BUILDING THE FUTURE OF OPEN FINANCE
Payward - the parent company behind Kraken, NinjaTrader, Breakout, xStocks, Payward Services and CF Benchmarks - has spent the last 15 years building one of the most modern and globally accessible financial infrastructure platforms in the industry, built to advance an open, global financial system.
THE TEAM
Founded in 2011, Kraken is one of the world's longest-standing crypto platforms, trusted by over 10 million individuals and institutions across the globe. It offers spot trading, margin, futures, staking, and OTC services, with products built for both individual investors and institutional clients.
Kraken and Payward VIP team supports the firm’s highest-value private clients: high-net-worth individuals who expect a premium, secure, and deeply tailored experience. We ensure Kraken remains the exchange of choice for VIPs through white-glove relationship management, personalized trading enablement, and high-impact benefits.
We are looking for a Head of VIP, Asia to lead and grow Payward VIP presence across the region. This is a player-coach role: you will build and lead a small, high-performing team while personally owning strategic client relationships, originating new business, and shaping the regional growth playbook.
You will set the standard for how Kraken serves, retains, and grows its most valuable private clients in Asia. You will be equally comfortable in a senior client meeting, building an introducer network, coaching a relationship manager, hosting a VIP event, and partnering internally to remove the product or operational barriers that cost us high-value business.
Payward VIP program is unique, and we intend to keep it that way. We don’t copy what other exchanges and desks do. You’ll take what makes our program different and adapt it to how Asia’s VIP clients actually trade, network, and build trust. That means testing new ideas, learning fast, dropping what doesn’t work, and scaling what does. If you’re bold, comfortable with ambiguity, and humble enough to fail fast and move on, this is your seat.
THE OPPORTUNITY
- Lead, coach, and develop VIP relationship managers in Asia; establish clear standards for client coverage, pipeline management, service quality, and commercial performance.
- Build the operating model for VIP growth across Asia, including territory coverage, account segmentation, referral strategy, events, and performance reporting.
- Own regional AOP growth, net deposits, client assets, trading volume, retention, and revenue performance.
- Build a repeatable pipeline of qualified high-value clients through direct outreach, referrals, introducers, family offices, proprietary trading firms, OTC desks, miners, project treasuries, and high-volume traders.
- Represent the voice of Asia’s VIP client base internally: identify competitive threats, regional market dynamics, product gaps, and opportunities that influence where private-client capital trades.
PERSONALLY OWN STRATEGIC CLIENT RELATIONSHIPS
- Own and grow Kraken's most strategically important private client relationships across Asia, bringing our full VIP offering - ranging from trading and asset management to other services - to market locally, within Kraken's compliance and risk framework.
- Serve as the senior relationship owner for Kraken’s largest and most strategically important private clients across Asia.
- Bring Kraken’s VIP and private-client offering to market locally, including spot, margin, futures, OTC execution, earn and yield opportunities, lending, and tailored benefits.
- Build trusted, durable relationships while ensuring every client interaction and commercial initiative operates within Kraken’s licensing, compliance, and risk framework.
BUILD REGIONAL PRESENCE AND PARTNERSHIPS
- Develop Kraken’s presence in Asia’s VIP trading and investor communities, including private trading groups, investor clubs, KOL and trader networks, and closed-door investor circles.
- Design and lead high-quality regional programming, including VIP dinners, trader meetups, conference-adjacent events, and partner activations, in collaboration with Marketing and Regional teams.
- Build and manage introducer and referral partnerships that create a durable source of qualified VIP opportunities.
- Partner with Product, Marketing, Compliance, Banking, Client Service, and Operations to launch regional growth initiatives and improve the client experience.
WHAT YOU BRING
- 7+ years of experience in VIP relationship management, private banking, brokerage, private-client sales, account management, or business development, including meaningful experience in crypto or digital assets.
- Demonstrated people leadership experience, with the judgment and practical coaching ability to lead a small team while remaining hands-on with strategic clients and revenue opportunities.
