About GiveDirectly
What if the most effective way to fight poverty was also the simplest: give people money and trust them to decide what they need?
Since 2011, GiveDirectly has proven that idea at scale. We’ve delivered more than $1B in cash directly to 2+ million people living in poverty and crisis across 15 countries, and rigorous research shows the results: healthier kids, stronger businesses, sturdier homes, and more resilient families and local economies. Cash is now widely recognized as one of the most scalable, cost-effective, and dignified forms of aid.
Our ambition goes beyond our own programs. We want cash to become the benchmark for aid, much as the index fund became the benchmark for investing, so that every aid dollar is held to one question:
is this doing more good than giving the money directly to people living in poverty?
We’re growing fast, and this is a rare and important moment to join.
We expect to hit $1B in revenue in 2026 with significant growth forecast for 2027. At the same time we are building a new technology stack and operating model designed for a roughly 10x change in scale, and we are actively pursuing partnerships with major funders to move even more money in bigger ways, to people who need it. We are known for our extensive integration of technology into field processes; our quantitative approach to performance measurement; and our commitment to rigorous, independent, experimental evaluation of our impact, with multiple Randomized Control Trials completed and others in progress.
How we work
Our team spans 20+ countries and 69 languages. Our culture is candid, analytical, and non-hierarchical. We expect high ownership and give people real responsibility early. Our values are central to how we hire, work, and grow, and they are deliberately opinionated:
Recipients first.
Recipients’ preferences come before those of donors or ourselves.
Team next.
We optimize for organizational success, not individual success.
Be proactively candid.
We say what we believe and share information openly.
Create positive energy.
We aim to be a source of energy for colleagues, not a drain.
Think rigorously; act quickly.
We reason from first principles, then act rather than debate.
Know yourself and grow.
We own our imperfections and seek feedback to grow.
Accept reality. Propose solutions.
We focus on what can change and bring solutions, not just problems.
Be productively ambitious.
We take risks for step-change impact, not incremental progress.
If they describe how you like to work and they energize you, this could be a great fit.

a. Background:
New York Times Magazine
,
This American Life
,

Role overview:
GiveDirectly Malawi has grown steadily since its introduction in 2019 and in 2025 launched our most ambitious program and research agenda yet, delivering funds across an entire district alongside the largest-ever randomized trial on unconditional cash.
The Admin. Operations Manager runs the administrative engine of the country office. They are accountable for the functions every team depends on but few see: vendor and casual labour payments, petty cash, office premises and security oversight, field and office assets management, transport and logistics, visitor coordination, and regulatory compliance. When these work, programs move. When they slip, the cost lands on recipients, staff and vendors alike.
The Admin. Operations Manager is a people manager first. They lead a cross-site team of associates and support staff, and they are expected to build capability, not just allocate tasks. They work in close partnership with the Procurement & Warehousing Manager, with Finance on payments and reconciliations, and with the Programs team on the logistics that field operations require. They advise the Operations Director and Country Director on administrative planning, budget and process improvement.
Responsibilities:
Payments, petty cash and expense management
Own the end-to-end payment cycle for vendors, contractors and casual labour: validate invoice and timesheet authenticity, match each to goods or services actually received, assemble the full documentation pack, check the ledger for duplicates, and submit through the agreed payment request workflow.
Hold the team to a standing target of no overdue supplier invoices.
Apply the correct withholding and statutory tax treatment to each payment, and share filing proof with the payments team.
Follow payments through to settlement with Finance, maintain the payables tracker, and reconcile vendor accounts and payment discrepancies.
Run the petty cash cycle end to end — float request, retirement with receipts and memo, review and complete documentation — and produce the month-end cash count certificate.
Train staff across the country office on the payment and expense systems and on documenting expenditure correctly.
Office premises, facilities and security
Oversee upkeep of the country and field offices, liaising with landlords on maintenance, and maintain the utilities, connectivity and supplies the office needs to operate without interruption.
Scope and secure field office locations as programs require, furnish them to standard within the agreed lead time, and manage relocation and closure.
Manage office access and guard services, holding providers to the agreed scope of service.
Act as the office focal point for day-to-day safety and security practice, and escalate incidents in line with policy.
Provide and maintain a safe work environment, including adequate first aid facilities and protective equipment for field staff, as per GD standards or national regulations.
Office and field asset management
Maintain a complete register of office and field assets — equipment, furniture, IT hardware and general supplies — updated monthly with new purchases, movements and disposals, with all assets tagged, allocated and tracked.
Conduct quarterly asset verification against the register and report exceptions.
Enforce staff protocols on handling and safe storage of GD property, and recover and reallocate assets when staff exit or projects close.
Forecast asset replacement, run the annual disposal cycle, and manage disposal of obsolete, damaged, lost or stolen assets with the required documentation and approvals.
Procure and maintain insurance coverage for office assets and vehicles, and manage claims.
Transport, logistics and visitor coordination
Oversee the office vehicle fleet and the Logistics Officers who operate it, including scheduling, maintenance, fuel management and cost control against the field transport budget.
Coordinate staff travel — flights, accommodation and ground transport — and oversee logistics for high-priority visitors.
Lead on visas and permits for GiveDirectly visitors and employees, and prepare supporting and invitation letters for visa applications.
Coordinate transport of materials and staff to field locations.
Support office functions and team events, including retreats and field-site logistics.
Team leadership and capability building
Lead the administration team across the country office and every field base: coordination, prioritisation, coaching, and quality assurance of deliverables.
Supervise office facilities and support staff — cleaners, catering staff and Logistics Officers — to maintain an orderly and functional office.
Hire, onboard and performance-manage direct reports, including verifying timesheets, leave and attendance.
Complete Quarterly Development Discussions (QDDs) for all direct reports on the global performance cycle, using them to set development goals and track progress.
