About the role
This is a builder’s role, where you'll own both the technical depth and commercial outcomes for some of ElevenLabs' most exciting customers across Southern Europe, sitting at the intersection of product, engineering, and revenue.
You'll get ahead of the problem. You'll dig into how customers deploy ElevenLabs across web, mobile, and their systems, spot the problems before they do, inspire new use-cases and own the solution end to end. You'll own the number too: renewals, expansion and cross-sell. Success here means driving real revenue retention and growth for your book of business.
What this looks like day to day
You'll run onboarding, enablement, and growth across ElevenLabs' full platform, core speech models, creative tools, and Agents. You'll advise customers on production deployment, not just theory, digging into usage and performance data to catch friction early and keep adoption moving.
You'll also own commercial outcomes for a defined book of business against clear targets: Gross Revenue Retention, Net Revenue Retention, cross-sell, and net expansion. You'll spot expansion opportunities early, own renewals and upsells end to end, and work closely with Sales, Engineering, and CS leadership to turn technical wins into revenue.
Requirements
- 5+ years of Customer Success, Account Management or Technical Account Management experience supporting complex B2B SaaS, Developer Tools, or AI/ML products in the Southern Europe region
- Proven experience of owning and managing a defined Book of Business
- Fluent in Spanish, Italian and English (all three languages required)
- Proven experience working across the Southern Europe market. Knowledge of the landscape and cultural nuances
- Familiarity and experience with building and deploying AI agents
- Strong builder mindset - you thrive in ambiguity and being a pioneer, finding ways to innovate across a full region or market to drive revenue outcomes
- Familiarity and experience with API Integrations, and comfort and knowledge of navigating SDKs
- Proven experience working cross functionally with Sales, Engineering, Product, and Marketing teams
- Proven experience driving revenue outcomes, including owning a revenue quota and identifying, qualifying, and closing cross-sell opportunities along with renewals
- Excellent problem-solving, technical, and analytical skills to address customer needs and concerns
- Strong communication and interpersonal skills, with the ability to build and maintain relationships with customers at all levels of an organization
- Self-motivated and able to work independently in a remote or distributed team environment
Location
This role is remote-first, so it can be executed from anywhere in Spain or Italy. If you prefer, you can work from our office in Madrid or fully remote in Italy.

Location: London, United Kingdom - Deliveroo
Our Global Structure
Deliveroo is now part of DoorDash, bringing together teams with even greater reach, scale, and ambition. Depending on your role, you may collaborate with teammates, systems, and leaders across DoorDash and Wolt. Together, we’re unlocking new possibilities as one global team.
Join us in our mission to transform the way people shop and eat, where impact, innovation and growth drive everything we do. Our Product team defines how millions of people experience Deliveroo, turning complex marketplace challenges into simple, high-impact solutions. Working at the intersection of data, design and engineering, we set direction, prioritise what matters most, and deliver outcomes that move the business forward.
We’re looking for a
Staff Product Designer
to join our
Ventures
team in London. You’ll be the senior design voice on an early-stage product, taking it from first concept to a test-market launch and shaping it for global scale.
About Ventures
Ventures is DoorDash’s internal incubator, where we build the next generation of businesses adjacent to our core. We fund small teams with a strong sense of ownership and grow the investment as they hit clear milestones. Early on, teams build a Minimum Lovable Product and prove product-market fit in a single country. Successful initiatives graduate to new resources and new markets, with the chance to become the next billion-euro businesses at DoorDash. Ventures teams are scrappy and ambitious, chase goals that almost feel too ambitious, and thrive on a startup mentality and a high tolerance for ambiguity. We’re now placing bigger and more diverse bets than ever, and we need people with equal ambition and drive to build and scale, or sunset, some of our biggest experiments yet.
What You’ll Be Doing
Direction & Influence
Set the design direction for a new product, turning customer and business inputs into a clear point of view and roadmap, deciding what to build.
Become an expert on local market needs, shaping the experience around how customers and partners behave in each place.
Partner with product, engineering, operations and commercial leaders as a trusted advisor who shapes the roadmap.
Build like a founder: shape success metrics, share weekly updates and present at key business reviews.
Craft & Delivery
Build a differentiated experience that competes with the best in a crowded market where customer expectations are high.
Design a scalable foundation for complex journeys such as payments, onboarding and matching supply with demand.
Turn regulation into design, working with legal, finance and operations to make complex constraints feel simple.
Raise the craft bar by mentoring designers, hosting critiques and building reusable systems and AI-assisted tools.
What You’ll Need to Thrive
0-1 Ownership:
Proven experience taking at least one product from 0-1, across a new product, market or startup.
Craft Mastery:
A portfolio of high-fidelity, shipped work that moved measurable outcomes.
Product Thinking:
You balance customer needs, business goals and feasibility, and frame ambiguous problems.
Bias for Action:
You’d rather ship and learn than polish in isolation.
Systems and AI Fluency:
You design reusable systems, prototype with AI and coach peers to do the same.
Strategic Influence:
You mentor designers and win over partners with differing priorities.
Why Join Us?
At Deliveroo, you’ll do work that matters, solving real-world problems in a three-sided marketplace that’s constantly evolving.
We’re food lovers, problem solvers, community builders and more, brought together by a shared drive to make things better. Working here you can expect to:

About the role
This is a brand new Adoption Strategist role sitting at the intersection of adoption, enablement, scaled programs, and product expertise so we expect the scope to evolve and want someone excited to build as it does. You'll design and run the programs - onboarding tracks, lifecycle campaigns, workshops, adoption playbooks - that drive corporate and mid-market customers to activate their core use case and expand into new ones. Everything you build has to scale across a high-volume book, not be custom to one account. You'll need deep product fluency - enough to be the most credible voice in the room on how to use the product well - without ever owning an account or its technical implementation directly. This is a builder role for someone extremely analytical, comfortable running live enablement at scale, and already advanced with AI tools to automate the systems behind it.
Since this is a new role, we expect the scope to evolve over time - being adaptable and excited to build is a core part of being successful here. Focus areas include, but aren't limited to:
- Drive strong adoption by building and delivering scalable enablement and activation programs that educate customers on best practices, and get them to time-to-value quickly on their core use case
- Develop deep product expertise across the entire ElevenLabs platform, with a focus on ElevenAgents and ElevenCreative - you're a product expert on our existing product and you're constantly the first to learn new products coming to market
- Proactively audit customer agents prompts, configurations, and feature setup to identify gaps, and share recommendations as a value-add service that drives deeper adoption
- Track and drive key leading and lagging adoption metrics, partnering with Revenue Operations to iterate on our reporting capabilities, and use those trends to develop data-driven adoption strategies and playbooks across the customer base in region
- Partner with Account Management and CX to deliver targeted adoption and enablement campaigns, including regional live workshops and webinars, based on opportunities or new product releases
- Engage with external implementation partner and internal teams to help unify adoption strategy across the customer journey (e.g., Solutions Engineering, GTM, Customer Experience, Product Marketing and Engineering)
- Partner with leadership on high-impact initiatives that support the local GTM team and global results
Requirements
- 6+ years in adoption, customer/partner enablement, digital CS programs, enterprise growth or similar role- at an AI-native or highly technical company with a large, low-touch book
- Experience with voice AI, TTS, conversational AI, or developer-facing products
- A track record of building adoption focused programs from the ground up: onboarding tracks, scaled adoption playbooks, self-serve content, and more
- You think in systems but are creative: you're always asking "how do we scale or automate this," and building automations and workflows with AI tools is ingrained in how you work
- Extremely analytical: you identify trends easily and use them to close gaps, surface opportunities or standardize best practices. You also identify data points that aren't yet tracked but would uncover new insights and change strategy
- Comfortable driving cross-functional outcomes without direct authority, working effectively with Account Management, FDE, RevOps, and GTM to move adoption forward
- Experience managing a high-volume book of business at scale, mid-market or commercial segment
- Language Requirements - Must be fluent in Spanish/Portuguese and English
Growth Potential
We believe in hiring the best talent in the world to make an impact in the right role at the right time. At ElevenLabs, strong performance creates opportunities for growth. Here are some of the career paths you can expect after excelling in this role:
- Growth Roles - Regional Adoption Lead
- Other teams: Account Management, Digital CX or Deployment Strategist
Location
This role can be based in Argentina or Brazil
We are an equal opportunity employer and do not discriminate on the basis of race, religion, national origin, gender, sexual orientation, age, veteran status, disability or other legally protected statuses.