- A strong personal network among Asia’s crypto HNWIs, traders, family offices, OTC desks, funds, or trading communities. Experience across Greater China, Hong Kong, Taiwan, or Singapore is especially valuable.
- A proven record of personally originating and converting new business, not solely servicing an existing client book.
- Deep knowledge of crypto market structure and trading solutions, including spot, margin, futures, OTC, lending, tokenized equities, and yield/earn products.
- Strong commercial judgment and comfort managing KPIs including assets on platform, net deposits, revenue, trading volume, retention, pipeline conversion, and client portfolio growth.
- Native or near-native Mandarin and fluent English.
- Comfort operating across multiple regulated Asian jurisdictions, with sound judgment on when to engage Compliance and Risk partners early.
- Willingness to travel up to 30% across the region for strategic client meetings, events, and conferences.
Unless a specific application deadline is stated in the job posting, applications are accepted on an ongoing basis.
Please note, applicants are permitted to redact or remove information on their resume that identifies age, date of birth, or dates of attendance at or graduation from an educational institution.
We consider qualified applicants with criminal histories for employment on our team, assessing candidates in a manner consistent with the requirements of the San Francisco Fair Chance Ordinance.
OUR COMMITMENT
Payward is powered by people from around the world and we celebrate the diverse talents, backgrounds, contributions, and unique perspectives that everyone brings to the table. We hire based on merit, seeking out people with the right abilities, knowledge, and skills for the job. We encourage you to apply for roles where you don't fully meet the listed requirements, especially if you're passionate or knowledgeable about crypto.
We may ask candidates to complete job-related skills or work-style assessments as part of our hiring process. These assessments evaluate competencies relevant to the role and are applied consistently across candidates for similar positions. Results are considered alongside experience and interviews, and are not the sole basis for any employment decision.

THE TEAM
Kraken's Consumer Creative & Design team owns end-to-end creative execution for Kraken Consumer and Krak. Our disciplines cover performance ad creative, brand and static design, 3D design, motion design, AI video creative and web design. We turn growth strategy into creative that converts across paid, owned and organic surfaces. We work closely with Product Marketing, Performance Marketing, Content & Social, Lifecycle and our regional leads, and we hold the line on brand and messaging quality on everything that ships.
THE OPPORTUNITY
As our Staff Brand Designer, you come to the table with a strong design vision and set the visual standard for Kraken. You design static work and simple 3D assets for launches, campaigns and always-on activity, and you make sure it looks like one brand wherever someone meets it. You can take a brief or proactive idea to a finished, approved asset set, and you're equally comfortable building a clean, systemized layout in Figma and creating simple static 3D assets in Cinema 4D or Blender.
You report to the Creative Lead, Consumer Creative & Design, who gives you direction, feedback and cover in reviews. This is a senior individual contributor role with no direct reports. Senior here means craft and ownership: you set the bar for brand and visual quality on the team, you build systems others can work from, and you're the person colleagues come to with design questions.
WHAT YOU'LL DO
- Design static 2D creative and simple 3D assets for Kraken Consumer and Krak across product launches, campaigns, promotions and always-on activity.
- Create simple static 3D assets in Cinema 4D or Blender, using ready-made models and elements where appropriate, and contribute to reusable asset libraries and templates.
- Apply and extend the Kraken Consumer brand across surfaces, from organic social, lifecycle and web to illustration and foundational projects like key visual updates, keeping everything cohesive and recognizable without making it repetitive.
- Design initiative-specific work, including a distinct look and partner-branded assets for launches such as IPOs, and purpose-built illustration for go-to-market and product moments.
- Build scalable systems: Figma component libraries, marketing templates and modular campaign kits with localization-ready layouts, so other designers, other teams and our automated workflows can produce on-brand work quickly.
- Use AI-assisted production as a core part of how the brand gets made, and know when it speeds the work up and when it doesn't.
