Workplace: hybrid
Capital.com builds and operates web and mobile trading platforms, public and partner APIs, and the backend services behind them, all in a highly regulated environment. As Application Security Architect, you will be the senior design authority for the security of these products. You will set the direction for how we secure software at scale: you will own secure-by-design patterns and standards, lead threat modelling and architecture reviews, and define the application security baseline that engineering teams build against.
Working closely with the Product Security team and the Director of Product Security, you will guide AppSec processes and set the vision for your area without direct line management. You will treat security as a shared outcome rather than a gate, balancing strong protection with developer experience and delivery speed, and you will earn adoption through enablement rather than mandates.
Responsibilities:
Security Architecture & Standards:
Define and maintain secure-by-default reference architectures for common patterns: web apps, mobile backends, microservices, public and partner APIs, and event-driven services
Own core application security architecture decisions: authentication and authorisation, session management, API security, secrets management, multi-tenant isolation, and security logging and auditing
Lead the redesign of user authentication and the delivery of security features into the product
Develop and roll out application security standards, secure-coding guidelines, configuration standards, reusable design patterns, and architecture decision records (ADRs) that engineers can apply without a security expert in the room
Define internal policies for the safe use of AI-assisted and vibe-coding tools
Define security requirements for acquired technology and guide its secure integration
Threat Modelling & Design Review:
Establish and run a threat-modelling operating model, covering scope, cadence, templates, and facilitation, proportionate to each product's risk tier
Own the security review stage of the new product approval process, covering architecture design and configuration
Lead design reviews for high-impact initiatives: new products, new auth flows, payment and sensitive-data flows, platform migrations, and major refactors
Identify design-level risks and agree practical, prioritised mitigations with engineering teams
Secure SDLC, DevSecOps & Supply Chain:
Assess the current state of application security, propose improvements, and drive the secure SDLC strategy with Engineering and Security leadership
Oversee AppSec processes and own the tooling strategy (SAST, DAST, IAST, SCA, and secrets scanning), including how findings flow back to engineering
Embed security controls as guardrails in CI/CD through policy-as-code, with agreed enforcement and escalation paths
Partner with DevOps to organise repository management and prevent supply-chain attacks, covering safe component usage, dependency management, SBOMs, and build integrity
Improve the security of our internal tools
Requirements:
Experience:
8+ years in technology, including 5+ years in a dedicated application or product security role, with a strong engineering background and hands-on architecture or design ownership
Proven track record creating, documenting, and rolling out security standards, patterns, and best practices across a complex engineering organisation
Deep, demonstrable threat-modelling experience across product portfolios
Technical:
Experience designing and implementing a secure SDLC in a cloud-native environment. Strong AWS knowledge is required, and exposure to GCP or other clouds is welcome
Strong command of OWASP standards (Top 10, ASVS) and DevSecOps practice, including AppSec tooling (SAST, DAST, IAST, SCA, secrets scanning) and vulnerability management
Deep understanding of modern distributed architectures: microservices, REST and GraphQL APIs, event-driven systems, OAuth2/OIDC, and containerised workloads (Docker, Kubernetes). You should be able to reason about their trust boundaries, attack surface, and data flows across web and mobile clients
Collaboration:
Exceptional ability to influence and align engineering teams without direct authority, and to brief both engineers and executives
Pragmatism and strategic thinking: you balance the ideal with the achievable, protect delivery throughput, and turn long-term direction into an actionable plan
Clear written communication through diagrams, ADRs, and patterns, plus a track record of mentoring and cross-functional collaboration
Nice to have:
Experience in fintech, trading, brokerage, or another regulated environment
Awareness of relevant regulatory and compliance drivers: FCA and CySEC operational resilience, GDPR, and PCI DSS
Software supply-chain security, including SBOMs and artifact and build integrity
Experience securing AI-integrated product features, or using AI to scale an AppSec programme
Experience building or running a Security Champions programme
CSSLP, GIAC GDSA, or a hands-on offensive security certification. Certifications are valued but secondary to demonstrated experience
What you'll get in return:
You will join the company, that cares about work and life balance
Annual Bonus based on the performance review cycle
Generous Annual Leave Policy
Medical Insurance and Pension fund, with additional benefit packages based on the location
Hybrid working model (3 days from our modern office and 2 days fully remotely)

We are an international broker. Our clients fund and withdraw through roughly 60 payment methods across Asia, Africa, LATAM and the Middle East.