Ensure SOPs and templates are in place, understood and used consistently across all sites.
Enable rapid scale-up: for each new field office, recruit and orient the Field Admin Associate, cleaners and transport support needed for the site to open on time.
Systems, risk and compliance
Improve back-office systems — payments workflow, records, office administration — so they support delivery at scale rather than constraining it.
Assess resource and capacity gaps across the administration function on an ongoing basis and plan ahead to fill them.
Maintain compliance with GiveDirectly policy, donor requirements, the code of conduct and Malawian regulation, implementing preventive controls and fixing process weaknesses before they become findings.
Build expertise within the team on the national and local regulatory environment and compliance requirements.
Support Finance and Internal Audit through review processes, providing payment and asset documentation, reconciling discrepancies and closing out findings.
Lead development of the annual administration budget under the guidance of the Operations Director, review actual against planned spend, and flag variances early.
Advise the Operations Director and Country Director on administrative planning and process improvement.
Desired qualifications:

This role is fully remote but must overlap with an East Africa timezone by at least 3 hours.
We are unable to sponsor or take over sponsorship of employment visas in the U.S. or U.K. at this time.
About this role
Individual Giving has set an objective to double new donor acquisition in 2027 and expand our awareness through brand ads for key segments. Paid media is the biggest lever we have to get there, and as Growth Manager, Paid Media, you'll own delivery of this important priority. To help get us there, GiveDirectly is planning to expand its spend on paid media.
We are looking for someone who will be a strong cultural fit—curious, keen not to follow industry standards but to look for disproportionately high-leverage opportunities, keen to constantly learn and adjust, and comfortable launching a paid program without agency support. This role would suit someone comfortable in a fast-paced environment, able to pivot and change tactics based on data and changing circumstances.
Reporting to our Director of Individual Giving, you’ll manage all paid acquisition for Individual Giving across Meta, Google, YouTube, and TikTok, and also work closely with the VP of Marketing to manage all upper-funnel media buys (e.g., newsletters, podcasts, etc.) for both the Individual Giving and Marketing teams. This role is responsible for executing our paid media program end to end, including negotiating and managing contracts, creating ads, capturing screenshots for documentation, publishing campaigns, and monitoring performance. You will also build our tracking and attribution systems and use that data to grow both one-time and monthly giving. To do so, we are looking for a strong individual contributor who is comfortable executing within the platforms without a big team or agency.
The Individual Giving team is responsible for generating revenue across donors with an annual gift below $50k. To do so, the Individual Giving team executes compelling public fundraising campaigns, drives creative donor-facing content, and tests new marketing initiatives aimed at expanding our donor base and raising awareness of direct cash transfers. You’ll join a small but high-performing team that runs several campaigns at once and works with a lot of independence. You’ll partner with Brand and Marketing colleagues each campaign cycle to ensure integrated marketing across all public-facing materials.
Level:
Manager (we are willing to hire at Senior Manager for more experienced candidates)
Reports To:
Director of Individual Giving
Travel Requirement:
Must be able to travel ~1–2 times per year to one of our countries of operation for team retreats or field visits
What you’ll bring:
3–5+ years in growth or performance marketing with a proven track record running paid media to a conversion or revenue target, in-house or agency, across Meta, Google, YouTube, and emerging platforms. Non-profit experience is a plus, but not required.
Experience managing a paid media budget of at least US$5M a year with a track record of strong performance measurement, with the discipline to trust your own data over platform recommendations and the judgment to know when to scale a channel, cut it, or admit it isn't working—pause and reset.
A genuine test-and-learn habit: you design multivariable testing across creative, audience, messaging, and landing pages, using these insights to scale the program.
Strong written communication, the ability to own creative direction of ads (from conception and drafting through launch), and experience with or a strong eye for graphic design (Figma, Canva). You’ll work with content creation teams for bigger projects, but initial ideation and direction should come from you.
Strong, succinct communication, and the ability to work productively with a Brand and Marketing team focused on brand awareness.
Alignment with
GiveDirectly’s values
and active demonstration of our core competencies: emotional intelligence, problem solving, project management, follow-through, and fostering inclusivity.
Experience with tracking and attribution to ensure detailed reports are shared with senior management.
Bonus skills:
Experience with our tech stack (WordPress, Salesforce, PostHog, Google Analytics, Tableau, Zendesk, Ahrefs) or similar tools.
Experience with paid ads with a non-profit of a similar size or an agency supporting non-profits.
What you’ll do
Own paid media strategy and performance to execute growth and brand goals
Develop and execute the paid digital fundraising strategy that acquires new donors, grows revenue, and strengthens long-term supporter value across Meta, Google, YouTube, TikTok, programmatic, and emerging platforms (approx. 50% of time).
Run top-of-funnel brand ads, from placement and contracting to creative direction and development, including podcasts, OOH, and connected TV (approx. 30% of time).
Manage and optimize paid investment daily, monitoring spend, pacing, cost per acquisition, and conversion, and reallocating budget as performance dictates.
Run a continuous test-and-learn program across audiences, creative messaging, channels, landing pages, and donation experiences, and turn results into decisions rather than reports.
Make key and strategic recommendations to the Director of Individual Giving and VP of Marketing on where budget spend should be allocated based on performance data.
Grow one-time and monthly giving through paid
Run acquisition and conversion campaigns for both one-time and monthly giving, testing paid tactics to grow the recurring program—the fastest-growing part of our portfolio.
Optimize the digital supporter journey so paid campaigns connect cleanly to landing pages, donation forms, email, and CRM, maximizing conversion and retention.
Analyze acquisition, conversion, revenue, and retention trends by segment to inform where the next dollar goes.
