LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Philippines is advancing Universal Health Care (UHC), including by embedding tuberculosis (TB) control and global health security (GHS) into its primary health care system. To move this forward, the Philippine Health Insurance Corporation (PHIC) is developing and piloting UHC financing reforms. This includes policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
The UHC policy and financing reforms include network contracting and the shift to Health Care Provider Networks. These reforms show PHIC's commitment to strengthening its strategic purchasing role. The PHIC needs a Senior Health Policy and Financing Advisor to speed up these priorities.
The Health Policy and Financing Advisor will directly report to PHIC’s Office of the President and Chief Executive Officer (OPCEO) as the technical review and clearing house for policies and PhilHealth benefit enhancements. The Advisor will work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.
The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the timely delivery of the policies within the Focus Areas of Functional Primary Care System, including policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
Work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.
Prepare briefers and presentations to provide PHIC officials with updates on the policies within the focus areas, including progress on TB and GHS policies.
Coordinate with the Department of Health (DOH) National TB Program, the DOH Epidemiology Bureau, and relevant TB and GHS partners to align financing policies with program and surveillance priorities.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Lead policy development for PhilHealth ExeCom and Board approval for Primary Care Provider Networks (PCPNs) and Health Care Provider Networks (HCPNs).
Support the contracting and operationalization of 10 PCPNs and 5 HCPNs as pilot implementation. Include TB service and outbreak-readiness requirements in pilot network contracts.
Develop guidelines and facilitate fair and transparent selection of pilot sites. Consider TB burden and health security risk as possible selection factors.
Develop baseline status assessment templates for usage by PhilHealth Regional Offices. Consider including indicators on TB service capacity (screening, diagnostics, treatment, and preventive treatment) and emergency preparedness.
Develop delineation of roles and responsibilities between the DOH and PhilHealth in implementation and monitoring and evaluation of the pilots.
Support Policy Development for Pillar 2.
Project management of identified priority initiatives under the Unified National Agenda
Coordinate and liaise with the appropriate PHIC offices to address technical, operational, legal, or actuarial risks for alignment and resolution.
Support the policy units to ensure adherence to timelines for policy development, approval, and cascade.
Organize and attend meetings as necessary to ensure regular discussions and alignment between OPCEO directives and the offices involved in policy development.
Review existing PhilHealth TB benefits. Recommend ways to fold them into network contracting, DRGs, and global budgets, and to design payment approaches that reward case detection and treatment completion and engage private providers.
Recommend health financing options so PCPNs and HCPNs can respond to outbreaks and public health emergencies.
Key Outputs
Brief project work plan
Template baseline status assessment for usage by PhilHealth Regional Offices (PROs)

We built the Aave Protocol, now the world’s largest and most trusted onchain lending market, connecting decentralized finance with individuals, traditional finance, and fintech.
Today, we build trusted, high-quality products that expand access to lending, credit, and savings globally
Our culture
We build trusted products that help people access and discover economic opportunities.
We hold a high bar for quality and craftsmanship. No detail is too small. Trust depends on it.
We’re a global team building products people can actually use, turning complex technology into something simple and reliable.
We stay aligned, move quickly, and think long term, while keeping teams lean and focused on impact.
About the role
We’re looking for a Director of Operations to lead the operational function supporting our growing global business.
This is a senior, hands-on leadership role responsible for building the processes, systems and operating infrastructure needed to deliver a seamless customer experience at scale. You’ll sit at the intersection of Product, Engineering, ICT & Security, Compliance, Support and the wider business, ensuring our day-to-day operations are efficient, resilient and ready to support continued growth.
The role combines Group-wide operational leadership with specific regulatory responsibilities within our Irish regulated entity, Push Virtual Assets Ireland Ltd. The successful candidate will be expected to obtain approval from the Central Bank of Ireland to perform the Pre-Approval Controlled Function of Chief Operating Officer (PCF-42) and undertake responsibilities associated with Controlled Function CF-8 (Complaints Adjudication).
You’ll be responsible for ensuring that our regulated operations meet applicable regulatory requirements, while developing proportionate and scalable operational frameworks for the wider business. This requires someone who understands how to balance operational efficiency, customer experience and innovation with the governance, accountability and controls expected of a regulated financial services business.
Given the nature of our products, you’ll help ensure we maintain a high bar for operational excellence while meeting the requirements expected of a regulated financial services business.
How you can make an impact:
Develop and scale the operational strategy, structure and processes required to support a growing global business and customer base without compromising quality, controls or customer experience
Assume responsibility for the operational management of Push Virtual Assets Ireland Ltd in the capacity of PCF-42, ensuring effective oversight of its day-to-day operations, operational risks, controls and regulatory obligations.