ABOUT THE ROLE
We're looking for a senior B2B Growth Marketer to build and scale demand generation for ElevenLabs in the Benelux Region. This is a hands-on, in-region role focused on generating enterprise pipeline, growing our brand with technical buyers, and creating programs that become benchmarks for B2B marketing in AI.
As our first marketing hire in the Benelux Region, your work will shape how Benelux businesses discover, evaluate, and adopt ElevenLabs. The goal is to build repeatable marketing engines that make ElevenLabs the top choice for every enterprise.
WHAT YOU'LL DO
- Build integrated B2B marketing campaigns end to end across Benelux priority industries from strategy and messaging through execution and measurement.
- Localize and execute programs across ABM, content, events, webinars, partner/customer marketing, executive branding, product launches, and outbound - choosing the right channel for the problem rather than owning a single function.
- Adapt global campaigns and messaging for the the Benelux market, and feed local insights (buyer behavior, competitive dynamics, regulatory context) back to the global team.
- Partner closely with local sales and the global product marketing, growth, and design teams to keep messaging consistent and execute high-impact campaigns.
- Own pipeline generation and campaign performance for the market, using data to measure results, run experiments, and continuously improve what works.
REQUIREMENTS
- 4+ years of experience at a high-growth technology company - you've built and scaled B2B demand generation programs that created measurable enterprise pipeline, and you know what moved the needle.
- Ownership Pedigree: You have implemented growth and marketing projects from start to finish and held yourself accountable for the ROI.
- Deep knowledge of the Benelux market: its enterprise buyers, media landscape, and business culture, ideally with an existing network.
- Work well without much process. This role spans multiple marketing functions and needs someone who sets priorities, spots opportunities, and moves quickly as our first marketer in the market.
- Relentless commitment to excellence — a high bar for quality, clarity, and impact.
- Curious about AI, follows the technology ecosystem closely, and has exceptional judgment on what makes marketing stand out.

- Prepare revenue workpapers, audit support, and control evidence; support external audit, walkthroughs, and SOX readiness activities
- Support accounting readiness and UAT for new products, pricing structures, billing models, and partner / channel launches
- Improve and automate recurring revenue processes, reconciliations, documentation, and exception reporting as the business scales
REQUIREMENTS

- Experience leading the revenue close: deferred revenue management, unbilled receivables, journal entry review, and month-end flux analysis
- Track record of partnering with Sales and Legal on contract review and revenue impact assessments
- Experience operating in a pre-IPO or public company environment, with direct exposure to external audit, controls build-out, and revenue accounting documentation
- CPA, ACA, or ACCA qualification (active); Big 4 or public accounting background a strong plus
- Strong systems proficiency; Stripe, Metronome, HubiFi or a comparable revenue recognition tool preferred
BONUS:
- Experience with consumption/usage-based and subscription billing models
- Familiarity with ASC 326 (CECL) and AR accounting in a high-volume SaaS context
- Multi-entity or international revenue accounting background

ABOUT THE ROLE
We’re hiring a Product Manager to own the core ElevenCreative product experience for creators and marketers who sign up, subscribe, and build on their own. Self-serve users make up the majority of ElevenCreative’s user base, and they use the platform to generate and edit speech, music, image, and video across 70+ languages.
You’ll drive growth and adoption across the self-serve product experience, focusing on how users discover what ElevenCreative can do, how they move from a first generation into agents, video, and multi-step creative workflows, and what keeps them coming back and upgrading. There’s no shortage of things we could build. The job is defining the big bets, scoping them well, and shipping them quickly with the team.
PMs at ElevenLabs work in small, highly collaborative teams with minimal process, alongside engineers who have room to build creatively and lead. The scope is broad by design. Some weeks lean toward product, others toward growth or go-to-market work, and you’ll own whatever it takes to make ElevenCreative the best product for its users.
WHAT YOU’LL DO
- Drive growth and adoption of the self-serve product, focusing on onboarding, activation, and upgrade moments, and partnering with growth, lifecycle, and pricing teams where they connect
- Scope and define the big bets for the self-serve product across image, video, music, agents, and editing workflows
- Find the biggest opportunities in the user journey through product data and user behavior, and turn them into clearly scoped projects
- Drive adoption of newer experiences like agents and video, helping users expand from a single product into the full platform
- Work with engineering and design to ship quickly, mocking up early concepts yourself when it speeds things up
- Partner with growth, lifecycle, and social teams on launches and the moments that bring users into new parts of the product
- Define success metrics for your area and track activation, engagement, retention, and conversion to paid plans
- Talk to creators and marketers regularly to understand how they work and where the product falls short, and bring those insights back to the team
REQUIREMENTS
- 5+ years of product management experience on consumer or self-serve products
- A track record of moving growth and adoption metrics through the products you’ve shipped
- Deep familiarity with the creative space and the creators and marketers who use these tools, with a habit of bringing user insights into every product decision
- Experience scoping and defining large, ambiguous bets and owning them end to end
- Design-minded, with a high bar for quality and user experience and the ability to mock up concepts yourself
- Technical fluency to go deep with engineers on how things are built and the tradeoffs involved
- Strong analytical skills and comfort in product analytics tools to find opportunities and measure impact
- A track record of shipping quickly and iterating based on what the data shows
- Ownership pedigree, meaning you drive your own projects fully rather than handing off after the spec
- Curiosity about AI and creative tools, and close attention to how the space is moving