Measurement & Reporting
Stand up standardized paid-channel attribution and UTM tracking so acquisition spend is evaluable outside the ad platforms.
Build and maintain performance dashboards that connect campaign, website, and CRM data into a single view of what each channel returns.
Develop a forecasting model that projects cost per acquisition and revenue by channel, so budget increases are decisions rather than bets.
Report to senior management on budget and paid campaign performance on a bi-weekly basis.
This role might not be for you if
You are used to relying on an agency for recommendations or ad builds in the platforms themselves.
You do not have experience/familiarity with both upper-funnel and direct conversion paid advertising.
You are not comfortable managing projects from A–Z, including ideation, planning, launching, testing, iterating, and evaluating.
What success looks like in 12–18 months
A clear, measurable contribution to the 2027 goal of doubling new donor acquisition, with a 50–70% share of new monthly donors acquired through paid.
The Google Ad Grant is fully deployed against upper-funnel objectives, in compliance, and contributing measurable qualified traffic.
A documented acquisition model forecasts cost per acquisition and revenue by channel accurately enough to justify a materially larger paid budget.

About this role
GiveDirectly is looking for an experienced investigator who can establish a function, not just run cases. Concerns and allegations reach us from every program and every country we work in. Each one needs to be triaged and assessed objectively, and to end in appropriate findings and recommendations.
You will manage the newly created Central Intake and Investigations Hub. It is a standalone, independent function that works across the whole organisation. The Hub investigates a range of investigations itself, and supports colleagues elsewhere who handle the rest. You will lead the team and take the most complex investigations yourself.
The bigger initial task is to establish the Hub across the organisation. How it works has been designed and agreed. What it does not yet have is standing. People need to know it exists, bring things to it early, and trust what it concludes. This matters now because GiveDirectly is growing fast. Delivery volume and headcount are both rising, and the way staff concerns are handled needs to grow with them.
Reports to:
Director of Safeguarding and Investigations
Manages:
Future roles including a Program Manager, Investigations and Program Manager, Intake and Reporting to be recruited once the Senior Manager role has been filled.
Level:
Senior Manager
Location:
Remote, with a requirement to overlap with an East Africa timezone by at least 3 hours, and meaningful overlap with US Eastern hours. We can only employ people in certain places at the moment, so it's worth checking our
current list of eligible countries
to see if yours is included. If you're based elsewhere, it's not an automatic no, but do flag it early with your recruiter. We are unable to sponsor or take over sponsorship of employment visas in the U.S. or U.K. at this time.
Travel:
Occasional. Team meetings and co-locations, plus travel to a country of operation where an investigation requires it. This is not frequent, but it is not predictable either.
What you'll do
Establish a Central Intake and Investigations Hub across the organisation: Take an agreed design and make it something people use. Build the relationships with the People team, Internal Audit, Safeguarding, HR Managers and Country Directors to ensure concerns are managed effectively. Refine how intake, triage and allocation work in practice as you learn what holds up.
Lead the most complex investigations yourself. Establish the facts, produce the findings report and make recommendations.
Set the investigation standard and hold other people to it: Define what a good investigation looks like at GiveDirectly. Provide oversight and support where Internal Audit or Safeguarding lead a staff related matter, and quality assure what comes out of it. Decide what training the organisation needs and set its direction.
Own the record and what it tells the organisation: Create and hold the system of record for staff matters. Make sure findings and documentation are captured centrally, whoever led the case. Run regular reporting and calibration with the People team, Internal Audit, Safeguarding, Country Directors and ExCo. Sign off on relevant internal and external reporting.
Make the function work at scale through the responsible use of technology and data: Shape the design of the case management system and its controls, so that staff investigation records sit only where they should. Find the practical places where automation and AI reduce manual work in triage, documentation and reporting. Build the hub so that growth in concern volume does not simply mean a bigger team.
Set up and lead the team: Recruit for, manage and develop a Program Manager, Investigations and the Program Manager, Intake and Reporting. Set their priorities, review their work and build their capability.
What success looks like in 12 to 18 months
Concerns reach the hub as a matter of course, from every country and function.
People come to the hub early and while a matter is still manageable, because they have found it useful rather than because they were told to.
Investigations are handled consistently, whoever leads them, and findings reports hold up when they are challenged.
The hub is understood across the organisation as an independent central resource.
Internal and External reporting tells its audience something they did not already know about patterns, themes and where risk is concentrating.
The People team, Internal Audit, Safeguarding and country leadership treat the hub as a resource they rely on rather than a process they comply with.
Additional hires for the hub are capable, developing, and the function runs day to day without you in the room.
Why this role
You build it.
This is a new function with a mandate and a set of agreed boundaries. How it actually works is largely what you make it.
Genuine independence.
The hub is designed to be objective and to handle complex matters.
Breadth.
You will work across every function and every country GiveDirectly operates in.
It matters.
Getting this right protects staff and recipients, and protects the trust that lets GiveDirectly move a great deal of money to people who need it.
What we are looking for:
How you work matters as much as your investigation skills.
Trusted by the people you also hold to account.
You can tell someone that the handling of a matter was wrong, and still have a strong working relationship with them the following week. People Managers, Internal Audit, Safeguarding and country leadership should want to call you early rather than after things have gone wrong.
You motivate and influence people who don't report to you.
The Hub has no direct line management over Internal Audit, Safeguarding, the People team or country leadership, and it needs all of them to do the work well. You build the relationships and shape best practice.
Impartial, and visibly so.
People may try to influence you. You will be told the answer before you have found it. You hold to process and evidence without turning it into a fight, and you record what you could not establish as carefully as what you could.
You build what isn't there yet.
This function is being shaped by you. You are comfortable where the priorities are clear, but the road to them is not. You would rather design a solution rather than wait to be handed one.