Payments is now a standalone function, and we are building the team around it.
We are looking for a Senior Backend Engineer who will own our connector layer and everything downstream of it: building a canonical adapter layer so that providers plug in rather than get built one by one, moving payment methods to server-to-server and embedded flows, and making transaction status reliable and observable across the estate.
You will also be the payments function's technical counterpart to the orchestration platform team: the behaviour we need from the platform is specified here, argued here and reviewed here.
Your responsibilities will be:
Building and owning the connector and adapter layer, so that adding or replacing a provider becomes configuration and a thin adapter rather than a new integration each time
Migrating payment methods from redirect flows to server-to-server and embedded flows where the provider supports it, and measuring the result
Owning everything downstream of the orchestration layer: reconciliation, transaction status handling on our side, method configuration and payment flows into the client portal
Making transaction status reliable end to end, through active status polling, idempotent processing and reconciliation
Building observability over transaction status and provider performance across the estate
Specifying the behaviour we need from the orchestration platform: transaction state machine, idempotency, polling, routing and cascading rules. You design it, argue for it and review what comes back
Supporting integration work for our card programme
Extending the same integration set to acquired entities as configuration rather than a new build each time
Requirements
5+ years in backend engineering, strong in TypeScript, Node.js, comfortable in relational databases
Production experience with payment systems: authorisation, callbacks, refunds, reconciliation and retry behaviour
Practical understanding of idempotency, asynchronous status handling, transaction state machines and designing for partial failure. This is the core of the role rather than a detail, and you will both build against it and specify it
Experience integrating third-party APIs of uneven quality, including working directly with a provider's integration team to resolve what the documentation does not answer
The ability to own a service rather than close tickets: architecture decisions, standards and root cause fixes
English and Russian at a working communicative level
Will be a significant plus:
Exposure to .NET for work touching the client portal
Experience with APM and local rails in Asia, Africa or LATAM rather than cards alone
Experience with bank transfer rails, virtual accounts, QR-based methods, mobile money etc.
Event-driven patterns in production: transactional outbox, idempotent consumers, sagas
Background in brokerage, crypto payments, orchestration or another high-volume payments environment; on the provider side, at a PSP, gateway or payment company
Active use of AI tooling in daily work
Ability to work independently and make decisions without constant oversight
Proactive mindset: willingness to propose improvements, fixes, new approaches
What the first year looks like.
In the first months you take over the integration codebase with a documented handover, strengthen transaction status handling, and ship your first server-to-server integration.
By mid-year the adapter layer is in place, new providers go live against it rather than as one-off builds, and transaction status and provider performance are observable across the estate.
In the second half the migration to server-to-server and embedded flows runs as a programme across methods, and the same integration set starts extending to our other entities. As the team grows, a Systems Analyst takes over instrumentation and verification while integration engineering stays with you.
Recruitment process:
HR interview, covering background, motivation and fit
Technical interview on backend engineering and the payments domain
Home task as a case from the real needs
System design and problem-solving interview, covering integration design, failure handling and status modelling
Final interview with senior stakeholder.
Benefits
Fixed monthly compensation of [based on experience]
Fully remote work within GMT to GMT+4, with no relocation required
Ownership of the connector layer and everything downstream, with direct influence on what the orchestration platform becomes
Engineering problems that are not CRUD: asynchronous status across dozens of providers, partial failure, and local payment rails in emerging markets
Scope that grows with the business: a card programme, new entities and new payment products
Corporate AI tooling as part of the working process
Location: EMEA

Who We Are
At OKX, we believe crypto will help reshape the future and contribute to greater individual freedom.
OKX is a leading crypto exchange and the developer of OKX Wallet, giving millions of customers access to crypto trading and decentralised applications. OKX is also trusted by institutions seeking secure access to crypto markets and is supported by its Proof of Reserves programme.