Identify bottlenecks, inefficiencies and operational risks, implementing processes and systems that improve reliability, speed and quality of execution
Ensure we deliver a consistently high-quality customer experience across key operational touchpoints, from onboarding through to ongoing support and issue resolution
Own the Group’s complaints management framework, ensuring complaints are appropriately identified, investigated, escalated and resolved, with specific responsibility for complaints adjudication within the Irish regulated entity in accordance with applicable regulatory requirements.
Identify opportunities to use tooling, automation and AI to reduce manual processes, improve efficiency and create better experiences for both customers and internal teams
Define and monitor operational KPIs, identifying trends, risks and opportunities and translating data into clear actions and priorities
Bring operational and customer insights into product development, helping identify friction points, improve customer journeys and ensure operational readiness for new products and launches
Own relationships and performance across relevant operational vendors and service providers, ensuring they meet our standards for quality, reliability and customer
Partner closely with Compliance and Legal to ensure operational processes and customer outcomes meet applicable regulatory requirements
Work with ICT & Security to oversee operational resilience, incident management and business continuity arrangements, working closely with relevant teams to ensure operational risks and incidents are appropriately identified, managed, escalated and remediated.
Hire, coach and develop a high-performing Operations organisation with a strong culture of ownership, accountability and continuous improvement.
Provide operational reporting and management information to executive leadership and relevant Boards, ensuring appropriate visibility of operational performance, customer outcomes, incidents, complaints and material risks.
Let’s connect if you have:
You have 8+ years of experience in Operations, Customer Operations, Business Operations or a related function, with meaningful experience in a senior leadership role
You’ve built or scaled operations within a high-growth consumer technology, fintech or financial services business
You have experience operating across regulated and unregulated business activities, with an understanding of how operational requirements, governance and controls differ depending on the nature of the business
You have experience delivering customer experiences at scale, with a strong understanding of how operations, technology and support come together across the customer journey
You have a track record of designing processes and operating models that can scale with significant customer and transaction growth
You understand how to use technology, automation and AI to improve operational efficiency and reduce unnecessary manual work
You’re highly data-driven and comfortable establishing KPIs, analysing performance and using data to prioritise improvements
You have experience working closely with Product, Engineering, Compliance and other cross-functional teams
You have a strong understanding of the operational and governance requirements applicable to regulated financial services businesses, including customer complaints, operational risk management and regulatory accountability.
You have experience being a PCF-42 or a similar regulated position
Experience within crypto or Web3 is strongly preferred, particularly within consumer-facing products, but isn’t essential
Haven’t quite met all the criteria? Let’s not miss out on the chance to speak. Whilst you might not meet every single requirement, you might bring other, more exciting skills to the companies!

ABOUT US
Sierra is the leading platform for customer-facing AI agents, working with many of the world's biggest brands — including The GAP, Rocket Mortgage, SoFi, Sutter Health, and SoftBank — to transform how they serve customers and grow their businesses. We are primarily an in-person company based in San Francisco, with growing offices across North America, Europe, and Asia.
We are guided by a set of values that are at the core of our actions and define our culture: Trust, Customer Obsession, Craftsmanship, Intensity, and a commitment to balancing Family along the way. These values are the foundation of our work, and we are committed to upholding them in everything we do.
Our co-founders are Bret Taylor https://www.linkedin.com/in/brettaylor/ and Clay Bavor https://www.linkedin.com/in/claybavor/. Bret currently serves as Board Chair of OpenAI. Previously, he was co-CEO of Salesforce (which had acquired the company he founded, Quip) and CTO of Facebook. Bret was also one of Google's earliest product managers and co-creator of Google Maps. Before founding Sierra, Clay spent 18 years at Google, where he most recently led Google Labs. Earlier, he started and led Google’s AR/VR effort, Project Starline, and Google Lens. Before that, Clay led the product and design teams for Google Workspace.
WHAT YOU’LL DO
We’re hiring a Senior Commercial Counsel to be a core member of Sierra’s legal team. We are looking for someone who has deep expertise in commercial contracts, but also someone who is also eager to broaden their scope across IP, regulatory, and product. You will thrive in dynamic environments, enjoy tackling challenges beyond your comfort zone, and be excited to contribute across the business. In return, we’ll provide the support and opportunities you need to grow and excel as a lawyer. You’ll be part of a legal team that is highly respected within both the company and the broader legal industry—committed to excellence, collaboration, and making a meaningful impact.