You work alongside people.
Some of the investigative work is done by other teams, and your expertise is what lifts its quality. You get into the detail with colleagues, you are clear about what good looks like and what still needs doing, and you see it through with them.
Steady with difficult material.
You work with content of abuse and misconduct without losing sight of the people involved, and without carrying it in ways that wear you down.
On experience, we are looking for:
Exceptional alignment with GiveDirectly Values
and active demonstration of our core competencies: emotional intelligence, problem solving, project management, follow-through, and fostering inclusivity.
5-7 years of experience leading workplace (misconduct) investigations
, including matters involving senior staff and allegations of sexual misconduct. You have run these end to end, from terms of reference to findings report.
Experience in setting investigation standards and quality assuring other people's work
, not only conducting investigations yourself.
A working understanding of employee relations
and of where an investigation ends and an employment decision begins. You have worked alongside other teams without blurring the lines of responsibility.
Experience across multiple countries and legal contexts
, including where local law shapes how we may investigate and how staff must be treated.
Trauma-informed and survivor-centred practice
in how you plan interviews, handle disclosures and support the people involved.
Has made technology work for investigative teams.
You have set up or improved investigative system, built reporting from case data, or introduced tools that changed how a team worked. You have used AI in professional work and can say where it helped, where it did not, and how you handled confidentiality.
Language Requirement:
Professional fluency in English, plus professional working proficiency in one of French, Swahili or Portuguese. Investigative interviews are often confidential and conducted in these languages.
Why work at GiveDirectly?
At GiveDirectly, we work to ensure that you have everything you need to excel in your role and on your team, including:
A positive and supportive team with opportunities for advancement
A demonstrated commitment to helping all staff develop and grow
A competitive salary, including bonus
A robust health benefits plan (exact details will vary by country)

About this role
GiveDirectly has delivered more than $1B in cash directly to more than 2 million people living in poverty across 15 countries. We believe cash transfers are one of the most scalable, cost-effective, and dignified forms of aid, with the research to back it up.
We are growing at an unprecedented scale. By the end of 2027, we will have more than tripled dollars delivered via our current playbook to $750M+, while building toward a step-change of roughly 10x on a new technology stack and operating model. We also believe that we could deliver significant incremental money through external partnerships, whether by sourcing verified lists from an institutional partner like UNHCR, subgranting to partners with existing distribution capacity, or routing funds directly through an established remittance provider.
To evaluate and advance these external opportunities to increase our delivery capacity, we are building a lean internal consulting team. In this role, you will work with high autonomy to elaborate a comprehensive set of options and rigorously evaluate, prioritize, and implement them. You will report to the Chief of Staff and work directly with our Executive team, Country Directors, and external partners. The work is in an early stage, the mandate is wide, and the recommendations you make have the potential to influence delivery of hundreds of millions of dollars.
This role is especially well suited to structured problem-solvers with Director or Team Lead-level experience in consulting, strategy, or operations, in business or social impact contexts. This role is funded through the end of 2027, deliberately matched to the window in which these decisions need to be made. We see a strong case for it to become a permanent function beyond that.
What you'll do
Build and prioritize a portfolio of options
. Generate a comprehensive set of external pathways to increase delivery capacity, from institutional data partnerships to outsourced delivery to telco and payment provider arrangements, and rank them on scale, speed, feasibility, and what it would cost us to pursue them.
Pressure test opportunities to a clear verdict
. Run primary diligence on the options that warrant it, including direct engagement with potential partners, regulators, and counsel, and reach a defensible recommendation to advance or stop.
Advance one or two priorities from evaluation into implementation
. Take the opportunities we select from recommendation through to a live pilot, holding the counterparty relationship and coordinating the cross-functional internal work required to deliver.
Define and run competitive solicitations
. Articulate what we need from a partner precisely enough to publish an RFP (or similar), set selection criteria, and manage and evaluate the responses.
Negotiate with institutional counterparties
. Lead engagement with UN agencies, INGOs, mobile network operators, and government bodies, from first contact through to signed agreement.
Equip Executive decision-making
. Produce the analysis and written recommendations that let the Executive team decide where to commit money and capacity.
What we're looking for
A driven, disciplined explorer of unfamiliar territory.
You have personally taken a mandate as broad as "find us more ways to deliver” and turned it into a short list of options you pressure tested until you arrived at a recommendation. You translate ambiguous ideas into clear strategies with milestones and success metrics. You have done this with no playbook and no team assigned to you. Your work influenced high-stakes strategic decisions.
Strong analytical instincts.
You are adept at using data to generate insights and drive decision-making. You can build comparable estimates for structurally different options, and show what would have to be true for each one to work.
A negotiator who uses leverage intelligently.
You can assess what an institution's incentives and compliance requirements will allow. You position opportunities for collaboration shrewdly, distinguish a difficult but workable partnership from one that will not advance, and judge when to persist, change your approach, or walk away.
A clear, direct communicator.
You cut through complexity and influence senior stakeholders with concise, well-structured thinking. Your recommendations lead with what you think we should do, name the assumptions they depend on, and state what further work would test them.
Embody and set an example for GD values.
We take
our values
incredibly seriously, and expect the people who represent us externally to embody them in all aspects of their work.
Additional areas we’re interested in, though not required
Experience with humanitarian or institutional donors, particularly UN agencies and INGO consortia; mobile money, telco, or payments partnerships; grantmaking, organizational due diligence, or cost-effectiveness assessments; running challenge funds or competitive solicitations; negotiating data-sharing and data-protection agreements; and operating in low-income or infrastructure-constrained markets.

This is a term-limited role through December 2027, so the figure reflects the annualized pay rate, not a guaranteed total over the term. The figure below is also based on external & internal benchmarks, but will be ultimately approved by the hiring manager. If candidates are not located in the US, UK, or Kenya, the hiring manager can provide compensation information during the initial screening.