Across our global offices, we are united by three core principles: We Before Me, Do the Right Thing, and Get Things Done. These values shape how we work and help us create a collaborative, rewarding and diverse environment for every OK-er.
About the Team
The Compliance function is responsible for promoting a strong compliance culture and supporting the safe, sustainable growth of OKX. We are a team of risk-minded problem solvers who advise the business on regulatory obligations, conduct expectations and enterprise risks.
OKX Europe Markets Limited operates within a significant EU regulatory perimeter as a MiFID II investment firm authorised under the Investment Services Act (Cap. 370), providing dealing on own account and execution of orders on behalf of clients on a matched-principal basis, together with trustee, custodian and nominee services, across the EEA on a cross-border services passport. Our product range includes crypto-asset perpetuals and expiry futures, single stock and ETF-linked futures, commodity futures and crypto-asset options, and is expanding into money market fund and structured product offerings.
About the Opportunity
As the Senior Compliance Analyst for OKX Europe Markets Limited, you will deliver the day-to-day operational compliance work of a fast-growing MiFID II investment firm: financial promotions review, complaints administration, regulatory and trade reporting support, monitoring testing and the firm's regulatory registers.
This is a high-volume, execution-focused role. The function reviews in the order of seventeen pieces of marketing and promotional material each week and handles around five new complaints each week, both scaling with a client base that is growing towards 100,000 users, alongside recurring regulatory reporting, token-listing and licence-extension assessments and compliance monitoring testing. You will be the person who keeps that machinery running accurately and on time.
You will gain broad exposure to MFSA supervision and EU financial services regulation, and direct visibility of how a MiFID II derivatives business is controlled in practice.
The position reports to the Deputy Head of Compliance, with a secondary reporting line to the Head of Compliance and MLRO, OKX Europe Markets Limited.
What You'll Be Doing
You will:
Review client-facing marketing material and financial promotions for compliance with MiFID II fair, clear and not misleading standards and the MFSA advertisement rules, across paid and organic social, email, landing pages, banners, push notifications, video and KOL briefs, and prepare them for approval by the Deputy Head of Compliance or the Head of Compliance.
Maintain the advertisement and marketing approval register, tracking each item from submission through amendment to approval, and supporting notifications to the MFSA where required.
Administer the end-to-end complaints process: logging and triage, investigation, preparation of customer responses within regulatory deadlines, remediation follow-up and escalation of significant or recurring issues to the Deputy Head of Compliance.
Produce complaints management information, root-cause and trend analysis to support the function's reporting to senior management, the Risk, Compliance and Audit Committee and the Board.
Support trade and transaction reporting obligations, including data collection and validation, regulatory return preparation, review and sign-off coordination, submission and evidence retention.
Conduct scheduled and ad-hoc testing under the Compliance Monitoring Programme, document findings, track remediation actions to closure and maintain the monitoring calendar.
Prepare token-listing and licence-extension assessments and supporting documentation for review, and support new product and feature compliance reviews and local launch sign-off.
Maintain the firm's core regulatory registers — regulatory correspondence, breaches, advertisements and the regulatory obligation register — ensuring an accurate, audit-ready flow of information to the MFSA and internal stakeholders.
Draft and update compliance policies, procedures and entity-specific addenda for review and approval, in line with regulatory developments.
Support regulatory-change horizon scanning, recording applicable changes against the obligation register and flagging implementation requirements.
Handle first-line queries on compliance and AML/CFT matters, escalating appropriately, and support responses to legal, regulatory and law-enforcement requests.
Support the retained AML/CFT work of the entity, including quality assurance sampling, high-risk onboarding and client-classification approvals, and internal and external audit support.
Support the preparation of compliance reports and Board and committee materials, and other materials required by internal stakeholders.
Work closely with teams such as Data, Engineering, Finance, Legal, Marketing, Product and Risk to embed an effective compliance framework aligned with MFSA and EU standards.
What We Look For in You
Prior experience in a compliance, legal, regulatory or regulatory-operations role within financial services, investment firms, fintech or the crypto-asset sector.
Sound understanding of the MFSA regulatory framework, MiFID II conduct-of-business requirements and EU financial services regulation.