An overview of this role
Help us build the next generation of authentication services at GitLab. As a Senior Backend Engineer on the Authentication team, you'll build authentication features across the Rails monolith and GATE. GATE is our new service for issuing and validating tokens and managing identities, designed to support every GitLab deployment model.
You'll expand authentication mechanisms, including support for identities used by artificial intelligence (AI) agents. You'll also help keep GitLab and its customers secure by building access management tooling and addressing vulnerabilities reported through our HackerOne program.
GATE will become the foundation for token issuance, validation, and identity services across GitLab.com multi-tenant software as a service (SaaS), Self-Managed, Dedicated, and air-gapped environments. Your work will affect core components that customers, users, and GitLab teams rely on.
Some of our projects include:
Building GATE as the centralized service for token issuance and validation
Consolidating tokens and migrating authentication paths out of the Rails monolith
Building passkeys and passwordless authentication
Developing composite identities that combine machine and human authorization for AI
Improving service accounts and secure automation
Enhancing Security Assertion Markup Language (SAML), Lightweight Directory Access Protocol (LDAP), OpenID Connect (OIDC), and System for Cross-domain Identity Management (SCIM) capabilities for automated user provisioning and single sign-on (SSO)
What you'll do
Shape the roadmap for GATE and GitLab's authentication services with the team.
Design and implement token issuance, validation, and identity services in Go and Ruby across the Rails monolith and GATE, including new authentication mechanisms such as Workload Identity Federation.
Migrate authentication and token management paths from the monolith into GATE while maintaining reliability across all deployment models.
Build authentication mechanisms from the ground up, such as Workload Identity Federation.
Strengthen security for users and organizations through access management tooling and by addressing vulnerabilities reported through our HackerOne program.
Define and improve standards for style, maintainability, and engineering practices in a high-scale environment, and advocate for them through code review.
Communicate publicly about GitLab initiatives, projects, and contributions from people not working for GitLab Inc. Reflect GitLab's values in these communications.
Ship moderately sized features and improvements with moderate guidance and support from other team members, and collaborate on larger projects, including the build-out of GATE.
Participate in the maintainer trainee program at your own comfortable pace while working toward becoming a project maintainer.
What you'll bring
Professional experience with Go and/or Ruby in scaling or mission-critical SaaS products.
Familiarity with authentication and authorization technologies or techniques, such as OAuth, OIDC, SAML, SSO, SCIM, LDAP, JSON Web Tokens (JWTs), role-based access control (RBAC), or identity and access management (IAM).
Knowledge of token systems, cryptographic signing, and key management.
Experience building or contributing to a service from concept to production, including proposal, discussion, and execution.
Proficiency in written and verbal English, with the ability to communicate complex problems and solutions clearly in a remote, largely asynchronous work environment.
Experience diagnosing, preventing, and resolving performance and optimization problems.
Experience working in an iterative software development process, managing your work effectively, staying organized, and following through on priorities.
About the team
Our mission is to empower GitLab system administrators with the toolkit they need to create their desired balance of security and accessibility for their GitLab experience.
Authentication is the first impression a new customer has when they configure a new GitLab instance. We aim to make it as seamless as possible, from that first login to onboarding users and managing security rules for their instance in a secure, flexible, and scalable way.