About this role:
Are you an experienced engineer at the stage of your career where, above all, you want to do good?
This role is about using engineering to support fundraising: delighting our donors; helping our fundraisers; getting donations recorded and safely started on their journey to our recipients; telling donors and the public about what happens to their gifts. A bit of website development. A lot of plumbing.
The good news about
this
position:
You will make a difference to people in extreme poverty
You will work independently, with few constraints
You will work directly with lovely people from across our fundraising teams
The trade-offs:
There is only one other fundraising engineer and mostly you will be working on your own
Our technology is a mixture of boring (Laravel, PHP, plain JS, HTML and CSS) and legacy (Salesforce, Wordpress, wrangling CSV files sent by our partners)
We're growing, but this is a role for someone who values depth and impact over a fast title ladder.
The maybe good maybe bad news about the role depending on who you are:
We are all in on AI where it allows us to get more $ to people in extreme poverty
If you want a role where you will be part of a bigger engineering team, working in Python or working on more complex tasks, then please take a look at our
other engineering roles
.
This role is right for you if:
You care about our mission
You agree with
our values
You have the right to work in one of the countries we're able to hire from (you can check the current list
here
).
You're happy working remotely, and taking meetings across East Africa Time and US Eastern Time.
You are happy to travel to meet your colleagues in the US, Europe and Africa a few weeks a year
You are fluent in English
You have 4+ years of engineering experience
You're happy working autonomously: defining what needs doing, doing it, getting it tested and launched, fixing the bugs, and hustling to make progress every day.
You're comfortable being on-call on peak donation days (Giving Tuesday and the last weeks of the year), including owning an incident: working out what matters, communicating with fundraisers, and debugging on legacy and others' code, sometimes when no other engineers are available.
You are happy with our boring and legacy technologies (Laravel, PHP, plain JS, HTML, CSS, Salesforce, Wordpress, SQL, wrangling csv files etc). You don’t have to be experienced in all of them, but you do have to be genuinely happy to use them (many engineers are not…).
You are happy and skilled at working directly with non-engineers on messy, poorly defined, rapidly changing, sometimes boring tasks

About this role
GiveDirectly is building a faster model for humanitarian response – using data, technology, and partnerships to identify people affected by crises and deliver cash within days. Making that possible requires legal pathways that can be established before a crisis and activated quickly when one occurs.
We are seeking a Counsel to build and lead that legal model. Approximately 70% of the role will focus on Emergency Cash, from preparing for future responses to leading the legal and regulatory work required during an active emergency. When a response is underway, EC work will take priority.
You will also serve as legal partner to GiveDirectly’s U.S. programs, which work with governments, funders, researchers, and community organizations to deliver cash to low-income Americans. The portfolio includes programs such as Rx Kids, guaranteed-income initiatives, and housing-stability programs. You will help teams design and expand these programs, structure partnerships, and navigate the legal issues affecting delivery and recipients.
This is a delivery-focused role for a practical lawyer who can build for scale, exercise clear judgment under pressure, and help ambitious programs move from idea to implementation.

What you’ll do:
Build and deliver the Emergency Cash legal model
Serve as the primary legal partner to Emergency Cash across program strategy, design, launch, and delivery.
Build a repeatable legal model for emergency responses, including approaches to country entry, regulatory review, government engagement, contracting, data use, and the engagement of local counsel.
Develop response-readiness tools, templates, and decision frameworks that allow common issues to be addressed quickly while escalating matters requiring legal judgment.
During active responses, lead the legal work needed to launch and operate on emergency timelines, providing clear recommendations when information is incomplete.
Coordinate with country teams, program-facing Counsel, and local advisors to use existing knowledge and relationships while retaining legal ownership of the response.
Apply GiveDirectly’s global standards for MNO data and remote enablement to individual responses, working with the Corporate & Strategic Affairs Counsel on novel or cross-cutting issues.
Draft and negotiate the partnership, technology, vendor, data-sharing, and other agreements required to deliver emergency programs.
Capture lessons from individual responses and use them to strengthen the EC legal model over time.
Lead legal support for U.S. programs
Serve as legal partner to GiveDirectly’s U.S. programs across program design, implementation, expansion, and ongoing operations.
Advise on the legal design and delivery of U.S. cash programs, including eligible recipient populations, interactions with public benefits, tax treatment and reporting, payments involving minors or caregivers, family-law considerations, privacy and data use, and state-specific requirements.
Structure and negotiate program-specific agreements with governments, research institutions, community organizations, payment providers, and other partners.
Develop reusable guidance for recurring issues and coordinate state-specific or specialist counsel where needed.
Contribute across Legal
Work with the Corporate & Business Affairs Counsel on organization-wide standards and initiatives affecting Emergency Cash or U.S. programs.
Partner with the Africa Programs & Country Operations Counsel when emergency responses occur in countries within that role’s portfolio.
Work with Legal Operations support to delegate recurring contracting, research, coordination, and administrative work appropriately.
Support other priority legal matters as needed as part of a small, global Legal team.
What you’ll bring:
Exceptional alignment with

Experience advising on complex program, commercial, or regulatory matters in fast-moving or high-pressure environments.
Strong commercial contracting skills, including drafting and negotiating complex partnership, technology, vendor, or data-related agreements.
Ability to quickly understand unfamiliar legal and regulatory frameworks and advise where precedent, time, or information is limited.
Strong legal and business judgment, including the ability to identify meaningful risks, assess tradeoffs, and recommend a practical path forward.
Ability to translate complex legal requirements into clear, actionable guidance for colleagues without legal backgrounds.
Experience coordinating external counsel, consultants, or other specialist advisors.