Demonstrable ability to handle a high, recurring caseload to deadline without loss of quality, and to prioritise between competing regulatory deadlines.
High attention to detail, with the ability to maintain accurate, complete and audit-ready records and registers.
Strong analytical ability, with the capacity to assess regulatory obligations against material or a process, identify gaps and produce well-reasoned written analysis.
Clear written and verbal communication skills, including the ability to convey compliance requirements to non-specialist colleagues and to draft customer-facing responses.
Strong organisational skills, able to manage multiple concurrent workstreams and meet regulatory deadlines.
Comfortable operating with limited supervision, exercising judgement within a defined framework and escalating appropriately.
A bachelor's degree in law, finance, business administration or a related field, or equivalent professional experience.
Professional fluency in English.
Nice to Have
Experience reviewing or approving financial promotions or marketing material in a regulated firm.
Experience administering a regulated complaints process.
Experience with trade or transaction reporting, or with compliance monitoring and control testing.
Experience working in Malta or with the Malta Financial Services Authority.
Familiarity with derivatives conduct topics such as leverage and margin, appropriateness and suitability, client categorisation and best execution.
A relevant professional qualification from the International Compliance Association, ACAMS or an equivalent body, or progress towards one.
Knowledge of and genuine enthusiasm for the crypto and digital-assets industry.
Perks & Benefits

Learning and development programmes and an education subsidy.
Team-building programmes and company events.
Wellness and meal allowances.
Comprehensive healthcare schemes for employees and dependants.
Additional benefits that we would be pleased to discuss during the recruitment process.

General Purpose
CXM Group is building a compliance architecture across six business lines and multiple jurisdictions simultaneously — this role owns that build.
The group is at an inflection point: multiple licensing processes are running in parallel, including a Norwegian crypto exchange being structured for MiCA passporting, a South African broker-dealer acquisition, a VARA application in the UAE, and prospective acquisitions in LATAM and Southeast Asia. The CCO exists to hold this together — ensuring that a fast-moving, multi-asset, multi-jurisdictional expansion programme stays regulatorily sound, that new entities are acquired and integrated without compliance exposure, and that the group's licensing pipeline converts into durable, operating authorisations across FX, CFDs, crypto, prediction markets, prop trading, and education.
This is a role for someone who has operated across tier-one and emerging-market regimes simultaneously and has the regulator-facing credibility to show for it.
Specific Objectives
Build and deploy a group-wide compliance reporting framework
Within the first three months, establish a structured compliance reporting framework covering all regulated entities across the CXM Group — including defined reporting lines, cadences, and escalation paths that give the CEO and board clear, timely visibility of the group's regulatory posture.
Create an AI-enabled legal document database
Within six months, deliver a searchable, indexed, and cross-referenced repository of all legal documentation across the group — structured for AI-assisted retrieval so that agreements, licences, policies, and regulatory correspondence can be surfaced and compared at speed.
Establish and embed internal legal SLAs
Within the first three months, define and operationalise service-level agreements for all internal legal workflows: standard contract reviews turned in 24 hours; new contract drafting completed within 48 hours; policy creation on agreed timelines. Compliance with these SLAs to be tracked and reported.
Deploy legal and compliance risk monitoring tools
Within six months, implement risk monitoring tooling across all business verticals and target markets — covering FX, CFDs, crypto, prediction markets, prop trading, and education — providing structured, ongoing visibility of regulatory and legal risk exposure across the group.
Drive the live licensing and acquisition pipeline to defined milestones
Own delivery against the group's active regulatory and M&A programme: South African broker-dealer acquisition and VARA (UAE) licence obtained by Q3 2026; VARA application submitted by Q4 2026 and licence granted by Q3 2027; MiCA passporting for the Norwegian crypto exchange secured by Q2 2027; LATAM and Southeast Asia acquisition targets scoped and structured by Q1 2027.
Key Activities
Oversee group-wide legal and compliance communications
Manage all inbound and outbound communications across the compliance and legal function — ensuring consistency of position, appropriate escalation, and clear audit trails across all CXM Group entities.