About Anthropic
Anthropic’s mission is to create reliable, interpretable, and steerable AI systems. We want AI to be safe and beneficial for our users and for society as a whole. Our team is a quickly growing group of committed researchers, engineers, policy experts, and business leaders working together to build beneficial AI systems.
About the role
As a Partner Account Manager for AI-Native and Boutique SI Partners at Anthropic, you will own the relationship with a portfolio of our key AI-native and boutique systems integrator partners. These are the specialist services firms enterprises turn to when they want to design, build, and deploy production-grade AI with Claude, and they are among the fastest-moving partners in our ecosystem. Your job is to turn each of those relationships into a growing joint business: a shared plan, a healthy pipeline, and customers in production.
This is a commercial role first. You will build joint business plans with partner leadership, work with your partners' sales teams on live opportunities, team up with Anthropic's Partner Sales team to bring those partners into the right accounts, and keep a clear, accurate view of how each partner is performing. You will work closely with our Partner Sales, Partner Programs, Partner Support, Partner Activations, and Partner Success teams so your partners get the full value of what Anthropic offers, and you will bring what you hear from partners back to those teams.
This role reports to the Head of Boutique & AI-Native SIs and works closely with sales, product, and applied AI teams to make sure our SI partners are equipped to win and deliver transformative AI solutions for their clients.
Responsibilities
Partner Development and Go-to-Market
Own and manage relationships with a portfolio of key AI-native and boutique SI partners, from practitioners through to founders and executive leadership
Develop and execute joint go-to-market strategies that drive partner-sourced and partner-influenced pipeline
Lead partner business planning, including setting mutual goals, identifying target accounts, and defining success metrics
Work directly with your partners' sales teams to identify opportunities and support deal progression
Partner closely with Anthropic's Partner Sales team, who lead introductions and co-sell with our account executives and account teams, so your partners are positioned on the right accounts and opportunities
Run a regular operating cadence with each partner, including business reviews against the joint plan
Cross-Functional Partnership
Work hand in hand with Partner Sales as your primary go-to-market counterpart. You own the partner relationship and the joint business plan; Partner Sales works with Anthropic's sales leaders, account executives, and solutions architects to bring your partners into deals at the right time with clear roles, and owns co-sell execution and the partner-linked pipeline and forecast
Work side by side with Partner Success Leads on the partners you share. You own the overall partner relationship and the commercial plan; the Partner Success Lead owns each customer engagement from partner match to completed outcome, including delivery quality and the customer's Claude usage
Build executive-level trust with each partner's practice and delivery leadership together with Partner Success, so that when an engagement needs the partner to restaff, escalate, or invest, the ask is taken seriously
Align with Partner Success on how each partner's Claude practice is growing, including certified bench depth, a repeatable offering in a chosen industry lane, and published customer stories, and carry that into the joint business plan and go-to-market
Bring the commercial view to the quarterly practice reviews Partner Success runs with each partner, so the partner hears one set of joint goals across pipeline, completed engagements, customer adoption, and certified practitioners
Keep the handoffs clean: with Partner Sales when a partner deal closes, and with Partner Success when an engagement is matched to one of your partners, so both teams have what you know about the partner's strengths, capacity, and proof points
Work with Partner Programs to help your partners understand and progress through Claude Partner Network tiers, requirements, and benefits
Work with Partner Activations to bring your partners into the customer engagements where they can have the most impact
Work with Partner Support to get partner questions and issues resolved quickly, and to spot patterns worth fixing at the source
Work with Partner Enablement so partners have the training, certification pathways, and technical resources they need to build and deliver with Claude
Serve as the voice of your partners inside Anthropic, informing program, enablement, and product priorities
Partner Operations and Performance Tracking
Maintain accurate tracking of partner-sourced and partner-influenced revenue using our existing systems, tools, and processes, including deal registration and CRM discipline
Keep partner performance dashboards and reporting current, and use them to run partner reviews and internal updates
Follow our standard operating procedures for partner activities, and help keep them documented and up to date
Maintain partner data integrity and consistent measurement across your portfolio
Track KPIs for each partner and for the overall health of your portfolio
Assess partner contribution, engagement, and growth potential using established frameworks, and recommend where Anthropic should invest
Track and report the return on partner investments such as funding and enablement, and give Partner Success your recommendation on funding requests from your partners
Identify opportunities to improve how we work with partners and bring them to the teams that own those programs
You may be a good fit if you have
5+ years of experience in partner development, channel management, or partner management
Demonstrated success driving revenue through partners, with pipeline and bookings results you can point to
Experience working with systems integrators, consulting firms, or similar enterprise-focused services partners
Strong business acumen, with the ability to support deal progression and navigate complex partner relationships
A commercial orientation: you are a business driver first and a relationship manager second, and you are comfortable asking a partner to invest in its own capability
Strong analytical skills, with experience tracking KPIs, working from dashboards, and using data to decide where to spend your time
Outstanding communication and relationship-building skills at all levels, from partner practitioners to founders and executives
A track record of working well across functions to get things done for partners without owning every team involved
Experience with CRM systems and partner relationship management tools
Comfort with ambiguity and a fast-changing environment
Low ego, high curiosity, and a habit of making the people around you better
Willingness to travel to support partner relationships and joint customer engagements
Strong candidates may also have
Experience in AI, cloud platforms, or other high-growth technology categories where partner enablement and technical differentiation are critical
A background working at or with AI-native services firms, boutique consultancies, or systems integrators
An understanding of how boutique services firms run, including how they staff, price, and fund a new practice
An understanding of enterprise sales cycles and how partners influence complex, multi-stakeholder deals
Hands-on familiarity with Claude, Claude Code, and how enterprises build and deploy LLM applications
Experience at a high-growth company where the program was still being built
Passion for AI and an understanding of how enterprises are adopting AI technologies

