LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Philippines is advancing Universal Health Care (UHC), including by embedding tuberculosis (TB) control and global health security (GHS) into its primary health care system. To move this forward, the Philippine Health Insurance Corporation (PHIC) is developing and piloting UHC financing reforms. This includes policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.
The UHC policy and financing reforms include network contracting and the shift to Health Care Provider Networks. These reforms show PHIC's commitment to strengthening its strategic purchasing role. The PHIC needs a Senior Health Policy and Financing Advisor to speed up these priorities.
The Health Policy and Financing Advisor will directly report to PHIC’s Office of the President and Chief Executive Officer (OPCEO) as the technical review and clearing house for policies and PhilHealth benefit enhancements. The Advisor will work with the policy development units and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices.
The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the timely delivery of the policies within the Focus Areas of Functional Primary Care System, including policies that better integrate TB services and strengthen GHS preparedness within primary care and provider networks.

Develop guidelines and facilitate fair and transparent selection of pilot sites. Consider TB burden and health security risk as possible selection factors.
Develop baseline status assessment templates for usage by PhilHealth Regional Offices. Consider including indicators on TB service capacity (screening, diagnostics, treatment, and preventive treatment) and emergency preparedness.
Develop delineation of roles and responsibilities between the DOH and PhilHealth in implementation and monitoring and evaluation of the pilots.
Support Policy Development for Pillar 2.
Project management of identified priority initiatives under the Unified National Agenda
Coordinate and liaise with the appropriate PHIC offices to address technical, operational, legal, or actuarial risks for alignment and resolution.
Support the policy units to ensure adherence to timelines for policy development, approval, and cascade.
Organize and attend meetings as necessary to ensure regular discussions and alignment between OPCEO directives and the offices involved in policy development.
Review existing PhilHealth TB benefits. Recommend ways to fold them into network contracting, DRGs, and global budgets, and to design payment approaches that reward case detection and treatment completion and engage private providers.

About the Position
The Philippine Health Insurance Corporation (PHIC) is launching the Contributory Linked Incentive. The program rewards PhilHealth members who keep up their contributions with benefit top-ups and other added support. The idea is simple: paying in today protects you tomorrow.
The program's success depends on more than good design and strong administration. Members also need to understand it and trust it. They need to know why contributions matter, how PhilHealth uses the money, what benefits they can expect, and how the program protects their health over time. That includes access to tuberculosis (TB) screening, treatment, and continuity of care. Steady contributions also make the Philippines more resilient. When members keep paying in, the health financing system stays strong enough to fight TB and to detect, prevent, and respond to outbreaks, advancing global health security (GHS) goals.
PHIC therefore needs a Senior Strategic Communications Advisor to develop a coordinated communications strategy that should build understanding and support among PhilHealth members and the general public, employers and other contribution partners, hospitals and healthcare providers, including TB treatment facilities, civil society and community leaders. The Advisor will support PHIC in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support PHIC in the development and implementation of an integrated Marketing and Communications Strategy and Plan for the Contributory Linked Incentive program.
Work with the information/communications department of the Agency and other relevant offices to monitor progress, ensure alignment of timelines, and flag technical, operational, or legal risks that need swift resolution among offices
Coordinate with the Department of Health, local government units, and TB and GHS partners to keep messaging consistent.
Specific Responsibilities
The following are the specific duties and responsibilities of the Advisor:
Conduct key informant interviews, analysis of available and forthcoming research findings, and supervision of subsequent research efforts.
Help develop an integrated Marketing Communications Strategy and Plan for the Contributory Linked Incentive program that includes a Stakeholders engagement approach and Social Media Strategy. The plan should incorporate messaging on public awareness and use of PhilHealth TB benefits, as well as public perceptions of health security risks and emergency preparedness.
Assist the Agency in the production and development of communication materials in appropriate languages (i.e. AVPs, TVCs, RCs, social media materials), including identification and coordination with third-party communications partners, whenever needed.
Perform other related tasks assigned by the PHIC's Office of the President and Chief Executive Officer.
Key Outputs
Marketing and Communications Strategy and Plans incorporating TB and GHS components
Stakeholder's Analysis and Engagement Plans, including TB and GHS stakeholders
Social Media Plan for PHICS and the Contributory Linked Incentive program, including TB and GHS content

