spent on 0x and 10% on Matcha.
This is a senior, hands-on role for a designer who can move fluidly between high-craft visual design and the practical demands of a fast-moving marketing and sales function. As the only designer on our marketing team, you’ll play a key part in shaping how the 0x and Matcha brands look and feel.
The role requires an overlap with US Pacific hours.
What you’ll do
- Evolve visual identity and brand guidelines for 0x.
- Design and maintain a library of sales enablement assets: pitch decks, one-pagers, case studies, proposal templates and partner kits.
- Design web pages, including landing pages, product pages, and comparison pages.
- Design social graphics for both 0x and Matcha.
- Design for campaign launches and major sales or industry moments, from concept through final assets.
- Build brand and marketing templates and components that non-designers can use confidently across campaigns, social and sales materials.
- Stay current on crypto, DeFi and fintech design trends.
What you’ll bring
- 4+ years of brand design experience, including at least 1 year in crypto, DeFi or emerging tech.
- A portfolio of shipped brand work across web, social and sales materials.
- A track record of shaping and extending a visual identity, not just working within one.
- Strong typography and layout skills.
- Expert-level Figma skills, including building reusable templates and components.
- Fluency with AI design tools, and experience using them to raise both the speed and quality of your work.
- Experience partnering closely with marketing and sales teams, translating business goals into design.
- Excellent communication skills, with the ability to present and defend design decisions.
- A bias for action: you get things done without waiting to be asked and adapt quickly as priorities shift.
- Alignment with our core values https://0x.org/post/the-0x-mission-and-values: do the right thing, consistently ship, and focus on long-term impact.
- Ability to attend annual in-person team offsites around the globe.
Nice to have
- Experience building pages in Webflow, plus basic HTML/CSS.
- Experience taking a website redesign from concept to launch.
- Illustration and basic motion design skills.
- Experience designing for both B2B and B2C audiences.
BENEFITS
- The base salary range for this position is USD $120,000 - $180,000 + equity + ZRX tokens + benefits. Within the range, individual pay is determined by job-related skills, experience, location, business needs, and candidate preferences between the different compensation elements.
- Comprehensive insurance (medical/dental/vision/life/disability) for U.S.-based employees — 100% of base plan covered for you and dependents
- 401k and FSA for U.S.-based employees
- Monthly mobile phone bill, wellness, and pre-tax transportation expense
- Covered mental health benefits (included professional therapy sessions)
- A supportive remote environment
- Lunch reimbursement for all employees across the globe!
- Stipend for your ideal remote / WFH set-up: headphones, and any other work gear you may need
- 12-week paid parental leave
- Great office conveniently located in the SF Financial District for those in the region!
- Flexible vacation: Take time when you need it (and we really mean it!)

ABOUT THE ROLE
This role partners directly with enterprise customers building and deploying conversational agents on the ElevenLabs Agents Platform. The focus is hands-on execution - advising on agent design, personas, conversation flows, tool integrations, and voice customisation to deliver clear business outcomes in production environments.
You will guide customers through best practices for deploying and scaling agents across web, mobile, and telephony, and for integrating agents with existing data sources and systems. An overview of this role
Help us build the next generation of authentication services at GitLab. As a Senior Backend Engineer on the Authentication team, you'll build authentication features across the Rails monolith and GATE. GATE is our new service for issuing and validating tokens and managing identities, designed to support every GitLab deployment model.
You'll expand authentication mechanisms, including support for identities used by artificial intelligence (AI) agents. You'll also help keep GitLab and its customers secure by building access management tooling and addressing vulnerabilities reported through our HackerOne program.
GATE will become the foundation for token issuance, validation, and identity services across GitLab.com multi-tenant software as a service (SaaS), Self-Managed, Dedicated, and air-gapped environments. Your work will affect core components that customers, users, and GitLab teams rely on.
Some of our projects include:
Building GATE as the centralized service for token issuance and validation
Consolidating tokens and migrating authentication paths out of the Rails monolith
Building passkeys and passwordless authentication
Developing composite identities that combine machine and human authorization for AI
Improving service accounts and secure automation
Enhancing Security Assertion Markup Language (SAML), Lightweight Directory Access Protocol (LDAP), OpenID Connect (OIDC), and System for Cross-domain Identity Management (SCIM) capabilities for automated user provisioning and single sign-on (SSO)
What you'll do
Shape the roadmap for GATE and GitLab's authentication services with the team.
Design and implement token issuance, validation, and identity services in Go and Ruby across the Rails monolith and GATE, including new authentication mechanisms such as Workload Identity Federation.
Migrate authentication and token management paths from the monolith into GATE while maintaining reliability across all deployment models.
Build authentication mechanisms from the ground up, such as Workload Identity Federation.
Strengthen security for users and organizations through access management tooling and by addressing vulnerabilities reported through our HackerOne program.
Define and improve standards for style, maintainability, and engineering practices in a high-scale environment, and advocate for them through code review.
Communicate publicly about GitLab initiatives, projects, and contributions from people not working for GitLab Inc. Reflect GitLab's values in these communications.
Ship moderately sized features and improvements with moderate guidance and support from other team members, and collaborate on larger projects, including the build-out of GATE.
Participate in the maintainer trainee program at your own comfortable pace while working toward becoming a project maintainer.
What you'll bring
Professional experience with Go and/or Ruby in scaling or mission-critical SaaS products.
Familiarity with authentication and authorization technologies or techniques, such as OAuth, OIDC, SAML, SSO, SCIM, LDAP, JSON Web Tokens (JWTs), role-based access control (RBAC), or identity and access management (IAM).
Knowledge of token systems, cryptographic signing, and key management.
Experience building or contributing to a service from concept to production, including proposal, discussion, and execution.
Proficiency in written and verbal English, with the ability to communicate complex problems and solutions clearly in a remote, largely asynchronous work environment.
Experience diagnosing, preventing, and resolving performance and optimization problems.
Experience working in an iterative software development process, managing your work effectively, staying organized, and following through on priorities.
About the team
Our mission is to empower GitLab system administrators with the toolkit they need to create their desired balance of security and accessibility for their GitLab experience.
Authentication is the first impression a new customer has when they configure a new GitLab instance. We aim to make it as seamless as possible, from that first login to onboarding users and managing security rules for their instance in a secure, flexible, and scalable way.