- Bring ideas to briefs rather than executing them literally. Push back with a point of view when a brief is unclear or the idea can be stronger.
- Version and localize work across markets, languages and formats, with layouts that hold up under translation and market-specific requirements.
- Partner with Product Marketing, compliance and regional teams to get work approved without losing the idea.
- Collaborate closely with our motion, web, performance and AI video designers so 3D and static work travels well across formats.
- Hold a high craft bar on your own work and give clear, constructive feedback on others'.
WHAT YOU'LL BRING
- 7+ years of brand and static design experience at a high-volume in-house team or agency, ideally in fintech, crypto or another regulated category (a competitor or similar company is a big plus).
- A portfolio that proves it, submitted with your application. Include the brief or objective alongside the work and the result where you're able to share it. We'd like to see brand and static work, at least one simple 3D piece with a short note on your process, an example of work you adapted for multiple formats or markets, and an example of a system or template set that other people built from.
- Basic to intermediate capability in Cinema 4D or Blender and the surrounding 3D workflow, including modeling, lighting, materials and rendering, with work or personal projects to show for it.
- Expert-level Figma: components, auto layout, variables, and files that are easy to hand off and build on.
- Strong layout, hierarchy, type and composition that hold up at small sizes and in multiple languages.
- Hands-on experience with AI-assisted production tools, and good judgment about where they belong in a workflow.
- Comfort working inside regulatory constraints, including layouts that accommodate risk warnings, disclaimers and market-specific requirements without compromising the design.
- Working fluency in Adobe CC (Photoshop, Illustrator, and After Effects for light motion).
- Speed without sloppiness. You're comfortable with fast turnarounds, several review rounds and late changes.
- A solid instinct for plain language and clear communication: value first, no hype, no jargon.
- Curious about investing and crypto at a minimum, and able to make the space legible to others.
Unless a specific application deadline is stated in the job posting, applications are accepted on an ongoing basis.
Please note, applicants are permitted to redact or remove information on their resume that identifies age, date of birth, or dates of attendance at or graduation from an educational institution.

Kraken Pro is where serious traders live. Millions of them. But a great product only wins if the right traders find it, trust it, and actually fund an account. Right now, our organic engine isn’t pulling its weight.
You’re going to fix that.
THE OPPORTUNITY
We’re seeking a hands-on Head of Organic Growth to own how Kraken Pro gets discovered and how curious traders become active ones. At Kraken, understanding our brand ethos, mission, and the traders we serve is essential. Organic is where brand and acquisition meet.
We’re looking for a player-coach who moves fast but thinks long-term, gets in the weeds while leading from the front, and knows that traffic means nothing if it doesn’t convert. This role demands sharp B2C acquisition instincts, a product-first mindset, an obsession with UX, and a self-starter attitude.
- Own organic acquisition. Build and run the strategy across SEO, content, social, community, referrals, and partnerships to bring high-intent traders to Kraken Pro.
- Find out if people convert. Map the funnel from first touch to first trade, report on it clearly, and figure out where traders drop off and how to win them back.
- Make UX your edge. Work with Product and Design to audit and improve landing pages, sign-up flows, onboarding, and in-product moments. Great acquisition dies in bad UX, and you know it.
- Acquire through brand. Make every growth channel a brand-building one. Reach is easy to buy; trust is what makes traders stay.
- Know the product cold. Use Kraken Pro like a trader would, understand what makes it better, and turn those strengths into growth levers.
- Lead a lean, scrappy team. Set direction, coach, and unblock a small team, while staying hands-on enough to ship, test, and fix things yourself.
- Test and learn. Run experiments across channels and funnel steps, double down on what works, and kill what doesn’t.
- Report what matters. Build clear dashboards and insights that show leadership what’s driving growth, what isn’t, and what to do next.
- Ship responsibly. Partner with Legal/Comms to ensure compliant, accurate, and aligned messaging across regions and platforms.
WHAT YOU’LL BRING
- 5+ years in B2C acquisition or growth marketing, ideally in fintech, crypto, trading or gaming with experience in a player-coach role leading a small team.