The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. About the Position
Niger submitted a request to Gavi for support in optimizing Cold Chain Equipment (CCEOP). This submission includes a renewal and equipment allocation plan at the operational level over five years, from 2017 to 2021.
With UNICEF’s support, Niger updated the inventory of cold chain equipment in May 2017. The update revealed gaps in geographic coverage, storage capacity, and conservation capacity both at district levels and service delivery points, including Integrated Health Centers (CSI) and health posts (HP). The platform will enable the country to improve its supply chain and cold chain by increasing coverage with certified refrigerators and contribute to efforts to strengthen vaccination coverage and equity.
The Directorate of Immunization (DI) is responsible for implementing the Expanded Program on Immunization (EPI) across its five components. DI must guarantee the supply and quality of vaccines up to the last mile of the supply chain, to ensure continuity of vaccination services. Vaccines are biological products requiring the availability and functionality of cold chain equipment (CCE) to ensure their effectiveness. Niger has adopted a policy promoting the use of new technologies, including solar-powered refrigerators, refrigerators with cooling jackets, and freezers for which this CCEOP support request was submitted to Gavi in October 2016.
The updated inventory documented that at the service delivery level, 3,767 structures were recorded, including 1,361 Integrated Health Centers (CSI) and 2,409 other service delivery structures (health posts, clinics, and hospitals) that provide vaccination services. Among these structures, 2,491 (66%) have equipment, including 1,322 CSIs (35%) and 1,169 other structures (31%). Furthermore, a total of 1,279 structures (34%) has no cold chain equipment (refrigerator), including 39 CSIs (1%) and 1,240 other structures (33%).
Of the total 4,046 cold chain equipment units:
2,899 (72%) are solar refrigerators,
950 (23%) are electric
197 (5%) are gas-powered.
Among these, 279 units (7%) must be discarded due to obsolescence or irreparable complex failures.
In implementing this project, UNICEF plays an important role in managing procurement, from ordering to installation of equipment at districts and CSIs. UNICEF, through its supply center, handles procurement and has contracted two manufacturers (represented in Niger by two service providers), to implement the equipment operational deployment plan submitted by DI.
To support this effort, the U.S. State Department, through the LEAP project, is providing the Directorate of Immunization with a National Technical Assistant (TA) to help implement the CCEOP2 operational deployment plan, oversee installation and user training, support GEV preparation, and monitor vaccine management for a period of at least one year. The Advisor will support the Immunization Directorate in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

The Directorate of e-Health plays a central role in coordinating, providing technical guidance, harmonizing, documenting, securing, and monitoring digital initiatives in the health sector. It must ensure that digital platforms and solutions are coherent, interoperable, secure, sustainable, and aligned with national priorities.
The Ministry currently has several platforms and business systems used for data collection, reporting, analysis, and utilization. However, significant challenges remain including fragmentation of solutions, insufficient documentation, interoperability needs, variable data quality, difficulties in user support, insufficient ongoing training, and the need to strengthen data sovereignty and protection.
The recruitment of an Advisor in HIS and Digital Health will strengthen the operational capacities of the Directorate of e-Health, providing cross-cutting support to technical directorates and programs, particularly for needs related to maternal and child health and malaria, without replacing the structures responsible for the programs.
The Advisor will support the e-Health Directorate in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.
Responsibilities
Support the Directorate of e-Health in coordinating digital initiatives, preparing technical meetings, notes, reports, presentations, and monitoring documents.
Support the implementation of the e-Health master plan, roadmaps, action plans, annual priorities, and partner-supported activities.
Support the technical and functional monitoring of priority platforms such as DHIS2, eCHIS/CommCare, OpenClinic, mSupply/eLMIS, STELab, dashboards, and other solutions adopted by the Ministry.
Contribute to the mapping of data flows, indicators, and organizational units, the documentation of workflows, and the progressive application of interoperability standards.
Support the improvement of data quality, analysis, visualization, and use for decision-making, particularly in the areas of maternal health, child health, and malaria.
Contribute to addressing requirements related to data protection, cybersecurity, classification of digital interventions, service continuity, and digital sovereignty.
Support the establishment of sustainable mechanisms for training, e-learning, helpdesk services, knowledge base, user documentation, and skills transfer.
Produce and maintain guides, procedures, terms of reference, technical notes, reports, training materials, and knowledge capitalization documents.
Expected Results
The Directorate of e-Health has close, structured, results-oriented technical support.
Digital initiatives are better coordinated, better documented, and better aligned with the master plan.
Priority platforms, data, and interoperability workflows are better monitored.
Security, data protection, and digital sovereignty requirements are better addressed.
The capacities of national teams and users are sustainably strengthened.
Improved HIS for maternal and child health and malaria.

Technical notes, meeting minutes, reports, and presentations supporting the Directorate of e-Health;
Mapping platforms, data flows, interoperability needs, and prioritization matrices;
Contributions to Terms of Reference, specifications, guides, SOPs, procedures, and action plans;
Training materials, skills transfer documents, and knowledge base content;

REPORTING
:
The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.