How we're different
We believe that the highest-impact AI research will be big science. At Anthropic we work as a single cohesive team on just a few large-scale research efforts. And we value impact — advancing our long-term goals of steerable, trustworthy AI — rather than work on smaller and more specific puzzles. We view AI research as an empirical science, which has as much in common with physics and biology as with traditional efforts in computer science. We're an extremely collaborative group, and we host frequent research discussions to ensure that we are pursuing the highest-impact work at any given time. As such, we greatly value communication skills.
The easiest way to understand our research directions is to read our recent research. This research continues many of the directions our team worked on prior to Anthropic, including: GPT-3, Circuit-Based Interpretability, Multimodal Neurons, Scaling Laws, AI & Compute, Concrete Problems in AI Safety, and Learning from Human Preferences.
Come work with us!
Anthropic is a public benefit corporation headquartered in San Francisco. We offer competitive compensation and benefits, optional equity donation matching, generous vacation and parental leave, flexible working hours, and a lovely office space in which to collaborate with colleagues.

LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:

Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.
Develop practical financing and agreement options with PhilHealth, LGUs, health boards, and participating facilities.
Clarify proposed payment responsibilities, contracting or disbursement arrangements, required approvals, and approaches for tracking cases and payments, subject to applicable laws, regulations, and approval of the responsible authorities.
Command Center Operating Model
Define the proposed operating model for a regional patient navigation and referral center, including hours of operation, clinical triage and escalation, nonclinical call handling, case ownership, quality assurance, workforce requirements, supervision, training, data protection, and continuity arrangements.
Define interfaces between the command center, health facilities, patient navigation mechanisms, and emergency response systems.
Compare in-house, outsourced, and hybrid models for appropriate call center and coordination functions.

Priority Facility Capacity
Identify facilities and services that could be made functional through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Assess demand, readiness, staffing, operating costs, financing requirements, procurement routes, and time to service for identified priority opportunities.
Develop a shortlist of potential investable or contractable opportunities and prepare decision briefs for DOH and relevant LGUs.

About the Position
The Philippines is advancing Universal Health Care (UHC), including by embedding tuberculosis (TB) control and global health security (GHS) into its primary health care system. To move this forward, the Philippine Health Insurance Corporation (PHIC) is developing and piloting UHC financing reforms. This includes policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
The UHC policy and financing reforms include network contracting and the shift to Health Care Provider Networks. These reforms show PHIC's commitment to strengthening its strategic purchasing role. The PHIC needs a Senior Health Policy and Financing Advisor to speed up these priorities.
The Health Policy and Financing Advisor will directly report to PHIC’s Office of the President and Chief Executive Officer (OPCEO) as the technical review and clearing house for policies and PhilHealth benefit enhancements. The Advisor will work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.

Develop guidelines and facilitate fair and transparent selection of pilot sites. Consider TB burden and health security risk as possible selection factors.
Develop baseline status assessment templates for usage by PhilHealth Regional Offices. Consider including indicators on TB service capacity (screening, diagnostics, treatment, and preventive treatment) and emergency preparedness.
Develop delineation of roles and responsibilities between the DOH and PhilHealth in implementation and monitoring and evaluation of the pilots.
Support Policy Development for Pillar 2.
Project management of identified priority initiatives under the Unified National Agenda
Coordinate and liaise with the appropriate PHIC offices to address technical, operational, legal, or actuarial risks for alignment and resolution.
Support the policy units to ensure adherence to timelines for policy development, approval, and cascade.
Organize and attend meetings as necessary to ensure regular discussions and alignment between OPCEO directives and the offices involved in policy development.
Review existing PhilHealth TB benefits. Recommend ways to fold them into network contracting, DRGs, and global budgets, and to design payment approaches that reward case detection and treatment completion and engage private providers.

About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content

The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month.