Monitor brand, regulatory, and compliance risk
Run ongoing monitoring of online brand exposure and regulatory risk signals across all business verticals and target markets, using dedicated tooling to surface issues before they become regulatory events.
Research target markets and emerging regulatory requirements
Conduct structured research on new and existing jurisdictions — tracking legislative developments, regulatory guidance, and enforcement trends across FX, CFDs, crypto, prediction markets, prop trading, and education to keep the group's risk exposure visible and current.
Build and maintain reporting infrastructure with Ops and IT
Work cross-functionally with Operations and IT to design, implement, and maintain the compliance reporting systems and dashboards needed to give leadership real-time visibility of the group's regulatory posture.
Inventory, organise, and analyse all group legal agreements
Own the end-to-end legal document function: audit existing agreements across all entities, build and maintain the AI-enabled document repository, and ensure all contracts are indexed, cross-referenced, and accessible for rapid retrieval.
Manage regulatory relationships and respond to inquiries
Serve as the primary point of contact for regulators across all jurisdictions — preparing responses, managing ongoing dialogue, and coordinating regulator visits or meetings with appropriate precision and consistency.
Set and enforce contract throughput standards
Define the SLA framework for all internal legal workflows — 24 hours for standard contract reviews, 48 hours for new contract drafting — and hold the Group Paralegal and compliance staff accountable for delivery against those standards. The CCO personally handles high-stakes, novel, or regulator-facing agreements; standard throughput runs through the team.
Requirements
Key Competences
Two competences are non-negotiable (and typically take a decade of multi-jurisdictional work to build) — everything else can be ramped. If you don't have these, the rest of the profile doesn't matter.
Non-negotiable
Multi-jurisdictional regulatory knowledge
Demonstrated command of tier-one regimes (CySEC, FCA, NFA, ASIC) and offshore/emerging-market frameworks (UAE, Mauritius, Seychelles, SVG, Cambodia), with working knowledge of MiCA and crypto licensing regimes globally. This is the core of the mandate — live deals are already in motion.
Regulator-facing credibility
Confidence and competence in direct regulator engagement — managing inquiries, coordinating responses, and representing the group's compliance posture with consistency across jurisdictions. The group has active regulator relationships that need an owner from day one.
Strong advantage
M&A and licensing fluency
Ability to support acquisition structuring and entity integration from a compliance perspective — assessing regulatory exposure, coordinating with external counsel, and managing parallel licensing processes without dropping threads.
AI-enabled legal operations
Experience deploying AI tooling in legal workflows — document retrieval, contract review acceleration, risk monitoring — is a strong advantage. Candidates without a deployment track record must demonstrate a concrete plan for rapid adoption and the aptitude to execute it.
Function leadership and SLA ownership
Ability to set standards, delegate effectively, and hold a team accountable for throughput — running the contract and compliance function at scale without becoming the bottleneck. Personal involvement reserved for high-stakes, novel, or regulator-facing matters.
Likely Current Job
Chief Compliance Officer (multi-jurisdictional broker or crypto exchange)
The closest equivalent — already holding a CCO title across FX, CFDs, or crypto at a group with multiple regulated entities and active regulator relationships. If your current seat is steady-state and you're ready to own a live build across six asset classes and a dozen jurisdictions, this is the step up.
Head of Compliance (tier-one regulated broker)
One level below CCO at a CySEC, FCA, or ASIC-regulated firm — strong regulatory depth, ready to move into group-level ownership. If you've hit the ceiling of what a single-jurisdiction, single-entity compliance role can teach you, this is where the complexity scales.
Regulatory Affairs Director (fintech or crypto)
Licensing and regulator-facing experience across multiple jurisdictions, possibly without the full compliance function remit yet. If you've been the technical expert behind the licensing programme and want to own the outcome end-to-end, this is the mandate.
M&A Compliance Lead (financial services)
Embedded in acquisition structuring and entity integration at a PE-backed or multi-entity financial services group. If you've been supporting deals from the compliance side and want a seat where M&A fluency is a core expectation rather than a secondary contribution, this is it.
