Provide technical leadership across multi-disciplinary teams, clearly articulating risks, tradeoffs, and recommended solutions to engineering leaders, business stakeholders, and audiences without a security background.
Required Qualifications

Working knowledge of AI/ML security concepts and the ability to evaluate security risks in generative AI, LLM, and agentic system architectures, including data flows, trust boundaries, model access, and tool integrations.
Strong critical thinking, risk prioritization, communication, and influence skills, with the ability to lead through ambiguity and work effectively across global, cross-functional teams.

About the Team
You will join our global Web3 growth and ecosystem team and support the global growth and ecosystem development of broader Web3 initiatives.
This is a global role working closely with cross-functional teams across multiple markets and regions to identify opportunities.
Responsibilities will be carried out in accordance with applicable laws, regulations, and company policies.
Role Overview
This is a global Web3 growth and ecosystem role, based in Hong Kong and operating across markets. We are looking for a globally minded operations professional who is deeply involved in the on-chain ecosystem, understands diverse on-chain user communities, and can independently plan and execute campaigns across regions.
You will work around X Layer and OKX Wallet to connect ecosystem projects, communities, and users worldwide; bring high-quality applications to real users; and turn campaign participation into sustained on-chain usage and ecosystem growth.
This focuses respectively on public blockchain ecosystem partnerships and operations and global Wallet user growth and campaign operations. Both require strong ecosystem knowledge, cross-market user insight, and end-to-end campaign execution capabilities.
What You’ll Be Doing
Ecosystem Research and Opportunity Identification
: Continuously track leading public blockchains and sectors such as DeFi, on-chain trading, and consumer applications across global markets. Identify projects with product value, an established user base, and growth potential, and develop actionable partnership and operational plans.
Ecosystem Partnerships and Development
: Build and maintain relationships with project teams, communities, and ecosystem partners across regions. Drive globally scalable co-marketing campaigns, application promotion, and user education, while continuously tracking post-launch activity and growth.
Global User Insights and Operations
: Engage deeply with on-chain user communities across markets to understand the motivations, decision-making habits, and barriers faced by different user segments. Establish user segmentation and feedback mechanisms, and optimise the conversion journey from first-time experience to ongoing usage.
Campaign Planning and Execution
: Independently lead global and regional ecosystem co-marketing campaigns, on-chain quests, trading campaigns, community incentive programs, AMAs, and online/offline events. Own target-setting, campaign mechanics, budget planning, resource coordination, launch execution, and post-campaign analysis.
Growth and Data Analysis:
Define metrics around qualified new users, first on-chain interactions, activity, retention, and partner-project growth. Evaluate performance using on-chain and product data, and continuously optimize participation requirements, incentive mechanisms, and operational investment.
Cross-Functional Collaboration: Partner with global Product, Engineering, Design, Marketing, Data, and regional teams to turn user feedback into product and operational improvements, ensuring a seamless connection between campaigns and the product experience.
What We Look For In You
Experience in Web3 ecosystem operations, user growth, community operations, or campaign operations. Able to provide complete case studies of projects personally led, with verifiable results.
Long-term, hands-on participation in the on-chain ecosystem. Proficient in using wallets, DEXs, cross-chain bridges, and mainstream DApps; understands core concepts such as token approvals, gas fees, slippage, and liquidity; and can independently conduct product-experience and user-journey analysis.
Familiarity with on-chain users and their communities. Understands behavioral differences among trading-focused, DeFi-focused, and task-driven users, and can distinguish short-term, incentive-driven participation from needs that support sustained usage.
Understanding of public blockchain ecosystem-building dynamics, including project onboarding, application distribution, user acquisition, liquidity, and communities. Able to design partnership proposals that create value for both project teams and users.
Proven experience independently planning and executing campaigns. Able to clearly articulate campaign objectives, target audience, mechanics, budget, execution process, and final outcomes, and propose improvements based on post-campaign reviews.
Strong data mindset, with the ability to analyze operational conversion funnels, user retention, and campaign costs. Accountable for genuine user growth and business outcomes.
Strong communication, project-management, and execution skills; able to drive projects in a fast-paced, globally distributed, cross-functional environment. Professional English communication and copywriting skills are required to work effectively with international projects, communities, and internal stakeholders. Additional language capabilities and experience operating across multiple markets are advantageous.
Preferred Global Experience
Deep involvement in on-chain ecosystems such as RWA and Meme, with an understanding of user personas, community culture, asset issuance, and trading mechanics across different sectors. Relevant project operations or growth experience is preferred.
Ongoing attention to and hands-on experience with emerging protocols such as Tapeout. Able to analyze product mechanics, user participation journeys, and growth opportunities, and translate these into concrete partnership or campaign proposals.
Experience in Meme community operations, trend-based campaign planning, or on-chain trading campaigns. Able to manage communication timing and drive community participation and user conversion.
Experience in user education, ecosystem partnerships, or campaign planning for RWA projects. Able to translate complex product mechanisms into clear, easy-to-understand content and participation flows.
An active global network of on-chain users, project teams, trading communities, or content creators, with the ability to independently drive cross-market partnerships and produce verifiable growth results.
Demonstrated success in converting early momentum around emerging sectors or protocols into Wallet usage, on-chain interactions, and sustained retention.