- Product savvy. You understand how products work, why people use them, and how to turn features into growth.
- UX instinct. You can spot friction in a flow from a mile away and brief Product and Design on how to fix it.
- High AI competency. Enabling you to multiply your impact and keep up with demand.
- Analytical rigor. Comfortable with funnels, cohorts, attribution, and experimentation, and able to turn data into decisions and clear stories.
- Speed under pressure. Markets don’t wait for approval cycles and neither do you.
- Range as a marketer. SEO, content, social, lifecycle, partnerships. You know enough about each to direct the work, and you can roll up your sleeves when needed.
- Taste. Knowing which channels and tactics not to pursue is as valuable as knowing which to scale.
- Familiarity trading culture, and the language traders use.
- Strong communication and leadership skills, with the ability to align cross-functional teams around a shared growth goal.
Unless a specific application deadline is stated in the job posting, applications are accepted on an ongoing basis.

THE TEAM
Founded in 2011, Kraken is one of the world’s longest-standing crypto platforms, trusted by over 10 million individuals and institutions across the globe. Offering spot trading, margin, futures, staking, and OTC services, with products built for both individual investors and institutional clients.

Join our Product and Regulatory Legal team, embedded with Kraken's Product, Design and Engineering teams to ship novel products and experiences that accelerate the global adoption of crypto. We are a tight, experienced group of lawyers from a diverse range of tradfi, fintech and crypto backgrounds who move fast, stay curious and take pride in the commercial accountability of our advice, partnering directly with Product, senior leadership and Compliance to chart clear, defensible paths to launch and to keep our licensed entities running smoothly.
This is a senior product-facing legal role for the European Union. You will be the lawyer the business trusts on questions that cut across several regimes at once: for example, a single product such as a tokenised equity, a card, or an institutional custody and prime brokerage service can touch the Markets in Financial Instruments Directive ("MiFID II"), the Markets in Crypto-Assets Regulation ("MiCA"), the Payment Services Directive ("PSD2"), the Electronic Money Directive ("EMD2") and banking rules at the same time. You will bring clarity on which regime applies, what it requires, and how to launch within it.
THE OPPORTUNITY
Reporting to the Head of Product Legal, you will act as a senior legal adviser to European leadership on new products, licensing structure and regulatory strategy.
- Own cross-functional product counselling for European Union launches from discovery to design, launch and iteration, giving Product, Engineering, Compliance and leadership decision-ready advice with clear options and risk trade-offs
- Advise on the regulatory perimeter and classification of new offerings across MiFID II and the Markets in Financial Instruments Regulation ("MiFIR"), MiCA, the European Market Infrastructure Regulation ("EMIR"), payment services and electronic money rules, and banking regulation, including where an instrument or service falls between regimes (for example tokenised securities, crypto-asset derivatives, margin and financing, and stablecoin-linked products)
- Advise on payments and electronic money offerings, including the Krak card and account propositions, safeguarding, open banking and account-access obligations, and the developing Payment Services Directive 3 and Payment Services Regulation framework
- Advise on banking-related questions that arise in the European Union, including bank partnerships and sponsor-bank arrangements, deposit-taking and lending perimeter questions, the Capital Requirements Regulation and Directive, and the interaction of these rules with our custody, prime brokerage and financing products
- Monitor and interpret European Union legislative and supervisory developments, take part in consultations and industry association work where appropriate, and translate their significance for the business proactively
- Draft and negotiate client-facing terms and conditions, taking clear, business-aligned positions
- Act as gatekeeper for European Union outside counsel engagements: scope the work, estimate and manage cost, and sign off before matters go externally
- Mentor and develop more junior lawyers in the team, set quality standards for plain-English, risk-based advice, and act as a senior sounding board for colleagues across the Regulatory Legal team
- Use AI-assisted tools (for example Enterprise GPTs) to speed up regulatory analysis, first drafts and matter tracking, and to build self-service tools that let stakeholders answer commoditised legal and regulatory questions themselves