Senior Legal Counsel / Head of Legal (retail broker or crypto exchange)
Contract-heavy, regulator-facing, with compliance responsibility baked in — a common feeder at smaller multi-jurisdictional groups where legal and compliance sit close together. If you've been carrying both functions informally and want a title and mandate that reflects the actual scope, this role makes it official.
Benefits
Employer Value Proposition
Most CCO roles at this level are maintenance jobs — one regulator, one entity, one asset class. This one is not.
Genuine architectural ownership across six asset classes and a dozen jurisdictions
FX, CFDs, crypto, prediction markets, prop trading, and education — running simultaneously, across tier-one and emerging-market regimes, with live licensing and M&A deals already in motion. The compliance architecture doesn't exist yet at group level. You're building it. By the end of year one, you'll be able to say you built a multi-jurisdictional compliance architecture from scratch, closed live licensing deals across MiCA, VARA, and emerging markets simultaneously, and stood up an AI-enabled legal ops function before almost anyone in the segment has done it. That is a résumé paragraph no single-jurisdiction maintenance role can produce.
Direct line to the CEO — and the mandate authority that comes with it
This role reports directly to the CEO, not to a CLO or CFO. In a live licensing and M&A environment where decisions need to move fast, that access matters: no layers between compliance judgment and executive action. Many group-level CCO seats don't offer this — this one does.
A live deal pipeline, not a hypothetical one
MiCA passporting, VARA in the UAE, a South African broker-dealer acquisition, and prospective acquisitions in LATAM and Southeast Asia — these are active, not aspirational. You'll be in the room on deals that will define the group's regulatory footprint for the next decade.
A first-mover opportunity in AI-enabled legal ops
The mandate includes building the AI-enabled legal ops function at group level — document retrieval, contract throughput acceleration, risk monitoring — in a segment where almost nobody has done it yet at this scale. If you've started deploying AI in legal workflows and want a seat where that capability shapes the entire function, this is it.
Group-level mandate, not a function-level seat
Functional authority over compliance personnel across all CXM Group entities. The scope matches the title — and the title reflects the actual job.
Fully remote
No relocation. No commute. Occasional travel when it matters — regulator meetings, regional teams — and otherwise, work from wherever you do your best thinking.
A genuinely uncommon opportunity
Multi-asset, multi-jurisdictional, M&A-active, AI-forward, fully remote — and at a scale that is still early enough for you to leave a visible mark. Roles with this combination of complexity and ownership don't come up often.
Compensation
Compensation is bespoke to the hire. We'd rather understand what you bring to the table and have a direct conversation about expectations than anchor the discussion prematurely. The package will be competitive with the scope of the mandate and consist of base + bonus that is tied to hitting agreed KPIs.
Assessment Process
This process is designed to match the weight of the mandate. A seat with this scope — live licensing, active M&A, and a compliance architecture being built from scratch — deserves a rigorous hire, and we make no apology for that. Every stage is purposeful, and every interviewer is there for a reason.
Group Legal Counsel
— regulatory and legal technical depth across jurisdictions, plus practical M&A case questions to assess acquisition structuring judgment.
CHRO
— leadership style, function-building track record, and cultural alignment with CXM Group's operating style.
CEO
— strategic judgment, mandate clarity, and the candidate's vision for the compliance architecture they'd build and own.
Board members
— select Board involvement at final stage, focused on governance credibility and long-term fit at group level.
The full process is designed to run within one month. We move quickly and respect that your time is finite — every stage is as much your opportunity to assess CXM as ours to assess you. If you take your next move as seriously as we take this hire, that's exactly the kind of conversation we want to have.
Location: EMEA
Reports to:
Regional Head of Compliance, EMEA (with matrix reporting to the OEM Board and Global Compliance)
Regulator:
Malta Financial Services Authority (MFSA)
About the Team
The compliance function at OKX is responsible for the overall compliance culture at the company. We are a team of risk-minded problem solvers who advise the business on the company's AML and regulatory obligations and enterprise risks.
OKX Europe Markets Limited is our MFSA-authorised investment services entity. Its licence covers the operation of a multilateral trading facility alongside our MiFID derivatives business. Operating a trading venue puts a distinct set of obligations on the firm: venue rulebook governance, member admission, market surveillance, transparency and reporting, systems resilience and orderly trading controls. This role owns compliance for that venue.