- Commercial Contracting: Structure, negotiate and advise on all commercial contracts, including SaaS subscription agreements, technology licenses, professional services agreements, channel partner agreement, vendor agreements and NDAs. Commercial privacy and security contracting experience (e.g., DPAs, BAAs, security agreements) is a plus.
- Operational Excellence: Help build out our commercial function to be best in class. We aim to be the fastest and strongest, where the legal team is the differentiator in the contract lifecycle. You will be developing templates, playbooks, and workflows to drive efficiency and scalability.
- Expertise: Deep knowledge of practice areas that underpin the commercial practice, including contract law, IP and privacy. You will also want to work in AI and understand the nuances of law as it relates to AI, including the evolving regulatory frameworks. You will be expected to advise broadly on all contractual issues and be comfortable doing so.
- Teamwork: A team player first and foremost. Sierra is a unique place to work, with a strong sense of togetherness, and the legal team is no exception. You will look out for your colleagues, be accustomed to sharing and helping the team succeed. As the team grows, you will train and mentor more junior members.
- Judgement: Understand risk in the context of a hyper-scaling business, have sound judgement and be strategic in your decision making. You will not be afraid to make judgement calls, and you will be empowered to do so.
- Approach: A strong work ethic with an eye for detail. You will strive for perfection, and expect that of others.
- Collaborate: Collaborate cross-functionally with Sales, Operations, and Agent Development teams to support revenue growth and strategic business initiatives.
WHAT YOU’LL BRING
- 6+ years of legal experience, with a combination of both large law firm and in-house experience at a tech company. While we are looking for a Senior Legal Counsel, we are open to considering exceptional candidates with less experience as Commercial Counsel.
- A strong background in negotiating and managing complex commercial contracts, preferably in SaaS, AI, or enterprise software.
- Strong communication skills and the ability to partner with both legal and non-legal stakeholders.
- A proactive mindset and the ability to navigate ambiguity in a fast-paced, dynamic startup environment.
EVEN BETTER…
- Experience of privacy/regulatory frameworks and can advise on data processing agreements and security-related contract provisions.
- A passion for AI, with a deep understanding of AI products, LLMs and the related legal issues.
- Significant law firm experience at a top-tier, internationally recognized law firm.
- Experience working at a high-growth startup and operating with a sense of ownership.
- Industry specific knowledge in any of the following: Financial Services, Healthcare, Telecoms, Insurance and/or Consumer.
OUR VALUES
- Trust: We build trust with our customers with our accountability, empathy, quality, and responsiveness. We build trust in AI by making it more accessible, safe, and useful. We build trust with each other by showing up for each other professionally and personally, creating an environment that enables all of us to do our best work.
- Customer Obsession: We deeply understand our customers’ business goals and relentlessly focus on driving outcomes, not just technical milestones. Everyone at the company knows and spends time with our customers. When our customer is having an issue, we drop everything and fix it.
- Craftsmanship: We get the details right, from the words on the page to the system architecture. We have good taste. When we notice something isn’t right, we take the time to fix it. We are proud of the products we produce. We continuously self-reflect to continuously self-improve.
- Intensity: We know we don’t have the luxury of patience. We play to win. We care about our product being the best, and when it isn’t, we fix it. When we fail, we talk about it openly and without blame so we succeed the next time.
- Family: We know that balance and intensity are compatible, and we model it in our actions and processes. We are the best technology company for parents. We support and respect each other and celebrate each other’s personal and professional achievements.
WHAT WE OFFER
We want our benefits to reflect our values and offer the following to full-time employees:
- Flexible (unlimited) paid time off
- Medical, dental, and vision benefits for you and your family
- Life insurance and disability benefits
- Retirement plan dependent on country of employment
- Parental leave
- Fertility and family building benefits through Carrot
- Lunch, as well as delicious snacks and coffee to keep you energized
- Discretionary benefit stipend giving people the ability to spend where it matters most
- Free alphorn lessons
These benefits are further detailed in Sierra's policies, may vary by region, and are subject to change at any time, consistent with the terms of any applicable compensation or benefits plans. Eligible full-time employees can participate in Sierra's equity plans subject to the terms of the applicable plans and policies.
BE YOU, WITH US
We're working to bring the transformative power of AI to every organization in the world. To do so, it is important to us that the diversity of our employees represents the diversity of our customers. We believe that our work and culture are better when we encourage, support, and respect different skills and experiences represented within our team. We encourage you to apply even if your experience doesn't precisely match the job description. We strive to evaluate all applicants consistently without regard to race, color, religion, gender, national origin, age, disability, veteran status, pregnancy, gender expression or identity, sexual orientation, citizenship, or any other legally protected class.