- Advise on anti-money laundering and counter-terrorist financing requirements affecting products, including the Transfer of Funds Regulation ("Travel Rule") and the new European Union anti-money laundering package, and on market abuse, conduct, outsourcing and operational resilience obligations, including the Digital Operational Resilience Act ("DORA")
- Lead or oversee licensing, authorisation and variation workstreams in the European Union, including scoping requirements, mapping pathways, supervising outside counsel, preparing application materials and managing regulator interactions
WHAT YOU BRING
- Qualified lawyer admitted in Ireland, England and Wales, or another European Union Member State
- 15 or more years' post-qualification experience ("PQE") in financial services regulatory law, gained at a regulated financial services institution (for example a bank, payment institution, broker-dealer, exchange, central counterparty or crypto services provider) or at a leading law firm supporting such clients, ideally with in-house or direct product counselling experience
- Deep, current knowledge of several of the following, with real depth in at least two: MiFID II and MiFIR (investment services, market structure, derivatives and conduct), MiCA (crypto-asset services, custody, trading platforms and stablecoins), European Union payment services and electronic money regulation, and European Union banking regulation
- Demonstrated ability to analyse novel products against overlapping regimes and give a clear view on classification and perimeter, including in areas where the rules are unsettled or supervisors have not yet spoken
- Direct experience managing senior regulator relationships, including notifications, information requests, supervisory correspondence and examinations
- Working knowledge of anti-money laundering and counter-terrorist financing, outsourcing and operational resilience obligations, including DORA
- Proven ability to instruct, supervise and manage the cost of outside counsel across multiple jurisdictions
- Outstanding analytical, drafting and organisational skills, with crisp, plain-English writing
- Ability to distill complex legal and regulatory issues into clear, actionable guidance for non-lawyer stakeholders and for senior leadership
- A pragmatic, commercially accountable approach to legal and regulatory risk that gives stakeholders a useful range of options and a clear recommendation
- Experience mentoring or managing lawyers, and the judgement to know when to escalate
- Comfort operating with a high degree of autonomy in a fast-moving, remote environment
- Familiarity with using AI tools such as Enterprise GPTs to increase the efficiency of legal services
NICE TO HAVES
- Experience advising on tokenised securities and the European Union Distributed Ledger Technology Pilot Regime
- Experience with EMIR, including the clearing obligation, margin for non-centrally cleared derivatives and transaction reporting
- Experience with prime brokerage, securities financing, margin lending or institutional custody
- Experience advising on the United Kingdom cryptoasset regime or other non-European Union frameworks that intersect with European Union operations
- Experience supporting regulatory aspects of corporate transactions, such as change-of-control notifications and entity migrations
- Experience with European Union data protection and consumer protection rules as they apply to financial products
- Fluency in a second European language
- An authentic interest in crypto and digital assets, and familiarity with Payward's and competitors' products

About the Team
You will join our global Web3 growth and ecosystem team and support the global growth and ecosystem development of broader Web3 initiatives.
This is a global role working closely with cross-functional teams across multiple markets and regions to identify opportunities.
Responsibilities will be carried out in accordance with applicable laws, regulations, and company policies.
Role Overview
This is a global Web3 growth and ecosystem role, based in Hong Kong and operating across markets. We are looking for a globally minded operations professional who is deeply involved in the on-chain ecosystem, understands diverse on-chain user communities, and can independently plan and execute campaigns across regions.
You will work around X Layer and OKX Wallet to connect ecosystem projects, communities, and users worldwide; bring high-quality applications to real users; and turn campaign participation into sustained on-chain usage and ecosystem growth.
This focuses respectively on public blockchain ecosystem partnerships and operations and global Wallet user growth and campaign operations. Both require strong ecosystem knowledge, cross-market user insight, and end-to-end campaign execution capabilities.