Working knowledge of data privacy and data protection law.
Ability to operate independently, manage competing priorities, and reprioritize quickly during active emergency responses.
Excellent written and verbal communication skills; English fluency.

About this Role
GiveDirectly's People Operations team owns global payroll, employee lifecycle, HR data, and total rewards delivery for a workforce spread across more than 20 countries. As the team has grown, so has the case for additional capacity at the leadership level to help own the operating engine that keeps payroll, service delivery, and people data running well every day. This role is that operating engine.
The Senior Manager, People Operations will manage a team of Associates and Coordinators (3 in total for now). You'll own end-to-end payroll delivery, the ticketing system and employee lifecycle (onboarding, offboarding, transfers), HRIS data quality, and execution of the annual compensation cycle and mobility transactions. You'll be the first point of contact for country HR teams on operational payroll, data, and ticketing matters, and you'll build depth across your team so critical knowledge doesn't sit with one person.
This is a hands-on, builder's role. You'll set the operating model for your areas (cadence, controls, service standards) and be accountable for the outcomes, not just for delivering against someone else's plan.
Job Type:
Full-time
Reports to:
Senior Manager, People Operations
Travel Requirements:
Must be able to travel ~3-4 times per year to one of our countries of operation for team retreats and oversight.
What you'll do
Team leadership and delivery:
Lead, coach, and develop a team, setting clear priorities, standards of work, and ownership across payroll, service delivery, people data, and lifecycle operations
Build depth and cover across the team so critical knowledge is not concentrated in one person, and establish clear escalation paths for absences and peak periods
Define the operating model for your areas, including cadence, controls, service standards, and how work is prioritized against the function roadmap
Serve as the first point of contact for country HR teams on operational payroll, data, lifecycle, and ticketing matters
Global payroll:
Own end-to-end payroll delivery for all global staff across entities and employer of record arrangements, ensuring accurate and timely processing of salaries, benefits, and deductions
Own the payroll calendar, approvals, controls, and reconciliation, partnering with Finance on month-end, accruals, and people cost reporting
Manage payroll providers operationally, including service quality, issue resolution, invoicing, and migrations
Maintain current knowledge of payroll and statutory requirements across all operating locations, and drive the changes needed to stay compliant
Run annual bonus administration end to end, ensuring calculations are accurate and payments are made within designated timelines
People operations service delivery and employee lifecycle:
Own the ticketing system and its operating rhythm, including triage, assignment, SLA performance, and reporting
Own onboarding, offboarding, transfers, and role changes as designed processes rather than a series of transactions, and be accountable for the experience they produce
Analyze trends and root causes of recurring issues and deliver structural fixes rather than repeat workarounds
Drive the implementation of tools that improve functionality and user experience
Act as the escalation point for complex or high-priority tickets, providing direction and ensuring timely resolution
People data and systems:
Own HRIS operations and data quality, including the method for preventing inaccurate data entering the system at source
Own the people systems roadmap covering workflows, automation, integrations, and reporting infrastructure, partnering with IT and Finance on delivery
Run the audit and reporting cycle, and maintain reporting standards in practice
Produce the people reporting that leadership decisions rely on
Total rewards and mobility operations:
Execute annual compensation cycles, salary adjustments, and increase rollouts accurately and on time
Own benefits administration across all locations, including renewals, enrollments, and issue resolution
Produce the analysis behind compensation decisions, including benchmarking, compa ratio and cost modelling, and equity audits
Execute mobility transactions end to end, including payroll and entity transfers, contract issuance, location-based pay changes, work permit and employer of record administration, and the supporting trackers and records
Other tasks:
Participate in cross-functional initiatives and organizational projects, representing People Operations requirements
Perform all other duties that may be assigned to you from time to time by the Senior Manager, People Operations and stakeholders
What you'll bring:
6+ years of professional experience in People Operations, HR operations, or global payroll, including at least 2 years managing a team
Direct experience running multi-country payroll and people operations, ideally including Sub-Saharan Africa and employer of record arrangements
Demonstrated ownership of an HRIS, including an implementation, migration, or significant data quality turnaround
A systems and process mindset, with the ability to point to workflows you have automated, simplified, or eliminated
Working knowledge of employment and statutory requirements across multiple jurisdictions, with sound judgment on compliance risk and a clear sense of when to decide and when to escalate
Strong analytical skills, including comfort with compensation and cost modelling and advanced spreadsheet ability
Ability to liaise remotely with a wide range of people at all levels and across different cultures, and to act with credibility, tact, and diplomacy
Strong stakeholder management skills, with the ability to communicate technical people operations content to non-specialist audiences
Comfort operating with incomplete guidance and shifting priorities, and strong time management across competing deadlines
Professionally proficient in English
Experience in a global non-profit, international development organization, or mission-driven company with an Africa presence preferred
Familiarity with employer of record and contractor models across multiple countries (Oyster, Remote, or similar) preferred
Aptitude to learn new software tools such as Slack, BambooHR, Jira, and Asana, and comfort with AI-assisted tools to streamline people operations workflows
Exceptional alignment with
GiveDirectly Values
and active demonstration of our core competencies: emotional intelligence, problem solving, project management, follow-through, and fostering inclusivity. Reports to:
Vice President, Partnerships
Level:
Director (we are open to hiring at Senior Director level for more experienced candidates)
Role overview
GiveDirectly intends to transfer $10B by 2035 while building a resilient, durable cash-first movement in the aid sector.
To reach this milestone, we have brought all fundraising efforts under one leadership, to enable better coordination and optimisation of fundraising streams and operations over time. This unified approach is building a high-performance fundraising team that identifies and secures high-quality leads, while standardizing revenue operations and knowledge-sharing across all verticals, enabling a better donor experience and securing long-term funding to achieve our goals of eliminating extreme poverty and responding better in crisis.