What You Will Be Doing
As Head of Compliance for the MTF, you will hold the MiFID compliance function for the trading venue and act as the MFSA-approved person for that role. The MLRO function sits separately; you will work alongside the OEM MLRO on financial crime matters that touch venue activity.
You will:
Own the MTF compliance framework end to end: policies, procedures, controls, registers and the compliance monitoring programme covering MiFID II, MiFIR, MAR and the MFSA Investment Services Rules applicable to MTF operators.
Act as the primary compliance point of contact for the MFSA on venue matters: authorisation variations, notifications, thematic reviews, RFIs, inspections and remediation.
Own the venue rulebook. Keep it current, ensure it is enforceable, and run the governance process for changes.
Oversee member and participant admission: eligibility criteria, non-discriminatory access, direct electronic access arrangements, sponsored access controls, and ongoing monitoring of members' compliance with the rules of the venue.
Oversee admission to trading of financial instruments, including the compliance assessment of new instruments, product classes and tokenised or DLT-based instruments where relevant.
Provide compliance oversight of orderly trading requirements: systems capacity and resilience, testing of members' algorithms, circuit breakers, order-to-trade ratios, tick sizes, market making schemes and clock synchronisation.
Provide compliance oversight of pre- and post-trade transparency, waivers and deferrals, transaction reporting, reference data and the accuracy and completeness controls behind them.
Advise the business on the interaction between the MTF and OKX's wider European footprint: the MiFID derivatives business, MiCA-authorised activity in OKX Europe Ltd, and the DLT Pilot Regime where a DLT MTF is in scope.
Deliver the annual compliance risk assessment, the compliance monitoring plan and the compliance report to senior management and the Board.
Build, lead and develop the MTF compliance team, and set the compliance training curriculum for venue-facing staff, trading operations and technology.
Give day-to-day advice to product, engineering, trading operations, legal and market operations in a fast-moving regulatory environment, including sign-off on venue changes, launches and marketing where required.
Oversee compliance aspects of outsourcing, critical third parties and operational resilience, including DORA obligations relevant to the venue.
Prepare Board, committee and matrix stakeholder reporting, and represent OKX with the MFSA, ESMA consultations, industry bodies and peer venue forums.
What We Look For in You
10 years plus in regulatory compliance within financial services, market infrastructure, fintech or crypto, including time at a senior or head-of-function level.
Direct experience of trading venue compliance: MTF, OTF, regulated market, SI or an equivalent execution venue. This is the core requirement.
Working knowledge of MiFID II and MiFIR as they apply to venue operators: Articles 18–20 and 31 (MTF operating requirements and rule monitoring), Articles 48–50 (orderly trading), MiFIR transparency and transaction reporting, and the associated RTS.
Practical experience of market abuse surveillance and MAR obligations for a venue operator, including STOR decision-making.
Experience developing and owning a compliance framework that has stood up to regulatory examination, and a track record of engaging supervisors directly.
Experience preparing and defending compliance reporting to a board or regulator.
Familiarity with MFSA Investment Services Rules and Malta's regulatory environment, or a demonstrable ability to get there quickly from another EEA jurisdiction.
Strong project management skills and the ability to run several regulatory workstreams to deadline.
Comfortable working independently and in a dispersed, cross-border team across multiple varied tasks.
Highly ethical, intuitive, and willing to question and challenge at every level of the business.
Strong written and verbal communication, with the ability to explain venue regulation to engineers and commercial teams.
Eligible for MFSA approval as the holder of the compliance function.
Bachelor's degree or equivalent practical experience.
Nice to Haves
Prior experience in the crypto industry, particularly tokenised instruments, crypto derivatives or a MiCA-authorised trading platform.
Experience with the DLT Pilot Regime or another distributed ledger market infrastructure.
Experience of a trading venue authorisation or a licence variation to add MTF operation.
Familiarity with surveillance platforms (Nasdaq Trade Surveillance, Eventus, Scila, Steeleye or similar) and with transaction reporting tooling.
International Compliance Association, ACAMS, CISI or equivalent compliance certification.