We are EnerMech, a specialist service company that delivers safe, integrated solutions for complex energy projects. For over 50 years, we have supported our clients across the world with unrivalled expertise, equipment, and technology throughout the entire asset lifecycle – both offshore and onshore.
Operating through our global business lines of Energy Solutions, Infrastructure & Industrial Solutions, and Lifting Solutions, we provide a broad range of specialist services including cranes, lifting, fluid power, training, equipment rental, pipeline, process, subsea, and valve services.
At EnerMech, we are driven by operational excellence, innovation, and technical expertise, delivering value through integrated solutions that reduce risk, improve efficiency, and enhance performance for our customers worldwide.
About the role
Enterprise Business Systems (EBS) is EnerMech’s global transformation and technology function. It supports 25 legal entities across four regions and covers infrastructure, cybersecurity, application management, service desk support, transformation initiatives, and enterprise data and intelligence.
As PMO Manager, you will be at the center of how EBS decides what to work on and how that work gets delivered. You will run demand intake and prioritization, give leadership a clear view of the portfolio and capacity, and keep our governance forums working well. You’ll do this while the function delivers major technology and data platform programs. Reporting to the VP Transformation & EBS, this is a hands-on role for someone who brings structure and rigor and still makes governance easy for the business to engage with.
Key responsibilities:
Demand management: Own the EBS demand management process. Make sure every business request is captured, assessed, prioritized, resourced and governed to delivery. Work with business and technology leaders to help them make prioritization decisions that weigh demand against capacity, strategy and operational need.
Portfolio management: Keep a complete, accurate view of the EBS project portfolio, covering status, milestones, risks, budget, benefits and delivery performance. Lead portfolio health reviews that bring dependencies, resource constraints and delivery risks to the surface early and drive mitigation.
Resource management: Plan and optimize resourcing across EBS teams, contractors and third-party partners. Support annual technology planning, budgeting and roadmap development with demand forecasting and capacity modelling.

We're scaling through Pods: small, autonomous, cross-functional teams that operate like startups within the company. Each Pod brings together Product, Engineering, Data, Design, Growth, and business expertise to solve meaningful problems, move quickly, and deliver measurable results.

Working closely with the CEO and executive leadership, you'll have the autonomy to drive execution, challenge assumptions, and ensure your Pod focuses on what matters most.
Your success won't be measured by how much your team ships, but by the impact it creates.
What You'll Own

Identify high-impact opportunities across Product, Growth, AI, and business operations.
Balance speed, quality, customer experience, and commercial impact.
Partner directly with executive leadership to adapt strategy as the business evolves.
Pod Delivery:
Own your Pod's execution, prioritization, and delivery cadence.
Drive planning, standups, demos, and retrospectives without unnecessary process.
Remove blockers, manage dependencies, and keep the team moving.
Ensure the Pod consistently launches, learns, and delivers meaningful results.
Prioritization & Decision Making:
Make high-quality decisions with incomplete information.
Prioritize opportunities based on customer value, business impact, and available resources.
Allocate work effectively across the Pod.
Challenge assumptions, navigate trade-offs, and know when to build, iterate, or change direction.
Team Leadership:
Build a high-performing, collaborative team with a strong sense of ownership.
Empower specialists across disciplines to do their best work.
Coach team members, provide feedback, and establish clear expectations.
Foster a culture of accountability, curiosity, continuous learning, and execution.
Cross-Functional Collaboration:
Work closely with Engineering, Product, Data, Design, Marketing, Finance, Operations, and commercial teams.
Build alignment across Pods and business functions.
Resolve challenges quickly and keep teams focused on shared outcomes.
Connect technical execution with customer needs and business priorities.
Executive Communication:
Serve as the primary point of contact for Pod progress and performance.
Communicate results, priorities, risks, and trade-offs clearly.
Present product demonstrations, business insights, and recommendations.
Keep leadership informed while maintaining autonomy and speed.

LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content
Duration of Engagement
About 6 months
Reporting
The Advisor shall directly report to PHIC's Office of the President and Chief Executive Officer as the clearing house for Agency communications
The Advisor will work day-to-day with PHIC's information/communications department.
For communication products that incorporate TB and GHS, the Advisor will coordinate with the DOH National TB Program, Epidemiology Bureau, Health Promotion Bureau and the U.S. Embassy Manila – Department of State point of contact.
The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, they will participate in bi-weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the DOS Grants Officer Representative
Qualifications
At least 10 years of relevant work experience, especially in communication strategy development and project management
Demonstrated experience in conceptualizing and running national communication campaigns in the Philippines
Relevant master's degree such as communications, public health, or a related field
Excellent verbal and written communication skills in English and Filipino
Work adaptability, ability to work under tight deadlines, and ability to balance multiple work streams
Relevant regional experience in the Philippines

About the job
We have launched Keet Mobile on iOS and Android, bringing our full P2P technology stack to everyone. Keet Mobile is not your average app: it’s heavy lifting is performed by a custom JS runtime specially designed for peer-to-peer usage (in fact, it reuses 100% of Keet Desktop’s code!). The UI logic, on the other hand, is 100% React Native, giving us flexibility and the ability to iterate quickly.
We believe this pattern opens the door to huge possibilities in the future, and we need your help getting there!