The Director/Senior Director, Revenue Operations will own the operating backbone of the Fundraising function: the data, systems, and processes that let Partnerships, Philanthropy, Individual Giving, and Special Projects run at scale. As we grow our Emergency Cash and US work alongside our work on ending extreme poverty, the candidate will also help ensure fundraising strategies are complementary rather than competing. This is a BizOps-first role. You will build the pipeline infrastructure, KPI architecture, and operating rhythms that make Fundraising's growth predictable and measurable, and you will represent Fundraising to Finance, Compliance, Grants Management, and the People team.
Alongside this, the role carries a chief-of-staff dimension: partnering with the Vice President of Partnership on strategic priorities, high-stakes internal and external communications, and organizational change management, so the VP's time is focused on the highest-impact work.
Depending on the skills and interests of the person we hire, this role may grow to manage a team of 3-5, covering some combination of: fundraising tech and data (e.g. Salesforce), donor experience, and knowledge management. Reflecting our "Team Next" value and commitment to organizational excellence, this person will drive cross-functional collaboration to ensure fundraising operations scale seamlessly alongside our global growth.
Key responsibilities
Own Fundraising's revenue operations: data, systems, and process (primary focus)
Build and own the strategic data and systems architecture for Fundraising: pipeline tracking, annual and in-year forecasting, and reporting infrastructure (e.g. Salesforce) that gives every vertical a single, trustworthy source of truth.
Define, standardize, and own tracking of fit-for-purpose Fundraising KPIs, aligned to Board reporting needs and the team's long-term strategic direction.
Partner with counterparts on Fundraising Data and Tech to prioritize, execute, and approve projects that serve both functions.
Design and institutionalize the operating rhythms of the Fundraising function: pipeline reviews, QBRs, reporting cadences, and the processes that turn strategy into consistent execution.
Develop revenue systems and processes alongside the Finance, Fundraising and Donor Experience teams that support scalable growth, protect donor journeys, and ensure capital moves securely and efficiently through the organization.
Own revenue reconciliation and recognition, pledge and receivable tracking, restricted-fund coding, monthly/annual close handoff, or audit support.
Own workforce and capacity planning for Fundraising in partnership with the VP: role scoping, hiring prioritization, and structural improvements as the team scales.
Build and lead a team as the function matures
As the role grows, manage a team of 3-5 covering fundraising tech and data (e.g. Salesforce), donor experience, and knowledge management, setting priorities, coaching, and ensuring quality across each area.
Set clear ownership and operating cadences across the team so each workstream (tech and data, donor experience, knowledge management) has a defined remit and reduces duplicated effort across Fundraising verticals.
Act as the go-to liaison between Fundraising and other functions
Maintain a comprehensive view of Fundraising needs across all verticals and sub-teams, and act as the single point of contact for Grants Management, Finance, and Compliance on run-rate donor management processes.
Represent Fundraising's operational needs to the People team, Legal, and other functions as cross-functional systems and initiatives are designed and launched.
Partner with the VP on strategy and organizational effectiveness (chief-of-staff functions)
Collaborate with the Vice President to refine the unit's strategy, manage organizational change, and lead internal communications.
Streamline decision-making, manage priorities, and provide strategic counsel to maximize the VP's focus and effectiveness on high-impact work.
Prepare briefing materials and executive-level communications for senior leadership and Board audiences as needed.
Lead on cross-fundraising initiatives and priorities
Address broader organizational priorities as needed, including high-level donor stewardship coordination, cross-functional system launches, flexible workforce planning, or market expansion initiatives.
This role would suit somebody who is comfortable working in a fast-paced environment, who is energized by building systems and structure out of ambiguity, and who enjoys pulling together disparate workstreams into a cohesive, impactful strategy. It's a strong fit for someone with a business operations, revenue operations, or chief-of-staff background who wants a role weighted toward building and owning systems (and, over time, building a team) rather than one focused primarily on executive support.
What we're looking for
8+ years of experience in revenue operations, business operations, or a chief-of-staff role, ideally within a fundraising, sales, or partnerships organization.
Demonstrated experience building or owning CRM/pipeline systems (e.g. Salesforce), KPI frameworks, and reporting infrastructure that multiple teams rely on.
Strong analytical operator: comfortable structuring ambiguity, setting priorities, and using data to drive decisions. An advanced degree (e.g. MBA) is a plus, not a requirement.
Proven track record managing cross-functional relationships and influencing senior stakeholders outside a direct reporting line.
Experience managing people or workstreams, with the ability to scope roles and structure as a function grows; direct people management experience is a plus given this role may build and lead a team of 3-5.
Excellent written and verbal communication skills, particularly for high-stakes internal and Board-facing materials.
Deep alignment with GiveDirectly's values, especially recipient choice, transparency, and evidence.
Bonus
Experience working with institutional donors or fundraising teams in Africa.
Experience standing up a BizOps or RevOps function from scratch, including building out a team across tech and data, donor experience, and knowledge management.

About GiveDirectly in the DRC
GiveDirectly DRC was established in 2018 to enable cash transfers to poor and rural populations via mobile phones, thereby promoting food security, poverty reduction, and financial inclusion. We aimed to demonstrate the operational feasibility and cost-effectiveness of transferring large volumes of money digitally in one of the world's least developed countries. Since its inception four years ago, GiveDirectly DRC has used mobile phones to transfer over $14 million to more than 65,000 beneficiaries in four provinces: South Kivu, North Kivu, Ituri, and Kinshasa.