Management Accountant
to join its FP&A team.
About the Role
The Management Accountant will support the preparation and consolidation of monthly management accounts, analyse financial performance against budgets and forecasts, and ensure accurate, consistent reporting across the group's international school portfolio.
OVERALL RESPONSIBILITY AND BUSINESS SUPPORT

• Report to the Head of FP&A, playing a central role in the preparation and review of the group’s monthly management accounts as the function continues to be built out.
• Build strong working relationships with school finance leads across the portfolio as a key contributor across the management reporting cycle, alongside significant exposure to the Madrid head office team.

• Own the integrity of management accounts outputs, including consolidation, reporting, and supporting files, ensuring formulas, links, and consolidation logic are accurate and free of errors.
• Take ownership and maintain clear, well-organised documentation of management accounts processes, templates, data conventions, and reporting logic, so that methodologies are transparent and repeatable across the team.
• Implement and maintain quality control checks across the management accounts and reporting outputs to ensure accuracy and consistency before submission to senior stakeholders.
BUSINESS PARTNERING
• Act as the first point of contact for schools on any management accounts queries, providing timely and clear responses or escalating to the Head of FP&A where required.
• Work closely with the Financial Accountant and wider accounting team, who are responsible for the underlying statutory accounts that feed into the management accounts, ensuring a clear handover, shared understanding of account structures, and timely resolution of queries between the two functions.
• Support the Head of FP&A in preparing materials for the CFO and other senior stakeholders, ensuring outputs are accurate, well-documented, and clearly presented.

ABOUT THE ROLE
Notion sits at a rare intersection: a product people love, a flexible system businesses run on, and a new platform for people and AI to work together. We’re hiring a Product Manager to turn that opportunity into products that feel inevitable. You’ll find consequential customer problems, set a bold but grounded strategy, and build alongside design, engineering, data science, research, and go-to-market partners. This is a high-agency role for someone excited to shape what Notion becomes next—and make powerful new capabilities feel simple, trustworthy, and delightful to millions of customers.
This role can be based in either San Francisco or New York City. We work from our offices on Mondays, Tuesdays and Thursdays (our Anchor Days) because we do our best thinking and building together in person. We’re looking for someone who’s excited to work alongside the team during those days.
WHAT YOU'LL ACHIEVE:
- Uncover the customer problems and product opportunities that will define Notion’s next chapter, then turn them into a focused strategy and roadmap.
- Take ambitious ideas from first principles to launch, building closely with design and engineering to create experiences that feel simple, useful, and distinctly Notion.
- Make the hard calls—balancing customer impact, business opportunity, technical complexity, speed, and long-term product quality.
- Shape how AI changes both the product and the way we build, using it to improve research, decisions, experimentation, and execution.
- Raise the bar for product thinking across the team by creating clarity, accelerating learning, and establishing principles and success measures that endure.
SKILLS YOU'LL NEED TO BRING:
- Demonstrated ability to identify meaningful customer problems and turn them into products that are intuitive, useful, and built with a high level of craft.
- Strong product judgment and the ability to make sound tradeoffs among user experience, business impact, technical complexity, quality, and speed.
- A track record of moving ambiguous, cross-functional work from problem definition to shipped outcomes while creating clear ownership and alignment.
- Customer depth: you can learn directly from users across segments and translate differing needs into a coherent strategy rather than a collection of one-off requests.
- Practical AI fluency: you use AI to sharpen research, product thinking, decisions, and execution, and you’re excited to rethink how people and agents work together.
NICE TO HAVES:
- Experience building collaborative, productivity, or AI-powered products used by a broad range of customers.
- Experience operating across both zero-to-one product development and the improvement of products at scale.
- Technical fluency and comfort partnering deeply with engineering on complex product systems.
Notion is committed to providing highly competitive cash compensation, equity, and benefits. The compensation offered for this role will be based on multiple factors such as location, the role’s scope and complexity, and the candidate’s experience and expertise, and may vary from the range provided below. For roles based in San Francisco or New York City, the estimated base salary range for this role is $238,000 - $250,000 per year.