What You’ll Be Doing
Ecosystem Research and Opportunity Identification
: Continuously track leading public blockchains and sectors such as DeFi, on-chain trading, and consumer applications across global markets. Identify projects with product value, an established user base, and growth potential, and develop actionable partnership and operational plans.
Ecosystem Partnerships and Development
: Build and maintain relationships with project teams, communities, and ecosystem partners across regions. Drive globally scalable co-marketing campaigns, application promotion, and user education, while continuously tracking post-launch activity and growth.
Global User Insights and Operations
: Engage deeply with on-chain user communities across markets to understand the motivations, decision-making habits, and barriers faced by different user segments. Establish user segmentation and feedback mechanisms, and optimise the conversion journey from first-time experience to ongoing usage.
Campaign Planning and Execution
: Independently lead global and regional ecosystem co-marketing campaigns, on-chain quests, trading campaigns, community incentive programs, AMAs, and online/offline events. Own target-setting, campaign mechanics, budget planning, resource coordination, launch execution, and post-campaign analysis.
Growth and Data Analysis:
Define metrics around qualified new users, first on-chain interactions, activity, retention, and partner-project growth. Evaluate performance using on-chain and product data, and continuously optimize participation requirements, incentive mechanisms, and operational investment.
Cross-Functional Collaboration: Partner with global Product, Engineering, Design, Marketing, Data, and regional teams to turn user feedback into product and operational improvements, ensuring a seamless connection between campaigns and the product experience.
What We Look For In You
Experience in Web3 ecosystem operations, user growth, community operations, or campaign operations. Able to provide complete case studies of projects personally led, with verifiable results.
Long-term, hands-on participation in the on-chain ecosystem. Proficient in using wallets, DEXs, cross-chain bridges, and mainstream DApps; understands core concepts such as token approvals, gas fees, slippage, and liquidity; and can independently conduct product-experience and user-journey analysis.
Familiarity with on-chain users and their communities. Understands behavioral differences among trading-focused, DeFi-focused, and task-driven users, and can distinguish short-term, incentive-driven participation from needs that support sustained usage.
Understanding of public blockchain ecosystem-building dynamics, including project onboarding, application distribution, user acquisition, liquidity, and communities. Able to design partnership proposals that create value for both project teams and users.
Proven experience independently planning and executing campaigns. Able to clearly articulate campaign objectives, target audience, mechanics, budget, execution process, and final outcomes, and propose improvements based on post-campaign reviews.
Strong data mindset, with the ability to analyze operational conversion funnels, user retention, and campaign costs. Accountable for genuine user growth and business outcomes.
Strong communication, project-management, and execution skills; able to drive projects in a fast-paced, globally distributed, cross-functional environment. Professional English communication and copywriting skills are required to work effectively with international projects, communities, and internal stakeholders. Additional language capabilities and experience operating across multiple markets are advantageous.
Preferred Global Experience
Deep involvement in on-chain ecosystems such as RWA and Meme, with an understanding of user personas, community culture, asset issuance, and trading mechanics across different sectors. Relevant project operations or growth experience is preferred.
Ongoing attention to and hands-on experience with emerging protocols such as Tapeout. Able to analyze product mechanics, user participation journeys, and growth opportunities, and translate these into concrete partnership or campaign proposals.
Experience in Meme community operations, trend-based campaign planning, or on-chain trading campaigns. Able to manage communication timing and drive community participation and user conversion.
Experience in user education, ecosystem partnerships, or campaign planning for RWA projects. Able to translate complex product mechanisms into clear, easy-to-understand content and participation flows.
An active global network of on-chain users, project teams, trading communities, or content creators, with the ability to independently drive cross-market partnerships and produce verifiable growth results.
Demonstrated success in converting early momentum around emerging sectors or protocols into Wallet usage, on-chain interactions, and sustained retention.

At Dexis, you will experience a corporate culture of inclusiveness, respect, fairness, and trust. You will be given the means and mentorship needed to succeed, and your creativity will be rewarded.
LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Senior Health Systems Advisor will provide strategic and technical assistance to the Department of Health (DOH) in the development and implementation of the One Hospital Command as a regional patient navigation and referral system connecting primary care with appropriate diagnostic, hospital, and specialty services across public and private providers.
The Advisor will support DOH in developing a common operating model that can respond to regional differences in health facilities, geography, workforce, financing, and service capacity. The position will support both urgent and planned referrals and strengthen coordination across levels of care to help ensure that patients are appropriately accepted, referred, provided needed services, and linked back to the originating provider for continued care.
The Advisor will also support the application of strengthened referral and patient navigation systems to priority public health needs, including tuberculosis (TB), particularly where improved linkages between primary care, diagnostic services, treatment facilities, hospitals, and specialty services can strengthen continuity of care.
The Advisor will provide technical expertise to design the regional care and referral model, establish necessary operating processes and agreements, assess financing pathways, develop options for a professionally managed command center, identify opportunities to activate priority facility capacity, and support pilot implementation.
The Advisor will work closely with the designated DOH Hospital Cluster lead, Centers for Health Development (CHDs), DOH hospitals, Local Government Units (LGUs), PhilHealth, participating private providers, and other relevant stakeholders. The position will provide technical advice and implementation support. Final decisions on policy, financing, staffing, procurement, contracting, and facility operations shall remain with the appropriate authorized government and institutional officials.
The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
The Senior Health Systems Advisor will support the conceptualization, operationalization, and pilot implementation of One Hospital Command as a regional referral and patient navigation system.
Key responsibilities include:
Assess existing referral pathways, patient navigation arrangements, service capacity, demand, and gaps across proposed pilot regions.
Develop a regional care and referral model defining roles, referral pathways, acceptance and escalation processes, feedback mechanisms, transfer arrangements, and back-referral processes across public and private providers.
Support the development of regional network maps, service directories, referral criteria, standard operating procedures, and agreements with participating providers.
Support the application of strengthened referral and patient navigation systems to priority health programs, including TB, to improve linkages across appropriate levels of care.
Assess financing pathways and barriers affecting completion of referrals, including applicable PhilHealth benefits, LGU and other lawful financing arrangements, and costs associated with transport, diagnostics, medicines, and professional services.
Develop and assess options for the One Hospital Command operating model, including in-house, outsourced, and hybrid arrangements for appropriate command center and coordination functions.
Identify opportunities to activate priority facility and service capacity through targeted investments, shared services, private provider participation, management or service contracts, or public-private partnership options.
Support selection, preparation, implementation, and monitoring of pilot regions and patient referral pathways.
Develop recommendations and a phased approach for expansion of the model based on pilot implementation, lessons learned, costs, readiness requirements, and financing and staffing implications.
SPECIFIC RESPONSIBILITIES:
Regional Care and Referral Model

Establish proposed acceptance, escalation, feedback, transfer, and back-referral rules, including pathways across public and private facilities and regional boundaries, where needed.
Develop regional network maps, service directories, referral criteria, standard operating procedures, and proposed agreements with participating providers, using existing networks and platforms where feasible.
Ensure that the design of regional referral pathways considers priority public health programs, including TB, where relevant to diagnostic, treatment, hospital, and specialty care referrals.
Network Financing
Map applicable PhilHealth benefits, provider contracting and payment arrangements, approved Special Health Fund uses where available, and other lawful financing sources for priority patient pathways.
Identify financing gaps that could prevent referrals from being accepted or completed, including costs related to transport, diagnostics, medicines, and professional services.
Develop practical financing and agreement options with PhilHealth, LGUs, health boards, and participating facilities.
Clarify proposed payment responsibilities, contracting or disbursement arrangements, required approvals, and approaches for tracking cases and payments, subject to applicable laws, regulations, and approval of the responsible authorities.

Link current capacity gaps with approved facility development plans and milestones to support appropriate assignment and monitoring of actions.
Priority Facility Capacity