GiveDirectly's activities in the DRC have expanded to include, among other things: compelling proofs of concept for mobile-based cash transfers; and the implementation of innovative technologies to target disadvantaged urban populations in Kinshasa, in collaboration with the DRC's social protection agency, the DRC Social Fund. The delivery of contactless cash to beneficiaries in Beni and Bunia affected by the economic consequences of COVID-19. You will be joining Give Directly DRC at an exciting time in its history, as we are establishing and hope to launch several new programs and strengthen our partnership with the DRC government.
About the Role
As Senior Manager, Operations (DRC), you'll build and lead the operational backbone behind GiveDirectly's programs in the country. You'll direct the support services team end-to-end — HR, logistics, procurement, and administration — while managing a team of managers. You'll design a procurement strategy that keeps goods and services flowing efficiently and reliably across provinces, own fleet and logistics management as the program scales, and manage the operational budget with an eye for efficiency. You'll also support the Country Director on HR strategy — recruitment, training, and performance — and design the systems needed for a much larger footprint across provinces, from procurement to digital tools that improve scalability.
This is a role for someone who can build systems as readily as they can lead people, and who's energized by both strategic design and the operational details that make it real on the ground.
What You’ll Do:
Lead the DRC support services team end-to-end — HR, logistics, procurement, administration, and office management — including direct oversight of managers
Develop and drive a procurement strategy ensuring efficient, compliant, and resilient sourcing across provinces, and own fleet and logistics management as the program scales
Manage the operational budget, forecasting and driving efficiency across procurement, logistics, and administrative spend
Support the Country Director on HR strategy — recruitment, training, performance management, and talent density — through oversight of the HR function
Design systems and processes to support a much larger footprint across provinces, anticipating future needs and identifying AI and digital opportunities to improve scalability
Coach and develop support services managers to build operational excellence beyond individual contribution
Maintain a compliance and operational risk register, and lead internal spot checks, audit preparedness, and action plans in partnership with Finance and Internal Audit
Own donor reporting, budget tracking, and donor visit coordination, and serve as the primary point of contact between the Country Office and GSS on operational and compliance matters
Own the Operational Knowledge Base and lead onboarding, training, and localization of materials as the team grows
Requirements:
Bachelor’s degree in a relevant field (management, administration, finance, or related); a master's degree is an asset
Minimum 6 years of experience in operations management, with a track record of transforming informal systems into structured, compliant, and scalable ones, including direct oversight of managers
Strong financial and budget management skills, with experience managing an operational budget
Proven experience maintaining a risk register and working closely with internal/external audit functions
Experience developing and coaching managers, with comfort delegating execution while retaining accountability for results
Strong digital fluency, with experience using and training teams on multiple platforms (Google Suite, Salesforce, Asana, Guru, Slack)
Familiarity with international NGO standards and donor compliance frameworks
Experience navigating the DRC's complex legal environment, including labor law and immigration requirements
Strong alignment with
GiveDirectly's values
Excellent written and oral communication skills, including ability to communicate fluently in English and French with high level stakeholders
Professional proficiency in French and English required; knowledge of Congolese Swahili and/or Lingala is an asset
Compensation
At GiveDirectly, we strive to pay our employees generously and equitably. We use an accredited third party salary aggregator to calculate what we believe to be competitive pay based on role, location, and cost of living. We also have a no negotiation policy to ensure we are paying staff equitably across roles. Read more about our compensation philosophy

Unless otherwise noted, the benefits stipend may be used to cover benefits or taken as additional taxable income.
Base Salary:
$94,500
Bonus at Target Performance:
10% (~$9,450, with potential for upside. For reference, with the organization’s current performance multiplier, this amount would be $11,057 in 2025)
Estimated Total Compensation at Target: $103,950+
This role is onsite in Goma, DRC. We welcome candidates based in the DRC as well as those willing to relocate to be based in the DRC.

You will be joining Give Directly DRC at an exciting time in its history, as we are establishing and hope to launch several new programs and strengthen our partnership with the DRC government.
About the Role
As Senior Manager, Programs (DRC), you'll help bring GiveDirectly's programs in the Democratic Republic of Congo to life — owning their end-to-end execution, from operational design to on-the-ground delivery. You'll blend strategic thinking with hands-on problem-solving: designing systems that work, catching risks before they escalate, and using data to drive continuous improvement. You'll also lead people, managing a team of managers and field staff, while partnering closely with the Program Director and Country Director to shape what comes next. It's a role for someone who's energized by both the big picture and the operational details that make it real.
What You’ll Do:
Develop detailed project management plans for all our programs and drive them through successful end-to-end execution
Design operational models for new programs — including targeting, payments, and customer service — and define, monitor, and report on key operational and efficiency indicators
Identify operational vulnerabilities, such as fraud or reputational risk, and implement mitigation solutions aligned with the risk framework set by the Program Director
Analyze program-level data to diagnose the causes of underperformance and drive continuous quality improvement
Partner with Tech and Data teams to design surveys and ensure data integrity in Salesforce
Directly manage a team of managers, with oversight of field teams and call centre at multiple levels
Support the Program Director and Country Director in scoping new programs, including operational feasibility and risk assessment.
Manage partner relationships with key operational partners with oversight of scoping, contracting and ensuring the terms of our agreements are respected.
Develop materials for engagement with donors and other external stakeholders in order to represent our work externally.
Requirements:
Minimum 6 years of experience managing and implementing programs within international NGOs or a comparable operational environment; experience in cash or money transfer programming is an asset
Work experience in the DRC, or strong knowledge of the DRC context, is highly desirable
Experience in team management, including recruitment, team building, and development
Strong analytical thinking, with a proven ability to use data to identify problems and improve programs
Experience using technology and digital tools to drive results and operational innovation
Proven instinct for risk management and creative problem-solving in complex operational environments
A high degree of autonomy and resilience, with the ability to thrive in a fragile, rapidly changing environment
Strong alignment with