A NOTE ON AI
You don’t need deep AI expertise for every role, but we do expect every Notino to be intellectually curious, drawn to tinkering and discovery, and excited to use AI as a real collaborator in their work. For some roles, AI fluency is a core requirement — when that’s the case, we'll say so explicitly in the qualifications. People who thrive here don’t treat AI as a novelty. They use it to think better, and make their work easier for others to build on.

LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:
Regional Care and Referral Model
Map existing referral pathways, demand, service gaps, patient travel patterns, provider capabilities, and patient navigation arrangements in proposed pilot regions.
Differentiate appropriate pathways for cases suitable for primary care, direct specialty consultation, diagnostic referral, hospital admission, emergency transfer, and return to primary care.
Define the roles of referring providers, receiving facilities, regional command centers, CHDs, DOH hospitals, LGU health systems, PhilHealth, and the national coordination function.
Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.
Develop practical financing and agreement options with PhilHealth, LGUs, health boards, and participating facilities.
Clarify proposed payment responsibilities, contracting or disbursement arrangements, required approvals, and approaches for tracking cases and payments, subject to applicable laws, regulations, and approval of the responsible authorities.
Command Center Operating Model
Define the proposed operating model for a regional patient navigation and referral center, including hours of operation, clinical triage and escalation, nonclinical call handling, case ownership, quality assurance, workforce requirements, supervision, training, data protection, and continuity arrangements.
Define interfaces between the command center, health facilities, patient navigation mechanisms, and emergency response systems.
Compare in-house, outsourced, and hybrid models for appropriate call center and coordination functions.
Develop recommendations including cost estimates, performance standards, clinical governance safeguards, data and system requirements, and draft specifications or terms for proposed service arrangements.
Define a minimum information set and reporting process covering bed availability, operating service capacity, specialists and other personnel, equipment, diagnostics, critical supplies, and service interruptions.
Link current capacity gaps with approved facility development plans and milestones to support appropriate assignment and monitoring of actions.
Priority Facility Capacity
Identify facilities and services that could be made functional through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Assess demand, readiness, staffing, operating costs, financing requirements, procurement routes, and time to service for identified priority opportunities.
Develop a shortlist of potential investable or contractable opportunities and prepare decision briefs for DOH and relevant LGUs.
Distinguish immediate operational improvements from projects requiring formal feasibility studies, procurement processes, or PPP approval.
Coordinate with relevant technical, finance, legal, and procurement offices in developing recommendations.
Pilot Implementation, Monitoring, and Scale-up
Support DOH in selecting pilot regions and referral pathways based on readiness, regional variation, and potential for learning.
Support participating offices in establishing agreed workflows, preparing staff, developing baseline information, and launching pilot implementation.
Facilitate regular case reviews and support rapid identification and correction of failed referral handoffs.
Monitor referral completion, time to acceptance and service, failed and repeated referrals, patient follow-up, capacity data completeness, financing barriers, and service gaps.
Track both operating performance and progress of actions intended to activate missing facility and service capacity.
Document implementation lessons, costs, decisions required, and minimum readiness conditions for expansion.

About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content
Duration of Engagement
About 6 months
Reporting
The Advisor shall directly report to PHIC's Office of the President and Chief Executive Officer as the clearing house for Agency communications

The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, they will participate in bi-weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the DOS Grants Officer Representative
Qualifications
At least 10 years of relevant work experience, especially in communication strategy development and project management
Demonstrated experience in conceptualizing and running national communication campaigns in the Philippines
Relevant master's degree such as communications, public health, or a related field
Excellent verbal and written communication skills in English and Filipino
Work adaptability, ability to work under tight deadlines, and ability to balance multiple work streams
Relevant regional experience in the Philippines
